PRL HELP!! - HTC EVO 3D

Hey Guys,
I've been using the Verizon PRL 00001 for the last few months. I have no service in my house without it...none! For some reason on my last bill, I had 650 mins (200 over my 450) charged to my account when I never even hit 100 on average. No mobile-to-mobile mins were registered and most calls made after 7pm counted toward my anytime mins instead of my free nights and weekends! I looked at my call log and calls I know that were made to mobile phones (most to other Sprint customers) showed up as "Unavailable". I called to complain and I was told by Sprint that those calls were made off the network therefore they were charged to your anytime mins. I was advised to use the option "Sprint Towers Only" which means my phone is pretty much useless. A few days later, I received the famous roaming warning letter from Sprint. I cannot receive texts on the 21083 PRL even if I'm in a clear Sprint area. My phone only works in the 00001 PRL. What do I do? I've flashed several different Sense ROM's and I get the same result. I even updated my radio and build and still get the same result. I've tried other PRL's but the only one that will allow me to receive texts is the 00001. If this continues, Sprint will terminate my account but if I leave it on the 21083 PRL, I can't get texts and calls constantly drop! HELP! Thanks, guys!

I believe so...I'm retrying that now...is this an "on-network" Sprint PRL?

That one shows 4 out of 5 bars but it doesn't even let me send texts or make phone calls :/ And I'm not sure if its related, but my wifi doesn't show any bars after flashing that PRL...

What do I do?

Nothing you can do except switch to another carrier. If you don't have signal in your house, there is nothing you can do from the phone to get a signal, sprint just needs to add a tower closer to your house, which they will never do for just one customer. So stop screwing sprint by running the Verizon PRL 24/7 and just bite the bullet and switch.

A couple of thoughts. You could/should let them terminate you so you can get a carrier that works where you live. Did you move since you got your phone? Try and install a stock ROM with the latest OTA, and then make sure you have the current PRL and radio's. If that does not work, switch to Verizon and get the Galaxy Nexus.
Not to be preachy, but being on the 00001 prl violates your contract with Sprint as you will reach the roaming limits very fast. They are on to you at this point...

I have a new tower less than a mile from my house but I guess geologically it doesn't help. I can't even receive texts in a clear Sprint area in the 21083 PRL...its got to be a phone issue. I'm not screwing anybody! I'd switch if it wouldn't cost me $350 early termination and if Verizon had an unlimited plan. I just want my phone to function as it should on a proper PRL...

I've been at the same house for over 10 years...for the longest time, I was on a ROM that EPST wouldn't work so I was stuck on the 00001 to be completely honest. I'm running Mean ROM now which is pretty stock and I updated the radio and PRL to the latest OTA but the problem still persists...I don't want to sit on the 00001 PRL which is why I tried to get it correct but the phone in a clear Sprint area doesn't function properly with the correct PRL

if you did research, you could have added a different EPST.apk to the ROM that didn't have it or just have changed ROM's. Doesn't take a long time....

I didn't know that until very recent...I knew some ROM's supported it and other didn't...I thought that was that...I know different now

I went through all of the dialer resets but my phone is stuck at updating the profile...its just spinning at the Device Configuration window stating, "The network is preparing your services..." for about 5 mins now

Hahaha! Thanks! Actually, I think the probably I'm having with the hands-free activation is that I was still on the 00001 PRL so it wouldn't activate. I cancelled and installed the 21083 and starting over...will post results soon

No dice...it all finished successfully but I still cannot receive texts on the 21083 PRL...there has to be something wrong here

Do you have insurance? Maybe you can swap it out? Do other Sprint phones work at your house? (friends or family?)

Yup...my roommates phone works fine at home...but I think the problem is bigger than that because I can't receive texts anywhere while using the 21083 PRL...I'm sitting at work right now with full bars and can't receive texts...I don't want to swap the phone because theres currently a 2 week back order on 3D's and I don't want to get stuck on the 1.5 HBOOT...Its got to be a setting of some sort...I had a similar problem coming back from Vegas after having to have my phone "activated" for the mid-country region while I landed and then again with my Airave. Nothing changed at all and then out of nowhere last month's bill blew up...I'm almost at a complete loss right now...

