I have already the xPeria arc launcher but it's not the same and there are a few problem with this one, like the icon label of the third line.
I use zeam or something like this.. Faster and better than original or xperia arc launcher...

Download Widget Locker from the market and apply an Xperia theme from the Widget Locker themes sticky ( search for it ). Actually im using it right now.

The phone in the OP looks like an X10Mini (E10i) on stock ROM, but with a non-standard clock-widget

It looks similar, but it's hdpi, and doesn't scale down well. It is reported that it looks too big even on 480x320 res. (mdpi)

Only the widget needs the stock launcher, but the app works just fine.

tried everything and it didnt work! i guess it has a connection with the ui and the phone so its nearly impossible to add it to any other rom!
