Have tried I believe everything and cannot get this rom to install. Multiple downloads, multiple recoveries, and multiple kernels. Wiped everything and even odin back to stock and tried to flash and only end up with Samsung splash screen.

Ok. I unlocked my phone using the HTC method. Flashed a working recovery. Flashed synergy ROM and everything went smoothly. Now when I tried to flash miui and steel ROM, I can't get past the lockscreen. Can someone help?

Problems occur sometimes when something is missed when delating i.e deleting cache, dalvik cache or factory reset etc is missed. Did you do all?
Also i once had a problem because i was using a download manager and partially paused the download. When i switched my laptop back on to resume the download ...it did resume and it did download the entire ROM but somewhere something got corrupted and i couldn't get past the boot screen.
Above is just my personal opinion. No harm in trying to re download a new ROM.

I actually redownliaded, wiped numerous times. Tried infected and that worked. Could the kernel be a reason?

Also i am getting random htc force closes. Does anyone have a stock rom with root permission? I just restored my first nandroid back up. It seems all the roms i try have issues, maybe its just me :/

Have you tried xtrSENSE? It's almost exactly stock. If you Nandroid restore stock you can even flash over stock with just a Dalvik cache wipe and keep all of your apps, settings, etc.
Xtrsence was actually the first rom i ever flashed. It worked great! I tried to flash back to that one but had issues. I have also tried gsb 3.9 and a few others i cant remember.

Edit* I dont have a nandroid of stock. Only stock rom with one click root.

Well, you can always flash the stock ROM and re-root it.
This is a stock ROM that keeps the custom Recovery: http://forum.xda-developers.com/showthread.php?t=984274 (if you read that first post, it had a link to engtools.zip, which you can then flash to get root on the stock ROM),
The Flashback_21 will bring you back to stock ROM and stock Recovery, which you can then re-root with the 1-click app (the one without the radio is fine): http://forum.xda-developers.com/showthread.php?t=792026
Since you are having data issues, I'd wipe data/factory reset before flashing either one.
I used to use noteworthy as my rom and I decided to try something else. To shorten all of the text I can write I will just list what I've done.
Used CWM
Used Team win's recovery
cleared all cache and restored factory settings
tried multiple roms from multiple developers
roms seem to freeze, give errors or just not boot (either loop or go to the samsung and just sit forever)
I'm trying to get things to work but I can't tell whats wrong right now I'm on the leaked ICS rom cause it came with exe that seems to work fine.
Have your tried going back to stock then load cwm...to install the ROM you want...see My sig gnote thread for all the tools you need..

Are you using the Rom Manager app or CWM Recovery to wipe, reset and flash?

Yes I have and still the same issues, i'm using CWM to do everything.
So when i try to install the Team Perfection's ICS Objection UCLF5 RC 1 rom
it will go and start and then at the bottom it'll say
Deleting SYSTEM:bin/su
Deleting SYSTEM:xbin/su
and then the screen will go black and then just get stuck in a boot cycle (Samsung pops up then goes away.
I've re-downloaded this rom many times and tried to install but to no luck.
Ive tried others as well and so far nothing has worked outside of ODIN flashes.

Did you read the entire OP???
Obviously not..
First you have to flash the original Objection Rom (600+mb file) than flash RC1 (50+mb file)
RC1 is not a rom its an upgrade
Don't ask where can you get the rom..
READ READ READ READ THE OP
AND DONT FORGET TO READ..
its not hard

A wise man once said "if you want to keep a secret write it I'm the first post".
If you want to start fresh you can use the Odin 1click ics ULCF5. It will completely format and wipe.
After running just about every ROM for this device, I recently flashed my first stock based ROM (cooked 1.8). However since this time I've been unable to flash back to any aosp ROM. I get boot looped on every one. I've tried everything. Yet, I can flash cooked again no problem. I know there's something I'm missing. Any help would be great.

You have a nandroid backup right? Restore that then flash whatever you want.

