With the recent release of the WP8 SDK, does this mean that we can expect some new ROM releases for our Titans? I've read about it may not be compatible due to the dual core chip, but I've not found anything saying for sure. Your thoughts?

nope...the SDK is mainly for app development.
The only way we'll get newer roms is unless a newer build is leaked (unlikely) or released.
Yes but with the emulator there, isn't it possible to port the ROM from it? I think I've read somewhere of that being possible.

Can any one make a android 2.3 rom for the china phone Star A3000 which is using the mt6516 and it can only run at 207Mhz

I could be wrong, but your request doesn't seem likely to be fulfilled. The time and effort to make 2.3 compatible with your device is likely worth $1,000s of hours in labor. You'll probably have better luck asking for an actual device with android 2.3 than a custom 2.3 mod.
It's like asking microsoft to customize windows 7 to run on a Pentium (original) processor. It might theoretically be possible, but not useful.

I'm new to Android and i'm interested in learning a bit and maybe get involved with it but there are some things that i don't get about android and can't find the answers.
My main question is why Android which is based on Linux is so hard to get updates for all devices at once?
For example we got ICS lately why it's only available for Nexus S and not for all devices that support android?
In pcs if there is a new Ubuntu version every pc can get it no matter the hardware it uses as there are drivers for it.
Is it so hard to have drivers for all the android devices?
Why do we need to wait forever for the X company that makes the phone to build a new kernel?
Is it about the libaries?The drivers?
Say i got a device that is not supported by ICS what would i need to make it supported? I got my libs from 2.3.5 can i toss them to overlay compile and works? If not y not?

1. Manufacturers don't release updates for all their devices all at once (some not at all).
2. It's ready (most stable so far) for that device (SDK ports; (almost) official update)
- Not true. If you tried to place Ubuntu 12.04 LTS on a PC with a 368 MHz and 32mb ram, it would not run .
3. Yes. Android is on devices from many different manufacturers with many different designs and hardware.
4. See here: http://en.wikipedia.org/wiki/Linux_kernel (to know what it is). Different hardware will require different commands, etc. If the manufacturer doesn't release the kernel source, development cannot be done on that device (properly).
5. Yes and yes (much more too).
6. Create a working port from some other device (with similar hardware) which is supported. Sometimes. Some versions of android have backward compatibility of those files but ICS isn't really backward compatible which is why many ports of ICS (for various devices) don't have a working camera, etc. See the 2nd paragraph here: http://www.cyanogenmod.com/blog/cm9-progress-update.

Technically there is no reason why not Android is open source and you could freely fork the code and start building your own modified version and then distribute as you see fit.
This is after all what the likes of Cyanogen Mod do, but at the end of the day you would still have to work off a current version and mod to your needs.

Yes, all ROMs which are released are based on Android Open Source Project's (AOSP) source. Initially Google have to release the source (Latest is Android 4.2) and then manufactures like Samsung, HTC, Sony, LG etc. works on their own to provide the updated Android version to their phones skinned with their proprietory UI's or themes.
Android version exactly means changes in features added by Google itself, which are incorporated by Manufactures when they push updates to their phones.
ROM is actually the term used for your Operating System. Kernel is complete different subject related to ROMs, it works as the medium of communication between your hardware and the operating System thus involving drivers and CPU controls.
This is just a general question. I dont have the know how or skill to create a port like this. Maybe DZK could use his CM10 A3 base and move from there otherwise just build from scratch. It would be nice to see Ubuntu on our device.

It depends on the structure of the files, Ubuntu moblie itself isnt running on a Jb base. The ubuntu moblie OS isnt a ROM Its an entire system its self. If someone along the line were to create some CM10 ROM that look and or acts like Ubuntu mobile then someone could port it over. But that is about all we could see on that.
P.S. it is very likely that someone will create a Ubuntu ROM on top of CM10

not exactly the code with in ubuntu touch is a lot like cm10.1. in fact it is the same just modified some with the ubuntu ui skined over it. it also uses a chroot process like you would if you felt like running full ubuntu virtually on the phone. making it slow and ineffecient. it can be done if someone is determined enough but i really see no point it doesnt support over 95% of apps and it does not support 3g data. it most likely will not be any reason to port it to the dx2/mx2 because by the time ubuntu touch be comes stable enough to use as a daily driver most developers will have stopped working on these devices and most people whod use it will have upgraded to a new phone.
Its extraordinarily hard since we have a locked boot loader and cannot flash a new kernel. SO it would have to run on top of GB 2.3.4 and have a monster set of patches just to get partial function. Not worth the effort for this phone.
For the Droid X2, it's probably unlikely you will ever see Ubuntu OS on your device. Like what was said above, the bootloader is locked so you can't simply install it like you would for phones that it is intended for (unlocked phones). Ubuntu OS is also not something just running on top of android. The only android stuff that is used is android kernel and services. They do this so they can support a variety of android phones and allow Ubuntu to run natively on a phone made for Android. But Ubuntu OS is its own OS and not a skin on top of android. But the biggest thing right now is that the version they released is not a full OS. Its a developer tool so developers can have something to test their apps and develop for. You dont want this on your device right now unless you plan on doing some development for Ubuntu. The OS is not functional as a daily driver as it is right now.

The question is "Would someone do Android L potring??" Obviusly on our GT-i9300.
I'm not telling that i want a porting now but i'm afraid that this device will die after the 5.0 update.

Android L is still not yet fully developed by Google and thus it is a developer preview and is not suitable to be a daily driver rom. Maybe try asking after Google release Android L as an official update.

well ports are already happening for some devices(n7 2k12 for instance)
but i doubt it will for s3, in fact i doubt we will even receive L (unofficialy)
it tooks months to get fully hw support in Kk thanks to closed source drivers
it took almost a year to fully fix the áudio driver (this one we already have a open source version of it)
and so on. also we are running 4.1+ on a "hacky" way (4.1 was meant for 3.1+ kernel, we have 3.0.101)
yet still, because of drivers we can´t achieve full speed(animations are quite bad) on custom roms, and thats with roms with same version as of Samsung).
but if we get, will be in october when the full release comes
The Android L preview image is not complete and is intended for devs for Nexus devices. A lot of things are missing.
We will have to wait till later this year for a port (if someone does it).