Well you didn't mention that before, which makes a big difference. Knowing this, it likely IS a problem with your phone, and sprint should replace it if you are still under warranty. Unroot, take into a corporate sprint store, and have it checked out.
I don't want to swap the phone because theres currently a 2 week back order on 3D's and I don't want to get stuck on the 1.5 HBOOT..

Well you have two choices, bite the bullet and wait a few days for a new 3d with hboot 1.5 (and deal with the 1.5 root issues), or keep having problems sending texts and making calls.

There's no setting besides airplane mode that would make your phone not receive texts and make calls. It's clear there's a problem with the phone's radio, let sprint take care of it.

stay on the newest prl and call them and have them reprovision your phone from their end.

Roaming

Before S-off my 3vo would automatically switch over to a Verizon tower while roaming, now after S-off Verizon towers can no longer validate my 3vo and wont roam on that system? Is there a fix for this or is it going to stay like this?

Call Sprint and tell them your voice roaming isnt working. I had to do it yesterday. Hopefully you dont get an idiot like I did the first time.

He's saying his roaming is borked, I assume he ran an update of his prl, when he makes a call he probably gets a message from Verizon saying his phone is not registered. Sprint will probably want to do a re activation.
You roam on Verizon when a sprint signal is not available, which is quite common for me.
Also check your settings in the wireless and networks section and see if your set to automatic and not home only, and roaming guards are turned off. S-off does do something to the phone authentication so its up to sprint to fix it on their end.

I just rooted a few days ago and can't call on verizon either, calling sprint tonight.
use sprint chat,makes things alot easier and faster
tried chatting 3 times, getting error 1012, and so far no one can tell me to do anything except pull the battery or update the profile
try just making a call while ytou are not roaming, you will most likely get and error 16, and if you hold long enough you wil;l be routed directly to sprint to the security dept. who will fix your problem

They refreshed my settings and it worked fine afterwards.
Is there any way I can force the phone to go into roaming so that I can see if I have that same issue?

There's an app for that, roam control, but its kind of shady, it dosent work when you need it most. Obviously you don't have a working signal and no data, it has to check for a license every time before you can use it. So if you don't have data and need to roam, your sol until the phone itself decides to roam.
Trying to get fixed... Said I had to be off phone, what did they refresh?

It works for me, I just need a good solid data signal and hope it passes the license check.

It shouldn't check the license every time you run the app...it doesn't for most people. I'm trying to figure out why it does this for a small number of phones, hope to have some type of correction soon. Thanks! -MrGreg

What Radio can I flash?

I have terrible reception on my phone.
I want to flash a new radio but I'm not sure which one to flash
I'm running CM7 and switch between that and MIUI roms.
I don't want to flash the wrong one. Can someone guide me in the right direction??

You can look here for radios. But you should read as much as possible before flashing a radio.

correct. I suppose it is possible, but no one has figured it out yet.
Agreed.. I don't think us HBOOT 1.5 guys can flash radios yet. Another thing to try, if you haven't already, would be to install the Open Signal app. It'll give you your radio signal strength in dbm and even plot your current tower's position on a map. Great app although it is a bit of a resource hog with all of its radio polling.

You might do better to flash a PRL. Safer and can lead to better signal without even changing the radio. Lots of people on here think they know it all and will tell you the PRL only affects roaming signal, but dont listen to them as they probably havnt tried changing PRLs and have no idea what they are talking about. Flashing PRL 00001 fixed my signal at my apartment by connecting me to the Verizon towers without being on Roaming mode. And 01337 gave me a little bit better signal in my apartment over 00001, even though I dont appear to be connected to Verizon towers anymore. Lots of people really like 11115 and I am going to try that next as it should be the best for signal since it uses both Sprint and Verizon towers equally and gives full 3G on either company's towers.
To flash a PRL you will need to be on a Sense ROM that has the extended EPST.apk installed. Put a PRL you want on your SD card, dial ##775# and put in your MSL code. From there you just select which PRL you want, press menu and then commit changes. Reboot and your good to go.

