You will not have to unlock it again for any of those situations.

Yes, once a device is SIM unlocked, it stays that way (unless it is relocked manually).
So would I receive my updates direct from htc like a sim free handset or would the updates then come from the carrier the handset was originally locked to?

The update would come from the carrier but if you change carriers before you receive the update, you will not receive the update. It's better to update first, then unlock.
So let me get this right the handset is currently on orange but if I unlock it and put a Vodafone sim in it then I won't be able to update it to ics? Would I not even get the update from Vodafone? Or could I not get it by putting an orange sim back in after it's been unlocked and orange release the update

Vodafone may not have the update for that device. Yes, you could place your Orange SIM in it to receive the update if you don't receive it via Vodafone..

No, if you had entered your unlock code for your Note, it will remain unlocked.

Once you sim-unlock your phone it will stay that way no matter what you flash. The only time the sim gets locked is if you get a new phone.

Someone offered me an E970 bought from AT&T and he says it is unlocked.
Does it mean someone unlocked it ? it is permanently unlocked then ? or do I need to obtain some PIN to unlock it
again when a software update is done ?

If its unlocked it can work with any GSM network provider no need to obtain PIN to unlock it. It will stay unlocked even after updating.
And you want to clarify whether he is referring to carrier unlocked or bootloader unlocked. Big difference.

By unlocking you mean from the carrier? If you update, you should receive the update from the carrier you are on.

After relocking you will (Bootloader). I am putting one of my One's on E-Bay, all the work is already done, S-Off, Dev edition RUU, 32 gig ATT version with the media thing. PM me if you are interested, it is going on tonight for shipping to US only. Very good condition, original box.

Well if you aren't using AT&T anymore, then you can't use AT&T updates.
