Is there an app that I can save an img as a different format? For example change a pic from .jpg to .png?

How about the built-in Picture gallery?
You can crop an image to use as a correct size wallpaper from inside the gallery itself by click and dragging the selection box. If you want to resize externally, there are plenty of free software options.
I want to resize the picture to put it in my wallpaper. What's the app called?

Are there any applications that can set a wallpaper properly....I'm using image to wallpaper but it always seems to blow up the image instead of shrink it to this small screen? I'm using quickpic but even with quickpic it only selects a square sized box that will blow up the image instead of showing the whole image....

In quickpic, you can resize that square

Easiest answer:
using 7zip or winrar extract the images folder to the desktop
folders could
drawable-hdpi
drawable-xhdpi
and variance of those.
Some are in folders
mipmap-hdpi
mipmap-mdpi
mipmap-xhdpi
change the image to what you want.(remember to maintain the image size)
and then drag them back in the apk folder.
NOTE: if the icon is a jpg you cant change the image or even modify it.