Actually my friend, I appreciate you trying to help me but in this case I will help you out.
I did tho PRL trick a year ago on my regular Evo. About 4 months later, I received a letter from Sprint stating that "even thou roaming is free on sprint, due to the overage roaming that I have used, they will terminate my services if my habits don't change in a month." Well I tried my best to change them but i guess they weren't satisfied and terminated my services. I had to call and beg and go on a 90 probation period where if I went over the limit by even 1min/mb, they you disconnect me. So I'll never do prl again. Instead, I downloaded this app called Roam Control and only use it when i'm waiting for an important phone call.
Radio on the other hand is a signal from Sprint and will not put you into roaming.
Aren't the radios loaded in the RUU? Can't you just run that and then unlock again with htcdev?

Well, I am not entirely certain that the radio is loaded into an RUU. Someone recently told me that the RUU would not change the radio version of your phone.
The thing is,the Hboot 1.5 folks cant revert to a pre HBoot 1.5 via RUU anyhow, so no one can try it. And while there are two RUU's available to Hboot 1.5 people. (2.08.651.2 & 2.08.651.3) They both have the same radio. So I can't run one over the other to compare radio versions before and after the RUU. Once a new update gets pushed with a different radio version, I could run the RUU to see if the radio flashes with it.
The one way I would think it is possible to switch radios is to re-lock the device, run an RUU to unroot, then accept an OTA to get an updated radio. Once you take the new radio via OTA, you would use HTC unlock again to unlock, flash a custom recovery, flash the SU binary and voila.
This of course is contingent that HTC doesnt backtrack on their unlocking promise. If you took an OTA and the new update is unable to be unlocked via HTC, you would be screwed. So we would want to make sure that they dont push an update that they wont support with the HTCDev tool. And of course the other flaw to this is that you can only "upgrade" the radio and never revert to a prior radio that you may have liked better.

Enigma, Can you tell me if Sprint charged you a ETF when they initially cancelled your service? I'm kind of looking for a way out of my contract and was hoping this might actually do it.

I guess it was this sentence which led me to believe that.
I didnt ever say that though, that was some other guy. I cancelled my service by myself about 7 months after this post because I moved to Verizon since I was using their network all the time anyway. Sprint service is just too ****ty in my area. And not just cell/data coverage either, but text problems on their network were the worst I have ever seen. But I never had any problems from Sprint about data usage or things like that. The person who said Sprint contacted them about roaming usage must have been using multiple gigabytes of data each month, I normally only use 500MB-1GB at most unless I am tethering something.

Ohhh, **it! Sorry about that, I grabbed the wrong user. My bad. Well, thanks for the followup anyhow! The information is still useful. Sounds like a similar situation to me...about to say goodbye to Sprint.

1X Stuck Fix :)

Figured I would make a post about a quick way to fix that 1X HELL were 3G is gone and data sucks.
I know on a few roms the dialer has been edited and you can't due the #2 to call sprint and if you do ##72786# enter msl to reset your prl and do the hands free activation some roms will reboot the phone for you some won't tho you reboot it your self and it will due the hands free activation.... This caused a 1X that never went away.. This was on a sense rom
I tried this on a rom last night due to prl error 1020 big mistake lol.... I got stuck in 1X HELL flashing to other roms full wipes nothing fixed it even redoing the hands free thing..
I wiped then unrooted and ran the RUU 2.17 exe still had 1X speeds on the stock rom. When you are unrooted you have to redo the ##72786# redo the hands free activation and it will fix you up and then update your profile...
Then re apply the unlock code to root again flash a new recovery and go back to flashing....
If someone knows a better way to fix this feel free to throw your 2 cents
On a side note to new members your phone isn't bricked if you are stuck in HBOOT or you are in bootloops.....
A brick is when your phone doesn't turn on............. You messed the boot.img up when you flashed or didn't wipe right.......

