Actually these different numbers refer to different branches of development. 21XXX is the COM2 branch, which is for the stables evolutions (bugfixes no new features), given to OEMs.
28XXX is the COM8 branch where all the unstable developments are. This is where the new UI is tested, but it also is not as stable as the COM2 branch, and bugs are to be expected.
So it depends if you want to have the latest/bleeding edge, or you want more stability...
There are other branches (COM3, which has stopped (230XX), COM5 (235XX)), but i am not that sure about the specificities of them. I think they may be more stable than COM8, while carrying some new bits (like the UI), but to what extent... Don't know!
For the iolite, there are currently only COM2 roms, and 1 COM5 rom. you can test both, and use the one that best suits you!

The Crystal version is a rom very close to an official prophet rom, but a lot better. In the future there will other releases such as blue crystal and violet crystal. These variants will be base on this version of crystal with different overall theme and updated applications.
This Crystal version has a blue base and original wm6 welcome screen.
both Crystal and touch versions are base on the same base rom. 5.2.1620 (build 18125 Hma4.gullum)
as stated before, almost all of the old wm6 bugs have been fixed in this version.

1.The speed crashes while scrolling pages with PIE. (a common issue for earlier 18125 roms, and now being solved by and large for new arrivals like Evo7en)
2.The device becomes voiceless after typing 30 or so keys on the dialpad. Only soft-resets does the sound come back (a common glitch over roms built on 18125)
why 9th only , my prophet got reborn so many times but it only liked to be in healthy wm5 rom everytime its original Mom Rom,i hope this one's not just one of those wasted rebirths , can't wait !!! .
Hope that I would not have to SR my Prophet EVERY MORNING just to re-pair iTech Clip Radio and Prophet to get non-skipping MP3 playing (WMP).

6.5? For what? The major update is irrelevant here - honeycomb buttons, finger-gianted menus and finally - sliding panels home we already have built-in for more than 6 months...
At least I have no real OS bugs in s740 noticed here and my Rose neither. Small improvements could be implemented by minor patches...

And I don't think there weren't any ROM patches for Rose released. Not officially.

It was my understanding that 6.5 does NOT add much functionality to WinMoStd, or at least enough to make it worth updating to it. Most of the 6.5 updates are geared to the touchscreen phones. Word is, that 6.5 actually adds even MORE ways that your handset could be restricted by a carrier or 'corporate' (for those whose phone is controlled via policies by their employer).
I'll stick with my 6.1, thanks

WM 6.1 Aku 1.4 adds the updated IE mobile 6 thatt would be a big step up from PIE. Unfortunately Rose roms so farr have been no newer than aku 1.3.6, IIRC

Basically, my Gene is no longer my primary device and just sits in a shelf gathering dust...
I wanted to play around with 6.5.3 and generally check it out...
But I can't seem to find any maintained (being actively developed) roms using 6.5.3!
How come? Any specific reasons?

I am sticking with WM6.5.3 NRG 23699 as works flawless for me & Android is not the best platform for everything & the UI is an ugly muddle compared to the customised perfection you can have with WM6.5

Chasing latest ROMs & OS's can be fun but usually has issues that may not be acceptable pending on user device function requirements.
Although not been using my HD2 for the last two months after getting the Galaxy Note, however on my HD2 I have been using the very light ROM called CLEANEX RV for the last one year or so,and should say was very satisfied, very stable and fast never hung on me even foronce, one advantage is that it starts with over 280 Mb of free internal space, the only thing that I have done is to install couple of missing apps like the Market.
Its interesting that after using my GNote for two months now I can say that the only advantage it has over the HD2 are the applications graphical quality their abundance and screen size,believe me or not but I had applications on my HD2 which are more efficient than Android or IOS.!!
Sorry for straying away from the subject but I think that its pity that Microsoft has abandoned such a great and mature OS dumping millions of loyal WM users in the result.

Why is it so hard for CM9 and 10 to fully work on the E3D when CM7 worked perfectly on the Evo4g which are both htc phones?

Deep breath. It basically comes down to the huge variety of hardware. Linux has to support hardware in it's kernel (basically a software layer that tells the operating system how to use that hardware) and each new variant of the kernel is supposed to be backward compatible (though support for very old hardware is dropped so the kernel doesn't get out of control). Now Android is a completely different branch of linux (at the moment), and each manufacturer further branches aosp and creates a different kernel for every mobile phone with different hardware. The manufacturers have to release the kernel back to the community after they upgrade but this is slow and even when they do the kernel only supports the variant of android (in this case sense). Finally if they don't release an OS upgrade at all then the kernel becomes outdated and won't support features in the new OS.

CM7 is by now quite old, meaning developers have had A LOT of time to test, modify, run and perfect it, even several years ago a lot of phones had perfect CM7 ports/builds.
Both CM9 and CM10 are still quite new, and thus developers have not had that much time to modify it to run as well as CM7, but in time it'll get there, no doubt about it.
And it also depends on which developers are actively working on developing for a specific phone. As for example we now have Agrabren working on a CM10 build (GSM side) doing amazing work, while other phones do not have such developers, thus it will take longer time for those phones to get perfected.
As for the themes, it depends on what ROM you're using. There are several different ways to theme something, and they're very different if you're running either Sense 3, Sense 3.6, Sense 4, CM7, CM9, CM10 or MIUI 2.3 or MIUI 4 (etc.), so you'll have to be more specific. But it would be a good start to look in the "Themes and Apps" sub forum.
