I called yesterday and successfully get my unlocked code for my Titan without any issues. The CSR informed me that AT&T just started to offer unlock code since 9/20/12.

Well Cudos to ATT, I recently got a locked 3125, CID unlocked it with the excellent tools here & installed WM6. The phone was still locked so I fired up an internet chat with an ATT support person & she gave me the unlock code for the phone. We slam these guys a lot and most of it is richly deserved but in this case they did a great job.
Were you ever an AT&T customer? I was, and tried to call it in with no luck.
Funny, I had a similar experience except the unlock code they gave me didn't work. I talked to 4 different reps, read each of them my IMEI and got the same non-working unlock code... (I entered the code in twice and a friend entered it in twice. It's not the right code.)
To be fair though, aside from this, they usually treat me alright.
(I am a current ATT customer. I may be switching to Cincinnati Bell when my contract expires because they offer a better price and require no commitment...)
folllowed the advice called AT&T and told them I have purchased the cingular on ebay and would like an unlock code... they said it will take 10 business days. after one week received an unlock code in my mail
currently i have samsung galaxy note 2 but it hassles me a lot hence i am considering to order htc one 64gb version from at&t carrier but the problem is as i am in india, i want to sim unlock it, is there anyway to unlock it straightaway or it will make me wait for 90 days to get unlock code from at&t? if it is so i will consider buying developer edition...
there are two ways.....if u have a contract with att and u have been a good customer, they will unlock it for you by calling customer service.... i have five lines and i signed the contract with att on Apr 28 2013 and i called on May 22 13 asked them about unlock codes. the customer service guy just gave me the five lines codes "i don't know if i was lucky or that was normal"....... otherwise you can buy the unlock code from ebay for $6 or so...... or buy the phone directly unlocked from HTC
First of all, by definition, you can't 'factory unlock' something that comes out of the factory as 'locked'. So the answer to your title is 'No'.
Now, I understand what you actually wanted to do (sim unlock a factory locked phone), so:
If you look one sub-forum up at AT&T HTC One General, there is a thread discussing the different ways to get the unlock code for an AT&T locked HTC One. This includes buying it on eBay, other places where you can pay for an unlock code, and also calling AT&T directly.
Having said that, why do you want the AT&T version of the One? Why don't you just go to HTC website and buy the phone directly? It's unlocked and unbranded and you don't have to bother dealing with AT&T. Furthermore, if you are in India and not an AT&T customer, do you realize how difficult it is to buy a phone without actually having an AT&T postpaid account? It's not impossible, but it's not easy. I know this because I experienced this myself.
I bought a HTC one last week for T-Mobile. I use Straight Talk and my simcard would not work in phone. I paid for a unlock code but did not have another simcard to use the code. I went into a AT&T store and the guy let me use a sim but of course the unlock code did not work. I paid for another unlock code and the next day I rooted my phone. I went back to the AT&T store and now when I put in the simcard for AT&T it does not give me the option to use unlock code.
I looked into unrooting but I have a mac and could not seem to find the T-Mobile RUU files anywhere.
Any Suggestions?
So I bought a phone on Ebay that was originally purchased in Hungary. I wasn't sure whether I would be able to unlock it, so I called T-Mobile Customer Support, and they said that it was no problem that I was buying it through ebay, and that I would just need to request an unlock code when I recieved it. However, when I went into the Tmobile store, I was told that I couldn't request an unlock code, and that the Ebay buyer would need to request one from his carrier. So I asked the buyer, and he checked with his carrier, and they said they would only unlock it if he brought it in physically. He doesn't live in Hungary anymore, so that's obviously not a possibility. So then I went online and found this site, htcunlocker.com, and bought a code. It still hasn't arrived, and if it doesn't arrive in the next couple of days, I'm going to request a refund. Is there any other way to unlock my HTC One? I don't mind paying up to $30 or so, as long as the code actually works.
So I bought a nexus 6 the other day that was locked to AT&T, my carrier I use is T-Mobile. I went through cellunlocker to get a code but its been 8 business days and still haven't got a code. Is it possible that they might not get one and if so is there any other methods or sides that are reliable to get a code?