Anytime man thanks... I was stumped on that 1X really seemed like hell lol...
When i did the code to do all that awhile ago i noticed i got stuck in 1x for some odd reason. It really just took me re-doing the codes and updating profile/prl all over again and the next time it cleared it out.
This was on stock rooted too.

Dude that 1X sucks lol... That drove me nuts.... Happy I fixed it tho..

I was thinking about giving that a shot lol. The problem started from using that ##72786# so I figured if that is what caused it I would redo it stock wise.. Worked...
3G speeds are going smooth I didn't wanna go messing with other codes lol...
From the looks of it the data and the prl thing kinda do the same things hands free lol on sprints site they say to do the ##72786# if you are programming a used phone to re do the hands free activation..

I'm not sure what the difference is lol. I know it updated my profile and prl, when before I would get errors trying to do it manually.

Ya the one code I did updates your PRL and checks on the rest of things doesn't update profile tho...
I did that code on eternity 3.0 R81 cause the prl was error 1020 lol that was how I got stuck in 1X Hell lol...
I tried it on a few other sense roms and didn't fix things even updating the prl or profile my self
I too am stuck in this 1x hell you speak of. It is a sad place of little or no data.
I don't know if it's because of the new radio in the 651.5 update or due to a rom I was using. I have performed the hands free activation before and after restoring my last good recovery backup and before/after running the 651.5 Ruu.zip. I have also had custom service walk me through the Handsfree Activation, and had them send the PRL/Profile update directly. No change & no TEP.
Well thanks for pointing that out, I thought I was going crazy when all I saw on my phone was the 1x. Switched to Viper Rom and did the ##data# and another code that I can't think of and it went away. 1x was pissing me off.
I tried different roms along with back ups that didn't work . I had to relock my phone and run 2.17 ruu exe and do that prl hands free activation fixed me.
Go stock and do that thing relock worked for me...... You have to do the hands free thing cause 1X Hell will also be on stock until you do the hands free activation.

Dude I know the feeling . You just need to relock run latest ruu exe and do hands free thing mine was that prl code I did in the first post fixed me up.

Yep, did all that, and the ##Data# also. No luck, its intermittent. 1000ms Pings with 56k DL's at the worst. Sprint Cust.Svc said no tower issues reported (of course). Had appt with Sprint Repair store tonight. Tech was dismissive, said can't rely on the OOkla based SpeedTest app, and said that there have been issues with towers in my area for last week and a half. Claimed Sprint Cust. Svc doesn't know about local tower issues & to just call the store. Didn't even look at my phone. I felt like he just wanted to go home early and not deal with my phone.
Currently i'm running good. I'll bring my son's Transform with me to work tonight and compare speeds to see what's happening.

Lol man I fixed mine doing the PRL thing not the data one....
Since the prl code caused me the hell on a rom when I did it as a guinea pig...
Anyways the prl one fixed me up... Haven't had any issues since then..
Just got off the other phone with Sprint Customer Svc again after being "disconnected" at 3am EST (end of shift? ). They said that there aren't any towers within 5 miles of my of my 2 primary locations and that was the reason for erratic data. Nevermind that it was fine for the last 15 months until the last week. Arrrggh.

The same has happened to me several times as I switch prls religiously. However ##72786# followed by ##data# to restore my data profile and update has always worked for me... Weird how it works well for some and is a pain in the a$$ for others...

Its anybody else receiving text messages late? Mine come in on time sometimes but when it doesn't it ranges from 7 to 40 minutes late. I know its sprint since I don't have this problem on the VZW prl. I called and they said they put out a ticket or something like that. Is this happening to anybody else?
Yeah, this happens to me occasionally, although I haven't been able to tell if It's my phone's fault or not, but I'm assuming it is, esp since you're having this issue too

I would do the same but thankfully I am in an area with Wifi most of the time so it doesnt matter that the data speed is only 40kb/s and no 4G service.

