built-in languages android 2.3(Galaxy S2)? - Galaxy S II Q&A, Help & Troubleshooting

I want to buy a Samsung Galaxy S2 in the UK and ship it to Israel. I want to be able to use the phone in English and Hebrew. I found a website and I quote the following:
"The system image included in the downloadable SDK platform provides a variety of built-in locales. In some cases, region-specific strings are available for the locales. In other cases, a default version of the language is used. The languages that are available in the Android 2.3 system image are listed below (withlanguage_country/region locale descriptor). The Android platform may support more locales than are included in the SDK system image
Finnish, Finland (fi_FI)
French, Belgium (fr_BE)
French, Canada (fr_CA)
French, Switzerland (fr_CH)
French, France (fr_FR)

Can I assume that when I ship it to Israel I simply go into a part of the software and change from the default language to Hebrew? Or do I need to download a file from somewhere and install it into the OS?

After installing the application More Locale, there are some in French. However, I decided to translate some applications.: Cyclops:
I used to translate various tutorials APK files: Settings, SKYSittings, framework-res, etc..
Translation, execution and compilation is done but when I copy my files into the phone after reboot, all application I translated are in English.
I decompile new applications that I have translated to note that these files are translated into French.
I saw on the internet that are personalized Rom for this model available in Chinese, so I guess these were translated Rom.
In summary, I am a newbie and my hair was falling force me scratching my head. I asked for help to the XDA community to translate this Rom and thank you in advance.: Confused:

[Q] Other languages (German, French, Italian)

Hi guys,
how can I add other languages to my Verizon Note II. The default languages are only English, Spanish, Korean, Vietnamese and Chinese.
But I do want to add German. Has anyone an idea how to do this?
(The ATT version has German, and French and many others).
I installed the
[ROM][12/19] - Stock - Root - De-Odex -★- N7105XXDLL1 - 4.1.2 'L1' Base -★- VZW Patch
but even this version does not have the international languages (not even Swedish).

morelocale 2 partially add a language, but the menu is still in English
need to add Russian and German language
