We have bunch of thread about Throttle Data. If you don't like getting throttle please sign this petition and spread the word in our xda community. We need to get more people sign this petition faster so we can resolve the issue. And tell At&t to F*** Off because i hate when I pay for unlimitated data and only get about 3.5 to 4 GB with full speed And I know You hate At&t for this too. SO PLEASE SIGN THIS PETITION HERE.
I can't support you in this. I use my phone within my plan limits, even when I had an unlimited plan. If throttling keeps the aholes who tether from clogging up the network, I'm all for it. Obviously, unlimited phone plans were not meant to be used for tethering to a PC. Those people are misusing the network because a PC tethered to a phone can use a lot more bandwidth than a phone alone. I don't mean the user that occasionaly tethers and stays within their data plan, but the ones who have only a cell phone plan as their internet provider and tether constantly. Smart phones are becoming the norm and as more of them try to use the same meager bandwidth the problem will get worse. If AT&T is forced to increase bandwidth guess who will pay for it? I think they will eventually have to do just that, but in the meantime I also think they have a right to try and make the user experience as good as it can be for the majority of users and if that means throttling back those who are abusing it, so be it.

+1.....and boom goes the dynamite.
One time at football camp, I put my shoulder pads in my arse.
Why do you assume all the throttling comes from people who tether? I think it's pretty shady of at&t to throttle at 1.2gb when users have unlimited data. They have limited plans above that! What is someone who travels a lot supposed to do? They could at least be less harsh and take after sprint and do the top 1% instead of the top 5%. Because 1.2gb is hardly congesting their network. And if it is... At& t has bigger problems.

I don't tether and I've already used over 2 gb and my billing cycle ends the 20th of this month. They've already started throttling me and it really sucks

I don't tether, and I never use wifi, because my data connection is slightly faster than my home connection. This is a higher than usual month for me, generally I end the month where I am at now. No message about 5%, never throttled. But my speed tops out at 2.5Mbps generally. I don't know what the throttled speed is, but initially people were saying 1-1.5Mbps (~100Kb/s), if that is the case I wouldn't even notice I was being throttled.
But I support att taking actions to balance the network and provide a consistent experience. If they started throttling me, I would just start using wifi at home. I bet I could cut my data in half if I wanted to by doing that. At least we don't see anymore of those "I got throttled and I'm only at 15GB, wtf!" posts anymore, or people trying to impress the board with 30GB:. I think there is a lot of confusion and mystery around the throttling. I would be more likely to sign a petition asking for a universal 5GB soft cap to the unlimited plans, vs the moving target of 5%, at least that way you could plan ahead. The way the last few months has played out has also taken away all my desire to get a LTE phone.

Well i guess I'll be the first to say I don't agree with throttling, atleast not in it's current format. I'm all for a consistent and good user experience and keeping a network running good, but that's not what i see happening. All I see is a ploy to push unlimited users to tiered plans.
Their reason for throttling unlimited users is because they're "abusing" the network. I don't buy into this for the simple reason that a tiered plan user can "abuse" the network till their heart is content, but since they're on a tiered plan and paying it's not viewed as "abuse" all of the sudden? I"m sorry but abuse is abuse no matter what rate plan you're on. If user "A" is on unlimited and hits 2GB it's abuse, but then when user "B" whos living in the same region and is on a tiered plan hits 2GB it's magically not "abuse"?
And once you get throttled the only way to get your bandwidth back is to switch to a tiered plan? So swapping a rate plan to one that would cost more all of the sudden relieves network congestion and suddenly the exact same usage isn't considered "abuse"? Sorry I just don't buy into it.
From my understanding VZW has the same %5 throttling policy. However they don't throttle LTE users because their LTE network isn't congested yet. And if they do throttle it's only when you're on a congested tower, once congestion is cleared up or you move to a less congested tower your speeds are returned to normal. Now that seems like an actual effort to fix network congestion, not just charge more.
And I would perhaps be more understanding if they throttled to like half speed or %25 speeds. But once you're throttled to 10kbps the only thing your phone is good for is polling email, even browsing the web times out from what i've read.
Just my $0.02. And no i'm not just an angry unlimited user who's just upset because i got throttled, i've actually never been throttled.
How do you know you are being throttled? I'm way over the 2gb mark and I still get the same speeds.

