Its in Korean but fully playable. There's only a few menus/buttons I haven't figured out (mainly in settings, don't wanna break something that works)
I downloaded it from Google, not sure how I came across it but been playing it all day. Can I make a screen cast without being hooked to a PC? (My PC is down)

Press and hold the home button, then press the power button
This will take a screen capture and place it on your sdcard's Screen Capture directory.
I mean the high fps videos you see on YouTube right from the phones screen

Screencast in the market will record videos directly on your phone.

Is there any video app that turns off the light on the virtual keys?
I find it very annoying while watching a movie in the dark, because it's very intense!
I would instead look for the setting or an app to turn off those lights and use that before watching videos. You probably have a better chance of finding something that way.

I let my 4 year old daughter watch netflix on my phone here and there, and she has a habit of touching the back button, therefor ending the netflix application. Can i lock the screen and buttons, with the screen remaining on, so she can watch netflix without closing app?

Not too sure.
But if you have root, there used to be a free app on the market called "shootme". Had options for different resolution images and videos. Saved by shake or voice commands.
Can't seem to find it anymore. Maybe just my Market :-(
But did find a demo "ScreenCast & Recorder FREE" app record 30 sec video limitation.

Just as the title says, I can't seem to stop the play bar at the bottom of the s4 video app from Staying on. For example, if I watch a movie, and let's say I pause the video, when I resume, that bottom bar won't go away no matter by tapping or waiting. If I turn the phone to portrait and back to landscape, after a horrible stutter, it will go away when flipping back.
I thought it may be an accessibility issue but nothing is turned on. I've reset my phone and still have this issue.
Please don't reply with another video app. I use MX player for internet videos but I like to use Sammy's video app to stream videos from my phone to my TV so unless another video app uses all share, please try to help with the stock video app. Thank you!

Swipe down from the top, then press the "Screen rotation" button, which will enable this feature.
The running apps cannot be display by holding the HOME button. Please show howto get the list of running apps!

unfortunately YouTubes 360 Video's will not work as the phone is not equipped with a gyroscope.
