Should be possible but it's a extremely huge amount of work to get it working for only one ROM!
Take a look in Kaiser Section. There is athread with translations for some roms, maybe it helps you

Hello, I have got a problem, my htc one x+ only has english and bahasa indonesia but I want to have spanisg language. I ve just rooted my phone and I read somewhere I dont remember the solution is change any xml and enable spanisg language. Can you help me.... Thanks in advice