ATT is not throttling you with 2mbps down in nyc, that's just the average crappy speed we get in this area. I don't know where/when you reached 8mbps, but I've never gone over 4mbps anywhere in NY. My speed tops out a little under 4 in Lower East side, average about 2.5 in Midtown and 3 in Upper East/West side. Outer boroughs average anywhere from 500kbps (that's right) to 3.5mbps. Upstate/Westchester hardly ever top 2.5.

Oh, you'll definitely know. The device is almost useless. Throttling, in its current format, is way over the top. 10 kbps?? Optimizing the network could be done in a way that doesn't completely cripple users.

First of all let me tell you I have Skyrocket, "Skyrocket" Get it. Its LTE something you don't experience. Not saying in bad way but when you get your phone you will know how fast it goes. I know someone who lives in Dallas. the Skyrocket came out on 11/06/2011 and on 11/07/2011 in one day he dloaded about 6.8GB. How? Simple Speed in Dallas is more than 50mbps average so he got throttle rite away. Now i live in Chicago Suburb and I have LTE too. Just doing heavy phone usage on 3G network with my iPhone 4 i had used about 32GB without LTE and tethering. Now i have LTE and if i do same usage i will be probably using twice the data. But now i use wifi at home so hit about 6GB per month. That is the reason I wanted to sign this petition. No tethering. Never done tethering in life.

I was if you want to say FORCED onto a unlimited plan from att years ago with my first semi smart phone. I DO NOT and HAVE NOT TETHERED and att is now throttling at 2Gb's. I got this months text message warning at 1.6Gb. I called them to ***** at them knowing it wouldn't get me anywhere. But they told me FOR MY AREA 2Gb is the top 5%. I live just outside of la county with a huge population so I KNOW very well that 2Gb for my area would not and could not be in the top 5%. I usually only use between 2-4Gb a month solely because I am a flashoholic and do nightly cm7 updates on my sgs2 when we have them and the occasional i9100 ICS just to test it out. On my sgs1 I flash the teamhacksung ice whenever a new one comes out. I read xda pretty often. Sometimes I stream Netflix but haven't in about a month so that didn't add to it. It can easily add up and I don't feel I am abusing anything. It is just pure BS on atts part this whole 5% crap. So NO not all of us on unlimited tether and still get throttled.
For those that are okay with the things att is doing now, just wait. If they can get away with crap like this now then I guarantee you they will find OTHER WAYS to f**k with people with the data plans you are currently on without recourse at some point in the future. So this is NOT ONLY for us with unlimited data plans. It is to hopefully stop the beating from att or any other carrier now and in the future so we don't get screwed more and more.
Like I said years ago I was pretty much forced onto the unlimited plan due to using too much data on my semi smart phone. With MORE AND MORE smart phones being used now IT WILL ONLY GET WORSE. LETS MAKE THEM FIX THEIR NETWORKS RATHER THAN SCREW US IN THE LONG RUN.

I don't use the minutes I have to pay for, so that is like tip money every month. if they don't have bandwidth, then they need to stop accepting new accounts or get more. I mostly use wifi, but if people want to pay for every extra gb every month, then let them. if they still have unlimited and are abusing it, then close their accounts or raise their bills. there is no reason to slow people down. customers should not pay for att mistakes. that is like selling more tickets for an event than you have seats/space.

A lot more than tmobile (who has a 2gb cap before they throttle you).
Before july 7th the unlimited data plan for $30 will have no cap which is a big plus for people who live in a 4g area. Starting on the 7th new customers will have to pick data packages what start with 2gb a month for $20 or $30. New plans suck.

Verizon's official position is that they may throttle those that are in the top 5% of data users, esp during peak data usage times. Only been with them a couple of weeks so not sure how hard ass they are. Haven't seen anyone complain.
I've only used about 4gb so far in 2 weeks.
I've been using about 10-15 gigs a month for the last 3 years and have never seen any cap,I'm sure they will start it when the new pricing plans start but I plan to keep my service the way it is.

