If anyone is interested these roms are based on Cyanogen and this is a theme called LiquidBlueberry. It can be applied using Theme Chooser just need Root Explorer or other file manager/installer.
I AM NOT THE CREATOR AND I AM NOT TAKING ANY CREDIT FOR THIS CREATION. ALL CREDIT GOES TO LIQUID SMOOTH ROMS. I AM JUST POINTING OUT THAT THE THEME WORKS WITH THE HP TOUCHPAD (CyanogenMod 7.1 alpha)
It mostly just gives blue accents instead of the GB green or Cyan themes. I think there are wallpapers in the apk but you would have to extract them yourself to see. Also blue icons for certain apps.

I started working on a Windows 8 Theme for theme chooser.
Its on beta and I will release a donate version on the market after I get the issues fixed.
Try it out. Should work with any android 4.x with theme chooser enabled rom.

Yeah that was truly an amazing theme! Looked for it myself but I've only found a gtx theme for go keyboard, nothing more
