I observe that miui 1.12.23 build is combination of both Gingerbread and ICS build.
does that mean that the miui 1.12.16 build, is the last exclusive Gingerbread update build for Vibrant?

i think it must be possible, because the devs combine the tweaks with other roms like 2.2 or 2.3
then i would create a 2.1 cyanogenmod that must be stable and got the tweaks of a cyanogen

To be perfectly complete, MIUI 2.4.20 seems to be based on Sony ICS beta, not final, so I would wait for the next release to try it.

Lasan is working on Gingerbread version of MIUI, but it will be only for LWW.

They are actually working on jelly bean.

Achotjan just released a new beta of his SDE-ROM, based on gingerbread, Stelios97 has just released a new version of Ginger-DX.
MiniCM7 and MiniCM9 seem to be in maintenance-mode, there will just be merges of bug-fixes made by the Cyanogenmod team, but most of the attention of the dev's will most certainly be on JellyBean.
