I've done a lot of searching and have come up a bit fruitless on this. I was using JuiceDefender for a little before it just decided to not work anymore(?), but I really liked having my 4G disabled when the phone was in stand by with the lock screen and turning back on upon unlock. Just wanted to see if anyone knew an app that did this specifically. I'm using Apn4Apps right now, but it's just not quite the same.
I'm developer of Apn4Apps.
There is no sense to enable 4G if you open your screen to use your notepad.
Apn4Apps enables the mobile data for your selected applications.
Why would you need to enable 4G when the screen is on?

I installed this app and it it is exactly for my requirement. But for some reason the data connection goes off almost immediately as it turns on after a selected app is open. I'm on ICS.
Also, what is the timeout?

I have some queries to understand the issue.
What's your phone brand and model?
What's your exact ICS version?
Is the rom stock version or not ?
The timeout value defines the timeout value for disabling the mobile data (3G/4G) when the screen goes off.
As an example if your screen has a value of 1 minute timeout value and APN4Apps has a timeout value of 10 sec then your mobile data will go off after 1 minute + 10 secs if you dont touch your phone.

Galaxy S2 on the latest CM9 nightly. It only turns on data for your own app and the google play store, no other programs work, and it never turns off data on its own. Some apps, like Rainy Days, make your app crash.

I'm having WiFi problems with GS3, randomly disconnecting and reconnecting to access point...happens sometimes every 10 secs but i seen it go 5 mins with out disconnect.

Try to switch the encryption and see if that fixes it. If it does then this will be a confirmed issue.

Ok it's been about 10 mins without a single drop...seems to have corrected the issue. I was using WPA-PSK [TKIP+AES] and I switched to just TKIP. I'll check back in a bit and let you know after about an hour or so. I'll try it using just AES then switch back to TKIP+AES and I will also try on 5gHz bandwidth.

Glad to see that it worked. Let me know and I'll post it up as a workaround for the time being.
Ok so it seems that the only WiFi issue I'm experiencing stems from using duel encryptions. It works fine using WAP2-PSK [AES] alone. WPA-PSK [TKIP] works fine alone as well. I played around with the settings for a bit but I couldn't seem to get it to work properly on duel encryption.

Are you restoring a backup from an HTC device or perhaps a backup from a Froyo device?
WIFI Disconnect/Reconnect Issue
Here's the issue I've been having. I'm in a very active wifi neighborhood. Even though I had the advanced wifi set to 'Always on' it kept disconnecting (and instantly reconnecting) to my network. The phone is scanning the neighborhood almost every 15 seconds. It's simply WPA-2 with just AES (and I'm not changing to TKIP)
This is a problem for me as I use "WiFI Unlock" to keep from having to enter my PIN when I'm at work/home and "Home Sweet Home" which uploads any photos I have taken to my server when it detects the home wifi network (and deletes them from my phone after 3 months).
Anyway, I was just on the chat with Samsung and in the end we did this,
1. disable the ATT WIFI auto login function (seems there's something similar on the Sprint phones that's a issue).
2. soft reboot the phone (turn off, pull battery, count to 30, boot up)
However this suggested solution doesn't work.
The wifi isn't staying connected though the breaks are very very temporary, but long enough for those apps to kick in.
Update additional things tried:
3. Turned off WiFi power save in the *#0011# service menu
4. Turned off Open WiFi notifications
5. Selected a single wifi band (5Ghz) where there is ONLY one network, mine
FWIW, I like that it connects to my 5Ghz wifi at 150 mbps, the speed is great.

But either of those had no effect after I had rebooted the phone. Maybe you should give it a try, it seems we have the same problem but with different encryptions.

Nope; OG Epic - was running GB 2.3.6 Thunderhawk 5.1
(I ran CM9 as well on it and always restored my logs and sms/mms)

I had hope for a few minutes that this would work ( *#0011# ) but it's the constant rescanning for networks.... since so many wifi in my 'hood have the channels set to auto, they're constantly changing as they compete for space. This is why I wanted a phone with 5Gh- I even set it to only use the 5Ghz* but that doesn't do it either even though I can only see ONE network with 5Ghz, mine. this phone is constantly scanning and every few scans reconnecting.
turning off the AutoNotify of open wifi doesn't help either.
It's a plot to make you use more data on the carrier's network!
*which is bad for me, since I rely on wifi which is mostly 2.4Ghz when I'm out of the house (may need some NFC tags for the car or house doors.

WIFI Disconnect/Reconnect Issue - Level 3 report
FWIW. I just got off a 45 minute call with Samsung Help Support, went to level 3 support in Texas. This is newly documented, I've referenced this forum for additional reports of the dual encryption and the wifi connnect/reconnect issue I'm having. My ticket # 2113584507 (just for disconnect/reconnect) which you can mention at level 1 as having the same disconnect/connect issue. I specifically asked if I could post the ticket # so anyone could reference it at Level 1, but they will still take your own experience down.
Level 3 said they expect that they will be getting calls today since it's the first full day after the release. So if you want it fixed, CALL SAMSUNG, they're collecting bug reports.

Just received my S4 and setup my Wi-Fi on it so I don't blow through my Data.
When I am connected to my Wi-Fi it shows both 4G and Wi-Fi on the top of the phone as if it is using both 4G and Wi-Fi.
Can others please check their phones to see if when you are connected if you are seeing Wi-Fi and 4Gor 3G showing at the same time?
Can't exchange the phone yet because the stores don't have them yet

Both WiFi & 4G are shown in the status bar when I am conencted to WiFi. However, if you watch the icons when using an app such as the browser, you'll notice only the orange & green arrows under the WiFi icon show data usage.

