My search-fu could not find anything on this so I apologize if this has been asked before. What does this do, and should it be removed from \system\app?

Should I use the search function or just start a new thread everytime I think of a new question? I'm quite certain that anything I have problems with has never been asked and answered before. The search function is just too hard and I would rather have my hand held through the process. Here are some of my questions that I know have not been asked and answered 50 times.

These are just a few of my issues. I have searched and not found an answer for these issues so if someone would walk me through each issue step by step I would be very thankful. That is until I have another question that I refuse to search for the answer for.

I understand your frustration. I too find it annoying to see the same damn questions being asked almost every single day in a new thread.
But I think your exercise in venting would have been both good for a chuckle AND useful if you would have taken the time to turn those questions into links to the threads that actually deal with them.

What is interesting, is that a lot of time those who post don't pay attention to the
"Here are the similar threads we found:"
section that appears after they have put in their title for their post... For instance, when I put in "what is emmc?" here are the list of similar threads that should be an indication to me that "maybe I shouldn't post this question that has maybe been posted elsewhere."

As a moderator it does become frustrating that posts are continually put in the wrong forum, or weren't searched before posting.... But I do understand that it can sometimes be difficult to find something due to the nature of the beast (XDA being LARGE)... But XDA is working on a better search functionality that should hopefully alleviate that...
Heres the thing though. That similiar threads function (which I know about, run it on my forums) pulls threads from all forums. So with that said; who's to say someone's going to think it applies to them or their experience if its from the G2, or some phone forum?
Logically I myself would ignore it, since it's pulling threads from irrelevant forums

When you are trying to post a new thread you are right, it displays similar threads in all of XDA but users within threads can use "search this thread" to limit the search to that particular thread (hopefully) before trying to post a new thread.
What I've seen using the "Search This Thread" function is that being this is a very active forum since November of last year that the results that a search brings back may contain a lot of sometimes irrelevant results. Especially when you use really often used keywords like "Market" or "Force Close" or "Bricked" (you get the idea).
I'm not excusing the folks that post all of those duplicate threads but just trying to understand them.
And if you search for "Market" only on google you will get a lot of worthless info as well. Narrow your search a little. "Market force closes when opening". "My tab is stuck in a boot loop"....etc
This shouldn't have to be here, but because people don't seem to get it, i want to re-emphasize it in THIS board as well.
Per board rules, do NOT post a thread without first:
1) SEARCHING THE BOARD - More likely than not, your problem is not new, and has been asked about before. If you search, your stand a good chance of finding an answer to your problem, without having to wait for somebody to answer it (again). If you don't like the board's search engine, use google:
"question" site:http://forum.xda-developers.com
Replace "question" with yours, and see what comes up.
2) READ THE STICKIES - Common issues like rooting, upgrading, and crashing are ALREADY covered in the stickies; there is no point making a new thread about it. If it is a guide on how to do something, and you don't understand it... sorry, but you probably should not be doing it. If you REALLY feel it is a badly written guide, or you know of a new thing to go with it, PM A MOD. WE can update the guides; but please, keep new threads to a min.
Red and I do not do this to be jerks. WE understand that some of this stuff can feel overwhelming and scary to a first time user. But if we had every new user posting a thread about everything already covered, we would be overrun in a day. Slower boards can handle it, but i am sorry, we just cannot. Redundant threads WILL continue to be locked down..

Is there a way to lock normal users out of a DEV thread? I ask this because it's becoming increasingly difficult to navigate a 100+ page thread, of which only about 4 pages actually contain ANYTHING related to the development of these ROMS, when you have to read through PAGES of spam. I know in another forum I frequent, they can setup private debates that users can READ, but not post in. If this is something that has already been discussed or whatnot, then please forgive me. I did a short search before hand and didn't really find anything, so I thought I would bring it up. Also, if I stepped on any toes, again I apologize, not intending this as such, just a simple curiosity I guess. I know I would probably do more here myself if I was able to limit a threads participants, so that I and the people testing (or even the people reading it) could find the info we were seeking much more easily.
