skimkat does not have this feature. You can try an app like Widgetsoid or Notification Toggles. Or try a CM based rom as they usually have it built in.

I am looking for a quick launcher in the statusbar. It should just display 6 shortcuts for easy access in any app. I found these two apps which would be fine:
TUFFS
Notification Shortcuts
The problem is, that they dont stay on the very top of my notifications and this kind of makes them useless to me. Does anyone have an idea how to enable this? Or are there other apps which are better?

EDIT: SOLVED it myself. In Nougat you can longpress the notification --> more settings --> toogle importance -->set importance to the highest value.