I have also been told by Verizon employees that plans in place before 7/7/11 will be grandfathered. If you don't have a VZW data plan yet but have been considering it, pull the trigger before the 7th.
I have not been able to confirm that the unlimited cap on grandfathered plans will be "for life" but this has been the general consensus from what I've heard.
so there is no data throttling on verizon as of now ! cause i might just use about 10 -15 gb of 4g in a month.
verizon throttles but that was 3G... not sure if that applies to 4G... yet.
6.6gb in third week and haven't been throttled. unlike the tmobile where i got throttled to 56k speeds.
I have never heard this 5% thing before. I am on a 3g only area and can say my data is getting throttled pretty rough. Been days since I got solid speeds and my girlfriends dinc, my old phone, is getting way better speeds. I am currently over 4.5 gb this month and she is under 2.5

Recently, in order to save battery whenever im home which is most of the time i switch off the 3G network and go on wifi. Since I dont have 4G coverage near my home yet its much better than running of 3G. not only has it been lowering my data usage which is small to begin with but been making my battery last forever. even on my extended battery.

Well data flies when you tether,a movie on the phone might only be 300mb but the same flick on a pc it 2gb,anyway since I have been a vzw slave I have bounced as much a 20gb but average 10-15gb,i drive a truck and this is my internet,as far as speeds go some 3g markets are slow some are fast but I have never seen it throttled,as far as 4g goes fastest I have seen is phoenix, slowest was oklahoma city, los angeles is consistant all over the valley.

I just switched to verizon yesterday after learning this so that I would be grandfathered in. I spoke to 2 different store reps and 1 online rep and they all confirmed that data usage is 100% unthrottled and uncapped if you sign up before the 7th. Now I imagine there is some fine print which says if you use 50GB in a month they can throttle you if they wish, but obviously this is well above and beyond anyone's usage pattern.
On tmobile I was routinely hitting the 2GB cap without doing much at all. I stream a lot of music while I drive, and email a lot of 5MP pictures to myself to watch on my computer so I dont have to worry about a USB cable. I also surf on my lunch break and in the evenings on the couch. I can use about 1GB a week doing this.

I used over 70GB the first month this was out and never got throttled and still don't(Didn't have internet for that month so my phone became the internet). So its a good bet its quite high and will stay there for the unlimited people. >1MB/sec upload speeds <3 for torrents
EDIT/UPDATE: File your complaint with the FCC over the bandwidth throttle;
http://esupport.fcc.gov/complaints.htm
Original Post:
Using AT&T and a new SGS2. I've had a grandfathered "unlimited" plan for 10 years @ $30/mo.
"Unlimited" by definition means 'without limitations, unrestricted'. I was getting over 700KB/sec download before the throttle, now I barely get 15KB/sec, it's effectively crippled my phone and certainly made GPS unusable. Calls to AT&T are pointless, they have a different definition of 'unlimited' and are telling me the throttle won't be lifted until my next billing cycle in January.
Two questions;
Does anyone else find this absurd? "Unlimited" is a very specific, non-ambiguous term.
And has anyone found a way around this?

There's a thread in the Vivid forum discussing this. People are being throttled after as little as 1 GB. Can't figure out what their use of measure is. Calendar month? 1 GB is unacceptable. I said over there top 5% is likely a lot lower than people probably think considering tons of people on grandfathered unlimited plans probably use hardly any of their data. Smartphones are no longer for the power user. My dad as an Android phone and he might have his email setup, but I'm sure that's all the data he uses.
edit: They did find a way to change the APN to where you weren't throttled anymore though, not sure if that applies here as well.

That works only for LTE phones. They hit the Throttle on the LTE data, they can switch APNs to use HSPA+ data at full HSPA+ speeds. So they go from 30+ Mbps on LTE to like 0.25 Mbps, then switch to HSPA+ and get 6-8 Mbps.
In my area I get 2-3, at best on HSPA+. I use 6-8 GB on a normal month, as high at 10.5 one month. I have never been throttled.