Check and see if you have any Verizon Apps running in the background. For example I *think* the My Verizon Mobile App only uses the VzW network when it is on.
Yes mine does this as well. As far as I can tell it's normal behavior. My Galaxy Nexus never did it, but my wife's Droid RAZR does it.

Some people have the same issue as me others don't. Where was your phone manufactured? Mine was made in China.

I also have general wifi issues. The wifi is extremely weak. If I go upstairs away from my router the speed drops way way down. Also while all my other devices can see a bunch of other wifi networks in my area, my S4 can only see mine.
Mine is now showing the 4G icon while connected to wifi as well. It's odd because when I first turned on and activated the phone this didn't happen. Over the course of getting the phone setup this issue popped up.
Mine phone doesn't show 4G while on wifi.
Strange how some people show both while others don't. Do you think it is something we should bring to Verizon's attention or possible return the phone? The point of WiFi is so I keep my data charges down and when I see both Icons on I assume I am using both.

Sorry but it's Caller Name ID application that came preloaded ( corrected my original post).
Just turn off data
Just turn off data to make sure u r using WIFI only

I disabled it and that seems to have done the trick but now when I look for the program again it is not longer there. Not that I want it back but I did not uninstall it so I am curious to where it went.
If u scroll all the way to the bottom u will see it....

If u use scripts it happens especially performance scripts like pure performance... Scripts switch to data and close wifi when phone sleeps... Did not read the scripts yet, could look when i had time...

2.Click Menu (Left button) Of ace.
3.Click Advanced
4.Click on Wi-Fi Sleep Policy
5.And select 3rd option that is Never
This happens because usually By default Option selected for wifi is like when you turn off screen Your wifi gets disconnected automatically.This setting is for battery Conservation purpose.
So you have to manually change that default setting.So after this your wiFi will not turn Off though your screen is off.

In stock my phones Wifi works even the phone go into sleep. But if i use Adrenaline, pure performance, vs... when phone enters screen saver Data opens Wifi closes!
I did not test on CM7 or AOSP or any system uses 2.3.7 but probably the same....

I'm sure this has been done with Tasker etc, but here is my way of turning off the cell radio when connected to my home wifi. Saw just shy of 6 hours screen on time today for the first time so thought I'd share.
When connected to home/work wifi, it turns off the cell radio, thereby relying on Wifi for Project Fi calls and texts. When leaving home/work wifi range, cell radio is re-enabled.
Download and install Automate: https://play.google.com/store/apps/details?id=com.llamalab.automate&hl=en
Open it and click on the people icon on the top right corner of the app. Search Project Fi Airplane Mode. This is my "flow", download it then back out to the main screen.
Click "Project Fi Home Wifi=Airplane Mode". Click the pen icon on top, then Flowchart. Here we will change it from my network to yours. Click on the "when wifi connected" box. When you're connected to your home or work wifi network, select pick a network box and select it. Click done Click check mark on top. Install the permissions listed on this screen. Click start. Enjoy some nice battery savings Project Fi users!
I see, this app uses electrical grid to explain your automation, i use tasker but it requires secure settings to enable flight mode etc. Which has been broken since android L i believe, will try this app as it has the fucntions required

I don't do much with Secure Settings, but it's been working fine for what I do with it, which is mostly GPS toggles. I just couldn't do system less root

The Airplane Radios feature is still working perfectly from secure settings. I'm using it right now and it's working nicely! The only issue with it atm has been that, like @inzandity stated, Secure Settings does not cooperate with Systemless root, but that's really no big deal if you dont care much for Android Pay.

Yes, it's really a great UI. I found the app this week and have had a lot of fun making tasks with it.

I want to play around more with this as I like the interface. The only problem I'm having is, currently I'm using phhusson's superuser and it doesn't seem to be getting the su request from Automate. Up until now, I've used Tasker and Secure Settings to do the same and they work fine.
Tasker will do that, GravityBox will do it too, and so will multiple IFTT type apps. Not sure there is much new here.

I'm aware of Tasker + Secure Settings, but where is this in GravityBox? I don't see anything in Smart Radio that shuts off the radio completely when connected to wifi. Also curious which apps in particular do this.

Yes, Smart Radio will not turn off the radio completely, but you can set it to 2G mode where the power consumption drops drastically relative to LTE. Now that you have pointed this out, why would you want to shut off the radio completely when connected to WiFi? That means that you loose phone functionality, and cannot receive or make phone calls.
As for apps that do this https://ifttt.com/ should work, at least before Marshmallow where Google clamped down on some settings adjustments.

No phone functionality is lost that I'm aware of, since Project Fi calls and texts will be routed through the wifi connection.

Got it, I did not read your OP in sufficient detail. For those that have Project Fi this could be value added. In my experience the 2G radio draws negligible power (standby time in 2G of a phone with a 3000mAh battery will be measured in weeks with the screen off) so the difference between fully off, and 2G only (or even 3G only) will be minor with respect to SOT, which will be dominated by the screen and wifi anyway.

I think that's right. 2g uses very little power, unless you are in a building or house that has low signal. I work in GM factory where I can barely pull 2g data.
Is there any way you could update this to include Bluetooth turning on after airplane mode is activated in addition to wifi, that way my smart watch can always stay connected too. Either way thanks for the post, it works great!

I just uploaded a version that will keep bluetooth on as well. Find it by searching the community for "project fi bluetooth"

Thank you so much, this is going to be amazing for my battery life. Toggling airplane mode and wifi and Bluetooth just became too tedious after awhile, but now I can save power effortlessly.
