I take it you mean custom recovery? At this time there are currently no custom recoveries such as TWRP or Clockworkmod Recovery available for the kindle fire 2.

No, a custom recovery is separate from the locked bootloader for example the Verizon Galaxy S3 had a custom recovery even before the bootloader was unlocked. The locked bootloader prevents us from running custom AOSP based ROMS in the conventional way, because AOSP ROMS require a custom kernel that would trip the locked bootloaders signature verification check as the AOSP kernel would not have the correct signature. Without the correct signature the tablet won't boot. However, there are exploits and techniques that can be used to get passed this such as 2nd-init, kexec, and others.