3G and Faug G data speeds vary greatly by market. I think LTE is fairly consistent market to market, and in those markets the HSPA+ data is generally 8-11 Mbps.
Some people complain when they are throttled down to 100KB/s, something that's a good day for me.

To answer those that asked, and yes, I admit this might seem ridiculous, but I did ~10.6GB in 14 days. Prior to that, I averaged 10-20GB a month with no hassles. With the new phone, the $0.10 Google market sale and a lot of experiementing, it was higher than expected with the new speeds. Still, "unlimited" is unlimited.
The notice I got came in the form a text, informing me that I should check their data plans (again, I have unlimited, why would I care?) and then a second notice that came in hours later - sometime around 4-5am that read:
"ATT Free Msg: Your data use is approaching the top 5% of users. Avoid reduced data speeds, use Wi-Fi where available. Visit att.com/dataplans or call 866-344-7584"
That's it. The warning came but I was already throttled and the "smart" part of my phone is effectively useless.
Read this story it explains how AT$T determines who should get throttled.
In a nut shell if you live in a area that has high data usage then the threshold is a lot higher then if you live in a area that has low data usage.

Made an update to my earlier post. My account on att.com reports that I did 10.6GB and was roughly half-way into my billing cycle.
Since their nerfbat hits entire neighborhoods (by design) it makes for some ridiculous scenarios. This **** was obviously derived by committee.
Question: Is it even possible to consume all of the data in your plan if you are restricted to 2G? No. It's not.
AT&T's plan caps can't even be consumed at 2G speeds, it would be fun to see a class-action against AT&T for failure to fulfill contract by deliberate act.
Scenario:
1) you use a bunch of data quickly to DL something in the beginning of the month.
2) AT&T flags you and demotes you to 2G for the remainder of the month.
3) At full 2G speed, you DL everything you can, but are only able to use up 2/3 of your paid data plan simply because it is not possible to use more than that with 2G in a month.
While you're stuck at 2G, your 3G-equipped neighbor is now in the top 5% and gets demoted to 2G, too.
Yes, I smell class-action.
Tried once more to get a rep on the phone, it's pointless. This is a direct quote:
"Sir, I realize you have an unlimited plan but we've placed a limitation on it."
AT$T use a different dictionary to define 'unlimited'. Even if they wanted to, nobody can remove the throttle until the billing cylcle ends. Bastards.

For customers on an unlimited plan with a 3G or "4G" phone (i.e. HSPA+), you'll now be able to enjoy full data speeds up to 3GB, after which you'll then see your speeds decrease until the start of the next billing cycle. If you have a 4G LTE phone, however, you'll have a full 5GB to play with before the throttling kicks in.
http://www.engadget.com/2012/03/01/...ttling-changes-now-kicks-in-at-3gb-or-5gb-fo/
Glad they cleared that up, even though throttling still sucks. I got throttled for the first time in February after I hit 2.1GB. At least now I know I can go up to 3GB.
I wonder if I can smooth talk a CR to switch me to an Unlimited 4G LTE plan so I can go up to 5GB and not be throttled?
Hmmmmmm, still doesn't sound "unlimited" to me...
Maybe at that point my phone bill should be throttled since I'm really not getting "unlimited" that I pay for.
Guess at least they finally made an announcement
So $10 every GB before throttling was the math they used.

They're still giving you unlimited data, but there is not guarantee of speed.
Do a lot of people in general actually use 3GB data a month? Outside of download porn, I'd have to try real hard to get to 2GB.
Basically we're grandfathered into an "unlimited" 3GB, after which you get about as much data as a dumbphone.

I get that..but once you get throttled the speeds are just about worthless.
What if you buy a car and they say, yup you can drive it for 5 miles as fast as ya want. But after 5 miles your going to be dropped back to 20 miles an hour
Its AT&Ts subtle way of forcing users off of the Unlimited plan and get on a tiered plan... which would be 3GB anyway. So why would a person pay$30 to get 3GB when they currently pay $25 and can go up to 3GB and then be throttled but still get a little more? I dont like the idea of being throttled either, but they've been doing it for a year and they are not going to stop... so Im tired of seeing people complain about something that wont change... yet our plan is still better than the 3GB tiered plan.

