No there is not a way to downgrade, unless your are S off already.

What do you mean by perma-root? You can root just fine with htc unlock on 1.50 from what I've read. It looks like you can even flash kernels and such if done from fastboot. If you're s-off, you can just flash a different h-boot as pointed out.

Download the 1.4 zip (available on this site), rename it to PG86IMG.zip, and flash it through bootloader.

Umm if I recall correctly you can't flash a splash screen on 1.5 s-on hboot.

S-off is done, instructions in the dev section, and hboot 1.5 has nothing to do with splash screens, the s-on keeps the phone from flashing splash screens.
a few things to the OP...
your hboot has nothing to do with the ability to flash splash screens. your NAND internal mem has to be unlocked in order to do it (s-off). hboot 1.5 can be s-off if you were on 1.4 s-off and upgraded your hboot.

You are s-off, so that should be what u need.
Although you may be able to just flash the 1.13 Ruu (b/c of s-off) run revolutionary to get their hboot 1.40 & then update radio & ROM separately. I'm not sure but I have seen Unknownforce mention it in his thread. Just don't tryto "brick it" b/c it'd be permanent.

Honestly, I found a locked s-off hboot to be sufficient. The only thing I can't do is flash recovery, so I keep TWRPs PH98IMG.zip on hand. Fastboot isn't needed that much after s-off.

I use fast boot frequently actually. Much easier imo. I know there are ways around not having to use fast boot commands but it can be a pita. Don't matter really since I unlocked my bootloader and i can get it to say locked again.

you need an eng hboot to do fast boot commands. thats why they are still using 2.25 and not 2.27

i wonder what they did from 2.25 to 2.27. idk if the GSM ability needed something in hboot to make our phone a global phone or not.
If there are any devs out there that want to chime in, im all ears. i want to know what the difference is if they know.
So You Are S-Off And You Flash The New HBOOT And Now You Can't Flash Some ROM's ?
Here's Your Solution​
1. Download "PG86IMG-1.400.zip" below!
2. Put it on the root of your sd card.
3. Rename it to PG86IMG.zip
4. Reboot to BootLoader
4. Volume up to select yes.
5. Reboot
6. Delete the PG86IMG.zip
7. Flash Older and New ROM's without boot loops !

U saying that this hboot will boot roms w the 2.89 fw? If so which modified hboot is this? Just asking bc this is the only place I've seen where this was even possible, and I just wanna make sure I'm reading correctly. If so, kudos! and Many many thanks!

This is the 1.400 hboot. Actually I flash this thru the bootloader and I flash ROMs like Cool ICS, Mean ROM. If you flash the new hboot you can flash this (via bootloader) and test it out

They're some roms now that you can flash with a older hboot.
-Recommend: flash only if you wanna go back

All the bootloaders are available in this post. This 1.4 bootloader will let you flash GB ROM's and ICS ROM's with the VM leak kernel, but not with the kernel from the 2.89 Sprint ICS build.

Thanks man and I was just over there earlier today and I wasnt sure if I met the requirements but I just want to make sure what I am doing before I do a dangerous thing to my phone. Well I mean its not dangerous but it can damage your phone if your not careful. Cause I am still a noon at this type of stuff but when it comes flashing a Rom and mods and stuff I can do that but other then that I am still learning everyday about this stuff but sorry for the long post. If your s-on with hboot 1.12 you CAN flash New radios through the recovery. But only the radio. To do the rest you need to be s-off