Backup won't boot either. That was my first plan.

Have you tried to format system under mounts and storage after your factory reset, and before you flash your rom and gapps? Just a suggestion. Not sure it will fix you problem or not. It seems as if I had a problem similar to what you are describing after running a Samsung based rom in the past. I believe that was the cure to my issue.

Search for Siyah kernel v4.3.3 in the forums and install, restart recovery and flash away. Should take care of it.

I always have kept that kernel on standby but that didn't work. I've tried every kernel. Can't believe backups won't even boot. I flashed cook's ROM wipe before his ROM the first time, wonder if that did something.

Try Odin to stock and start from scratch. A lot of work but hey what do you have to lose.

First find a compatible Kernel for the AOSP ROM your trying to flash. Flash that Kernel.
Second, after the flashing is done, reformat the device; cache, dalkiv cache and system and system settings.
Third, reboot into recovery mode from the recovery menu itself.
Fourth, flash the kernel one more time.
Fifth, flash the AOSP ROM of your choice.
Sixth, reboot back into recovery menu.
Seventh, reformat once more.
Eigth, reboot the device.
As you should know, the first boot up after flashing a ROM takes the longest. Give it like a minute or two.
If this doesn't work, you have to flash a kernel that was compatible with the "cooked" rom you were using. Then from there do a reformat from the recovery menu. Once reformat is done, flash the AOSP kernel, then flash the AOSP ROM right after. Then reformat once more and reboot as normal.
If that doesn't work, flash compatible kernel with the "cooked" ROM your using now and also relay the cooked ROM, and then use Odin to bring it back to stock un-rooted. From there, do as you wish.

That is exactly what needed to be done. Mr cook actually has another thread with cwm flashable wipe scripts that would have done that. Quite handy
I'm having a bit of an issue with my phone.
I was running alliance ROM build 30 since it was released. A week or so ago i wanted to try cm12. So I flashed octos.
It flashed fine and it runs fine, but I still can't seem to "get into" asop. Just seem to keep wanting touch whiz again.
So I went to restore my backup of alliance and it fails right away. I'm using philz recovery. I've also tried twrp and no change.
So I went to do a clean install of alliance and it flashed fine, but it won't boot. It hangs at the boot screen.
So I tried to flash another touch whiz ROM and it did the same thing. Just won't boot.
But it does not boot loop, it justs gets to the boot animation and stays there until I take out the battery.
So far I'm able to get any asop ROM to work fine, but only one touchwhiz. And even then the touchwhiz ROM was really slow and force closed apps a lot (maybe the ROM, maybe not, I'm not sure).
So any help is greatly appreciated.
Odin back to stock?
Haven't tried that yet.
I assume I would have to use the MC3 file right?
So I can re root and unlock again.
It appears that there isnt any files that I can download.
Everything I can find is no longer available
Well I found the odin file.
Ran it now my phone is really screwed. It said it ran successfully but when it went to boot, it just flashes the galaxy note 2 screen.
Now every time I try to flash it in Odin it fails right away.
Bump. I tried to run the odin file again and it still fails.
Im back om my old phone for now so i have some time to figure this out.

I tried but it wont boot into recovery. The only thing kt will so is flash the boot screen or go into download mode

You should have just used a custom kernel. It would boot with AGNI fine. My phone is doing the same thing yours was, IE not booting touchwiz roms. AGNI always works to have it boot correctly. Now, though, you have a different problem which is you probably flashed the wrong ODIN file and might have bricked the phone.
I've used this odin file before with success though.
I couldn't find any files to download at first, but then I remembered that I had them on my computer still from a long time ago.
I figured out if you load MochaDrizzle ROM, then after booted, download the app called FOLDERMOUNT. Run it with root access and it will 'fix' a broken permission. Next load Int-SDCard Writer and hit the Download (extra fix) button and then Fix Me buttons. THen reboot. Now you should be able to re-load stock roms and have them boot.
SHEESH!