I go way over 3GB every month. But, I make no effort to use wifi unless I am downloading something 300MB+ (read: video podcasts, TV shows). Here is my past usage. That month that I am under 5GB is the only month I am under 5GB in the past 12. That month I switched to wifi whenever possible, to see the minimum amount of data I could use without changing my use habits. I don't have access to wifi at work, and seldom in public. I don't tether, or download porn, or torrent (when on data, I do torrent, but switch to wifi).

Never been warned of throttling, or throttled. But, I never see speeds as fast as 3MBps in my "4G" town.
I'm fine with throttling after a certain level. I think it makes sense, and makes it easier to understand. If I start to be throttled I know I will have to change my use habits, that's life. Why fight what we can't change? Where I live att is the only carrier that provides stable data. Sprint is useless, Verizon's 3G kinda works, and TMo won't even get edge connectivity. But, att pushes 2-3 MBps consistently, and calls never drop (after turning in my iPhone). I expect they will test this for a while, as they continue to tweak the throttle threshold and speed. I also expect them to bring back unlimited, like TMobile does it. So that everyone is "Unlimited", and you select how much data you want at full speed. I see this as the groundwork for that. Att is the carrier most vocal about data usage expected to increase like 20,000 fold in the next 3-5 years.

not that I agree with throttling but yes, that still is unlimited. They're not stopping your data after 3GB. They're just slowing it down. Thats still an unlimited plan, so there's nothing illegal with this.

I only been throttled once, and have you actually tried using throttled internet?
It takes forever to even load XDA.
At least they have clarified when they will begin throttling. One day, some enterprising mind will start up a GSM cell carrier with unlimited data! Or some enterprising mind at a current GSM carrier will bring back unlimited data.
I do go over by 5 by 2-3 gbs month because i use it for my work internet source. Questionable on illegal, but highly unethical. Unlimited speed is implied as well as amount. Thats like me asking for the money back from the previous 7 or 8 years that i was never getting close to 1GB, let alone 5, or the thousands of dropped calls throughout the years... They should just suck it up till our contracts end then require you to get a new plan.
Oh well ... thats my soap box
Oh, yeah they throttle to snail pace. Minute to open a page in browser is ridiculous...
Now I'm done

Unbelievable. I'm angry at myself for canceling my unlimited data plan just two weeks ago to get the 3GB tiered plan, because they were throttling my unlimited plan at 2GB.
I'm going to call them and see if there is anything they can do about this..

Umm....not really. It's pretty unusable. They've recently bumped up the speed to about 270 kbps (it was previously around 100 kbps), but I still think it's over the top. If they bump the speed up more, raise the limit at which throttling will happen, and only throttle during peak times, I'd be alright with it. What's the point of throttling during off peak times, when no one is using data?
I also think they should discriminate throttling based on saturation.
The current method completely alienates a fair amount of their customers.

Exactly.
I had an interesting experience with Sprint's customer service the other day... I had finally pulled the plug on them and switched to Verizon and the Droid DNA. I wrote a quick note to [email protected] telling them that I'm leaving because I still had no date for LTE in Milwaukee and I was sick of waiting without any information from Sprint.
I got an email back from a customer service agent saying basically that they hoped I would be back in 2 years to enjoy unlimited data.
So I called their bluff: I told them that I would like a signed letter stating that if I returned to Sprint in 2 years, they would need to honor my unlimited plan. Basically, put up or shut up.
Here's the response I got:
Per our conversation yesterday; I do assure you that Sprint is committed
to providing outstanding service. I understand the value of our
unlimited data. It is Sprint's hope to continue to offer unlimited data;
however our plans are subject to change and I am unable to determine
what plans will be available in 2015.
It was a pleasure to speak with you. I do hope you return to the Sprint
family in the future.
Thank you for choosing Sprint.
Sincerely,
Sarah B.

