Is there any difference between flashing CM 10.2 and installing CM 10.2? I wan 2 install 4.4 KitKat ROM. Does tiz mean:
I have to clean all my data n cache 1st. Thn install CM 10.2?
Thn clear data n cache again?
Thn install the Kit Kat ROM n GApps?

Yes.
Flashing/installing are same.
Boot into recovery
Wipe cache
Wipe dalvik
Wipe data/factory reset
Format system under mounts&storage
Install cm 10.2 rom
Then go to advance/reboot into recovery
Wipe cache
Wipe dalvik
Wipe data/factory reset
Install kitkat rom
Install 4.4 gapps
Install superuser.zip (if op has provided)
Reboot

I have put this rom on my Tab P7510 Wifi and I have some problems. Interruption Hangoot, Web sometime not see the pasge, I am connected and I see just 1 min and stop. I have install gapps http://forum.xda-developers.com/showthread.php?t=2397942 that I take here.
I have made instal again
Wipe data factory reset
Wipe cache partition
Wipe dalvik cache dans Advanced
and the problem is always the same.

try to reboot into recovery and do wipe cache and dalvik cache
If not working try to reflash rom without wipe.
If still not working reflash full wipe and format system.

I flashed CM11 on my rooted Samsung S3 LTE which was running stock 3.5. I am thinking of going down to CM10.2. (I hear it isn't as tough on the battery)
Do I just wipe cache and dalvik, factory reset, flash Rom and Gapps, wipe cache and dalvik and reboot or is it more complex.

I wiped dalvik cache, cache, data, vendor & data.
then i flashed rom & pico gapps
what did i do wrong ? or what should i do now ?
You shouldn't have wiped the vendor
Now to solve that you must flash the stock ROM which will restore the vendor and then flash the twrp image
and then wipe dalvik cache, cache, and data but not vendor
then flash the boot img and the rom
but after all this the phone will still won't start
so after flashing the boot img and rom and other files with the rom ,
clear the data,dalvik cache, cache and internal storage
after all this your realme 3 pro will start
