I've seen somewhere there's a way to only turn on data when you open an app requiring data. Is this true? If so where is that option?

Basically I have download widget locker and to install themes you need to find sdcard/data/com . widget locker but when I got into that folder there Is nothing there I have tried sdcard0 and ext sd card but no luck