So, I leave it up to you to take what you want from that statement, but to me it looks like they are going to yank the unlimited data on their customers as soon as they get everything in place. Just my thoughts... don't shoot the messenger.
On a side note, Verizon's LTE speed buries the needle on Speed Test and the coverage is excellent. The quad-core DNA is the best HTC device I've owned. It's so nice to be done with Sprint.

No one really has unlimited data today. All of the carriers will cancel your service if you use enough data, unless of course you are paying per MB, even if that usage comes from downloading four or five ROM's directly to your phone each day and/or steaming too many movies. They just don't like heavy data users even though it's supposed to be unlimited.
Virgin Mobile is in the process of throttling 4G usage after a limit is reached and I would expect Sprint to do the same thing. My WiMax/4G coverage is pretty good (~8 mbps down and 1.3 mbps up) but we have no target for LTE in my area either so I feel for you and may be looking at an M7 or Nexus 4 with Verizon or T-Mobile when my contract is up in June as well.

My wife and I share 4gb. In the first month we used 600mb. I've learned to leave Wifi on and let it tell me when there's a hot spot available. So most places, when I'm not driving, I'm on Wifi.
I encourage you to leave Wifi on all the time and run 3g watchdog or somehow monitor your usage and you might find that you use a lot less than you think you do.

I agree with you 100%, but WiFi is just as good using a Sprint phone as anyone else's. I'd prefer to have unlimited data, even if it gets throttled at some point, and not have to worry about tracking my usage. And WiMax is the closet thing to mobile WiFi so I'll just continue to use that until I get a phone that doesn't support it.
I'm actually considering a Nexus 4 on a T-Mobile pre-paid plan that has 100 voice minutes but unlimited texting and data, with 5GB/month of 4G (HSPA+) data degraded to 3G when that threshold is reached, for $30 a month. I could use VoIP for outgoing calls and save the 100 minutes for incoming.

For T-Mobile there is not supposed to be a limit on the 3G usage after the 5GB 4G allocation is exceeded, but as I said previously I'm sure that if your data usage becomes what T-Mobile considers excessive you may risk cancellation of your services.
Here's the wording in the T-Mobile terms and conditions that relate to data usage:
Permissible and Prohibited Uses: Your Data Plan is intended for Web browsing, messaging, and similar activities on your Device and not on any other equipment. Unless explicitly permitted by your Data Plan, other uses, including for example, using your Device as a modem or tethering your Device to a personal computer or other hardware, are not permitted. Other examples of prohibited uses can be found in Section 18. Protective Measures: To provide a good experience for the majority of our customers and minimize capacity issues and degradation in network performance, we may take measures including temporarily reducing data throughput for a subset of customers who use a disproportionate amount of bandwidth. In addition, if your total usage exceeds 5GB (amount is subject to change without notice; please check T-Mobile's T&Cs on www.T-Mobile.com for updates) during a billing cycle, we may reduce your data speed for the remainder of that billing cycle. If you use your Data Plan in a manner that could interfere with other customers' service, affect our ability to allocate network capacity among customers, or degrade service quality for other customers, we may suspend, terminate, or restrict your data session, or switch you to a more appropriate Data Plan. We also manage our network to facilitate the proper functioning of services that require consistent high speeds, such as video calling, which may, particularly at times and in areas of network congestion, result in reduced speeds for other services. Additionally, we may implement other network management practices, such as caching less data, using less capacity, and sizing video more appropriately for a Device to transmit data files more efficiently. These practices are agnostic to the content itself and to the websites that provide it. While we avoid changing text, image, and video files in the compression process when practical, the process may impact the appearance of files as displayed on your Device.

