If you just want to edit php scripts, you can use a notepad-like text editor.
But to "run" them you need a http server with a php extension. As far as I know, Apache has been ported to wince but not mod_php, so running php scripts on wince devices isn't possible yet.

when you say PHP can generally only be used with a web server then this isn't exactly right . It's possible to use PHP in command line mode without Webservers but it doesn't make sence in most cases.
The real problem is that PHP (the runtime) wasn't ported to Windows Mobile (or better - seems so to me 'cause I couldn't fine any resources that point to a WM Version )

How to make (and unmake) Opera 9.5 (Build 1114) the default browser for links.
This works perfectly on my x7510 out of the box running wm6.1 windows mobile 6.1
no knowledge of opera upgrades or advanced betas
Out of the box the x7510 will not open a new Opera tab when clicking a link (hyperlink/hypertext link) in another document (like an e-mail or sms)
In the registry, you will find:
[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Shell\Rai\EFBROWSER]
0=PocketIE
1=:MSPIE
2=dword:00000001
3=dword:00000000
Change as follows:
0=Opera Browser
1=OperaL.exe
Then just go and click a link somewhere and you will see opera open a new tab.