Google voice integration did this to me. Disabled integration and went back to normal.
Also been having problems with missing/late texts ever since i linked it to google voice.
no, but sometimes mine will come with the timestamp way later than it actually is, which is also annoying.
So sprint called me asking if I noticed any improvements, I told them to call me tomorrow so I can test it out....its the same no improvements

That would be an even bigger pain as you have to reboot the phone every time the prl is changed.

im on viper rom and it doesnt automatically reboot, so i throw it in airplane mode then off and im good...the commit successful thing goes away after a couple of minutes

Gotcha, is that specific to viper? Not versed that well in changing prl's, but do so every once in a while when I visit my brother who is in a virtual Sprint dead zone.

I was gonna post a thread about this too but I'll spare the clutter. This started happening to me since I flashed the latest ota with leeroid tweaks 3 days ago. I flashed the radio too. I was suspecting it was the update or radio or something... There was 1 text I got yesterday 3 hours late.

Phone won't ring while roaming on 25006, does on 12124

Some of you may have seen this in my MeanROM thread, but I thought I'd start a thread for it for others who may have the problem. I noticed a few days ago that my phone was no longer ringing while roaming. People would call and it goes straight to voicemail while roaming. I tried all manner of tricks (some which did work for others) but none worked for me. I did PRL updates, profile updates, wiping dalvik and cache, wiping multiple times, factory resets, multiple factory resets. Bottom line: my phone flat out will NEVER ring when roaming on PRL 25006 (the normal PRL for us now): only when on Sprint. Odd thing is, you can pick up the phone and make an outgoing call fine on roaming: just won't ring. As a last ditch effort before getting mired up in Sprint phone support for an hour, I put back my old 12124 corporate PRL that I had used for about a month and then dumped (only because I didn't see a difference). I've now done this at least a half dozen times: as soon as I push 12124, the phone will ring (and work) every time while roaming! Put 25006 back: won't ring.
Again, I've tried every trick that everyone has mentioned and the only factor is the PRL. Push 12124: works fine. Do "update PRL" and get 25006 back: won't ring while roaming; only when on Sprint. At my house, depending on what part of the house I'm in, that means I can't get calls at least half the time on PRL 25006 so thankfully we have 12124. Now I know 12124 isn't compatible with LTE but I couldn't care less as my area here isn't compatible with LTE either: and I'd rather be able to get phone calls when I need to!
This message is nothing more than a "tickler" to say hey, I think the 25006 PRL might be hosed. Either that or Sprint has changed something on the network that makes 25006 affect some of us this way. I've never had this happen before but the only other explanation I can think of is... maybe by me running 12124 for a month or so, my phone somehow got "re-provisioned" to corporate PRL's and the way it's provisioned now, 25006 doesn't work right. That's possible too: that I caused it by running 12124 for a while. Also possible that Sprint could fix it if I could actually find someone who knows how to reset/fix provisioning. I just don't have time right now for their BS and going through 6 techs over 2.5 hours on the phone. Been hammered lately.
Anyway, might be worth checking if you roam often: if you can actually receive a call when roaming. I know it doesn't affect everyone on 25006 nor does it affect every area. Might have to be special circumstances but I feel like there must be a bunch of people here who don't even know it but can't receive calls when roaming.

samething for me on 25006. just noticed it last night when i was roaming out in the country and my wife and daughter were trying to call phone never rang once.