I suspect Sprint's policies are very similar even though they advertise "unlimited" data plans.
ramjet73
I agree that "unlimited data" is an endangered species. After all, any one cell tower's bandwidth is limited to the bandwidth over landlines. Unless a site is fiber fed, the bandwidth is limited to copper lines, which are limited by distance and condition of the plant. Inevitably, the bandwidth will be used up as devices get faster, and more people use wireless services. To sum it up, and without ignoring the carriers responsibility to provide cost effective service, "We have met the enemy, and he is us."
Only thing they care about is roaming. Don't roam and you will be alright. If yu use over 50gb a month, then you are doing something outside your phone anyway.
I know this question is very subjective to each individual, but how much data do you guys use on a monthly basis? It would be awesome if you included the average number of things you do each month with your phone (internet time, emails, videos, etc.) I am unsure whether or not to go with a Verizon plan on the GS4 because I have no idea how much data I will use (yes, I have looked at usage calculators), but your averages would be greatly appreciated!

I fluctuate between 1.5 gb and 8 or 9GB depending on how often I use my Vulkano box to placeshift my TV. Many things use little data, but streaming video forget about it. It's a data hog and I'm not giving up my unlimited until forced to. It's a BS money making farce. Case in point.......Last week had to take my wife to the ER at 1 am. Kids had to be with us (young). To keep them entertained and not a total mess I tethered my tablet so they would watch the Disney channel. Vulkano is like a sling box......allows you to watch your TV on your device. In the time we were there while my wife was in the ER (she's fine btw) I used almost 2gb of data with them watching TV on the tablet.
The argument against unlimited is that there not enough "bandwidth" to go around, so they limit you to keep the network unclogged. 90% of my data comes at non peak times like this. There is no bandwidth shortage when I'm using it, so to charge me extra for data is nothing more than profiteering.
so, how much data? 2gb is standard. Do you have access to a lot of wifi, or will you be stuck on the network most of the time? That can HIGHLY influence your data usage. If wifi most of the time, you can go as low as 1. I do believe with the shared data, they update you before you go over so you can bump up the plan and not pay outrageous overages fees, and just pay for the extra data for that month.
I use between 2-4gbs a month depending on how much I'm working (work wifi sucks)
I used to have Unlimited data and ditched it to save over $120. I was using a total of 4 devices and paying over $300.00. I'm now down to 3 devices and paying around $200.00. I have the 6GB plan and we average maybe 2GB if that. I'm always using WiFi. All the hospitals I go to have WiFi and I go to many a month. Other public places have WiFi as well.
I use an average of 1 or 2gb a month. I probaly use about 1&half hours on internet/social networking apps and about 1 hour of watching youtube. But I am on wifi most of the time.

If all the public wifi was reliable I would be more apt to let go of my unlimited (except on a 4 phone plane with only 2 smartphones I'd pay $10 MORE for a limited plan), but in the hospital story above, there was an xfinity wifi available, and I am a customer so I can use it free, but they all limit your bandwidth, and the video stream wouldn't work.
I used to take wifi over the network when I could just to save battery life on my rezound, but the S4 lasts me a full day no problem, and if it needs a slight charge in the evening, it charges so darn quick, so I take whatever data is giving me the fastest speeds
Data Usage is never over 4 gb
I feel your concern for Data usage averages and I just wanted to tell you what I wish someone would have told me before I switched to Sprint from AT&T. Most companies that offer unlimited Data plans aren't entirely unlimited anyway. For example Sprint only allows 300 mb roaming Data. The unlimited Data connection that sprint provides in my area (Georgia) is totally garbage. Verizon 3G was honestly much faster than Sprint's 4G LTE. The point I'm trying to make is: If you have unlimited but it takes the entire month to load a YouTube video (not true of course but Sprint is EXTREMELY slow) why even bother? Just connect Wi-Fi! Sprint offers unlimited Data to reel in customers but never talk about the real speed compared with other providers. I have my own theory: the people who have unlimited Data must abuse the heck out of it. There are people who average close to 20-30 gb a month on Sprint. I honestly applaud Verizon for not allowing people to upgrade and get a discount without changing their plan. Makes my connection faster for when I need it.

