You would normally need a DroidSansFallback font replacement
Like this: http://forum.xda-developers.com/archive/index.php/t-1236320.html
Links there are dead

1. Open root explorer.
2. Copy the above fonts.
3. Go to system/fonts.
4. Change r/o permission to r/w.
5. Delete DroidSansFallback.ttf which is already there.
6. Paste the downloaded DroidSansFallback.ttf fonts.
7. Change file permissions to r/w
8. Change r/w permission in root explorer to r/o.
9. Reboot
10. Enjoy

If you will take the language pack from other rom, you will end with the phone in continuous boot loop because many roms are moded and systemui.apk and framework-res.apk may not be compatible with your rom.
You can translate the files manualy using this app, but there is a lot of work (e.g. ~900 rows in framework-res.apk). Here is the LINK if you are interested. This app also have a dictionary integrated (en-es, en-pl or en-greek) which can do the translate work for you, if you are not spanish/greek/poland you must translate "by hand". Anyway the app is very intuitive You will need some patience and then translate every rom you like.

How to rename an app in eclipse?
If so, go inside your project in eclipse/ navigate to res folder/ values/ strings/
Look for the string that contains your app name/ edit

No , probably not on stock. I dont think you can add languages in the stock ROM.. but you can install fonts on your ROM if you have root. Try your luck with Font Installer