Hey Mike.. On 25006 here running your Mean 3.6. When I first forced roam and attempted to call my first attempt resulted in several network courtesy rings but no ringing on my device with it eventurally rolling to voicemail... My 2nd attempt I heard about 4 network courtesy rings then myh device actually rang once before it rolled to voicemail. 3rd attempt and all subsequent attempts afterwords calls rang right through to my phone and I also tested sms text messages and data and they both worked fine. Cant really explain why 12124 works fine for you and 25006 doesnt other than possibly the first preferred roaming partner is different between the 2 because of an agreement change between carriers. Maybe whatever carrier is the 1st prefferred in your area for 25006 is having issues with correctly registering your device to its network to notify of incoming calls.. Most of the time just registering to network by completeting an outbound call but obviously isnt working for you.. Sometimes powercycling will resolve the issue also... On another note.. Im not sure if its the new sense 4.1 or your new rom that has stripped out some of the funtionality of beats audo settings.. But now the only options I get for beats audio is on/off... I no longer get the extendted options of beats ur beats.. beats solo and other.... or the option of the equalizer with beats off... Is it that way for everyone or just me?

I have been talking back and forth with mikeyxda, it's a metropcs issue. Sounds like there is an issue with metropcs telling sprint that his phone is on their tower. Unfortunately when a call comes in, sprint thinks his phone is off so it sends it to voice mail.
The 12124 prl doesn't have metropcs in the list for his area. So he sits on vzw which works fine, but 12124 doesn't allow Lte connections. Working on a solution to fix both issues....

Mind? I'm hella grateful that we have someone with your knowledge here! I feel a lot better knowing the reason for the problem and feel a little better about Sprint because it seems like a MetroPCS problem. Although, with Sprint doing work on upgrading towers around here, I guess it could still be a Sprint problem where something they did is no longer compatible with MetroPCS. Either way, I think this problem is more widespread than people realize and I suspect anyone roaming in an area that is being upgraded while on a MetroPCS tower might have this problem. Kinda brings to light the fact that PRL's can affect more than people realize. If you're roaming, a PRL can affect data, data speed, whether or not you connect at all, and now whether or not your phone will ring when it looks like you have a signal.

I just chatted with a sprint tech online and so far the issue seems to have been resolved. This was the transcript:
You: well, my phone recently upgraded. Since then, whenever i am roaming, when people call, it goes straight to voicemail

Just making sure, don't want to bring PM stuff out in the public.
When roaming you are at the mercy of whatever the provider gives you. But for the most part, the other provider wants you to use all the minutes and data you can so they can bill Sprint more.
This MetroPCS issue might be just a regional thing and not nationwide. It could be even a smaller subset of users in your area as well. It's going to take quite a few phone calls to get fixed though. The easier option is to just use a PRL that doesn't use MetroPCS.
So the fact that i seem to be working just fine now is a fluke? because ive received several calls now while roaming and they have all worked just fine, whereas before they wouldnt go through at all.
edit: upon reading my post, i feel it may sound accusing. I did not intend for that, I really want to know, if it is a fluke. maybe im just paranoid!

What SID are you Roaming on? Check your 1x engineering screen in the ##DEBUG screen.

Thanks for sharing. I rolled back to the 25006 PRL so that I have the problem again and started a chat session. They did the same thing, reprovisioned my phone, my phone got the message about starting network services. Still won't ring. Rebooted, did PRL and profile updates after that. They had me call *720 (while NOT roaming). Tried some other things too. Still won't ring on 25006. Push 12124 and it rings every time.
So I guess moral of the story: YMMV.

I hesitate to post this due to its non-technical nature. Inside the sense music app is a choice to enter Sprint Music+.
When I entered it for the first time the phone automatically went into a PRL update. The actual PRL number (25006) did not change afterwards, the 3g connectivity at fringe did. It could be the placebo affect, but maybe just maybe there was a reason for the PRL update. Just thought it should be mentioned.
BTW I also get a lot of no ring > voicemail calls while roaming. I work in a sprint fringe area.

That's Cricket. I'm thinking this is only a MetroPCS issue...it might even just be a regional MetroPCS issue as well.
Just an update, doesn't seem to be am across the board national issue with prl 25006 as many users have reported being able to receive calls fine while roaming. Maybe onto something with it being with certain partners or a certain partner. Definately nothing to do with anything sprint is doing to their towers as your not connected to a sprint tower if roaming..now if you are in good sprint coverage and roaming then a coverage issue may need to be looked into.