No it doesn't, and that's what the carriers want you to believe. True there is only so much bandwidth to go around, but when I'm using 2 gb between 12-2am while your asleep......it doesn't do anything to your connection, just costs me more without unlimited. If they were honest and upfront, they'd go to peak time limits like they used to do with minutes. And if I'm at a football game in the city with 60,000 fans in the stands, limit or unlimited the phone is still unusable because of all the people connecting to the same tower. Bandwidth is just a pipeline, whether it's a gush or a trickle, the data coming through is the same. It's not a commodity that they charge for.
I use roughly 60 gigs of data per month. I tether everyday while I'm at work. I stream plenty of movies and music. I'm on the unlimited plan.

I'll assume you're asking because you need to choose a data plan. Thus, you may need to disregard the folks who are running 10-250GB/month on their unlimited plans, because you can be sure that most would not be running those levels without 'unlimited' plans.
You also need to discount a bit for the fact that this board is chock full of enthusiasts, and probably not representative of the general population.
Personally, I had the same question when I switched from Sprint. On Sprint, I was using under 1GB/month, but not b/c I'm a low-user, it was b/c Sprint's data service s*cked so bad that I could (or would) never use it. So I had no real frame of reference when I switched to Verizon.
I chose the 2GB plan, and have found that, provided I use wi-fi where possible (home, work), I can live within the confines of that plan* (more on that in a bit).
As a user, I do maybe 30-40 minutes of web surfing a day, check FB maybe 2 or 3 times, occasionally watch a youtube video, push several email accounts multiple times per day, use Google Maps regularly (mostly weekends), download a podcast or two, listen to Pandora (10-15 mins/day), probably spend another 15-30 mins in misc. data consuming apps, and have a variety of apps running that pull background data such as weather apps, calendar sync, twitter, etc.
* So, 'living within the confines' of the 2GB plan requires some level of 'awareness' on my part, which would likely not be necessary with a larger plan. That doesn't mean heavy restrictions, just certain things I make a conscious effort to do only on wi-fi include updating Google Apps, streaming Netflix or HBO, downloading multiple podcast episodes, etc. If I had a child that had to be entertained (as another poster indicated) anytime-anywhere, I could see where the data usage could pile up. IMO, streaming video is probably the biggest consumer.
Of course, your mileage will vary
On a related note, I think it's great that the S4 allows you to track your data usage on the device, and not only tells you your cumulative monthly total, but also totals for any period and exactly which apps are using data.

That's kind of the exact same boat that I am in at the moment. I currently have Sprint, and their data speeds are awful. I consistently end up on roaming in buildings and what not, so I cannot judge the amount of data that I might actually use. So when you mentioned the things you do regularly (web, social media, maps, etc.), are those mainly done via their LTE network? And thank you for this post; it was right on track in regards to my same mindset.
It's not hard to restrain yourself to a certain plan. Like I was saying I had a 10GB plan but switched to the 6GB plan. The only reason I keep the tablet active is because they used my tablet to upgrade my primary phone to the S4. Even though the tablet never leaves my house usually I still don't use a lot of data. I never used a lot of data while on unlimited either. It;s down to personal preference and that is up to you. Everyone can say what they use and you would never have an ideal. You should have made the post say no unlimited plan since you can't get a true feeling with the unlimited's poking in.

Yeah I didn't think about the grandfathered unlimited plans before I posted it, my mistake haha.

All I can say is WOW are you going to be in for a pleasant surprise. The short answer is yes, almost all of my non-wifi usage is via 4G LTE. I live near NYC and work in Philly, and with Sprint, I kept 4G toggled 'off' b/c whenever it was 'on', there'd rarely be a 4G signal available, and when there was, it wasn't very impressive.
With this phone, the first thing I'm asking is, "Where's my 4G toggle?" Truth is, I never needed it, because a) 4G LTE is pervasive by comparison to Sprint and b) it doesn't burn battery on my S4 as it did on my S2. In fact, because of my 'conditioning' on Sprint, I always look to see what signal I'm at whenever I'm about to use data. I'd say (unscientifically), 8 or 9x out of 10 it's 4g LTE...
good luck

Thank you very much! Also, I know you mentioned it in your first reply to some extent, but exactly what all do you have syncing during the day while on LTE, and what do you think a solid estimation is for the amount of data you use in a day?
