my question is , how can i upgrade this device to new android version...

Here is te list of the Mini roms.
Choose one of them, download then copy the downloaded zip to the root of your sd card. Then install it from recovery menu (Install zip from sdcard -> Choose zip).
If needed, update your kernel version with Flashtool.
