I've been having this problem for quite a while now. Halfway through a call, it disconnects, and I can't end the call, I'll hit the home button, and have to roll down notification screen, and end it from there. After that if I try to make a call, it just gives the error "call not sent". And I can't receive calls too. Only way to get it to work again, is by rebooting.
I've tried diff roms, flash to stock, wipe, etc problem still there.
I'm now on superatmos 3.0 with galaxy RC4.1.
Its a long shot but try taking out sim card or try a different sim.

if you on i9100 first using cwm wipe everything including system partition also boot if you have that option.
than flash stock ROM via Odin

flash latest 2.3.6, i say go for la2. it will update your modem aswell. now see if you have same issues.

I'd try the sim change definitely. it's worth trying if only because sometimes its the obvious things that are the problem. Let us know how you get on

But why does it happen only sometimes when on a call? Data network never has issues.

I also face this issue of "call not sent" in my stock SGS2 Gt9100G 4.1.2, this happens infrequently, have changed SIMS, cleared cache, cleared all data before flashing but not luck, is is got to do something with memory full?
I have a similar issue for about 2 months on the SGS2. This is how it goes:
I first had CyanogenMod 10.1 with no problems at all until i installed total recall for the s2 (for legal purposes). Bad luck with that because after i installed it the phone didn't have any sound at all (music, calls, microphone, headset). I didn't have a backup so i had to reflash CM 10.1. Ok, for a while until i got reports that i don't receive phone calls, i was told that my phone was closed (even though it wasn't). Luckily i have a second phone. So, i restarted the phone, and it got back to normal. Next day, similar issue, and so on for a week until i decided to change the baseband. Did that, worked like a charm for a week and then it got back to not receiving phone calls. Decided to change to AOKP (06.15 - i later updated to 06.30 but had to downgrade to 06.15 again because android keyboard kept giving errors). No problems for a week, but finally the problem came back and persisted. Changed about 3 or 4 basebands with no luck. I sometimes check if i can send or receive calls with my other phone, and if i don't, i restart the phone and comes back to normal for a few hours or a day or two. Signal bars are full even when it doesn't work.
I got in huge trouble with this problem and i would really like a suggestion. Please help...

ok.go to keypad,then call settings,then internet call settings.then select use internet calling,then selectonly for internet calls
Same issue here. Gotta change my SII, not buying a SAMSUNG phone any more.
Tried EVERYTHING and nothing works. I am pissed off. Camera also gives me problems...
EDIT: FINALLY WORKING, YAY!
After having wiped, rewiped, changed ROM, changed modem... Another ROM switch+EFS restore (altough my IMEI was correct) calls are working again.

I'm having a similar issue. Each time I go to make a phone call, It gives me the CALL NOT SENT error on the first try. Then I try a second time and it goes through just fine. I've contacted TMO support and here is what they said after troubleshooting: "Alright. Upon checking here, I can see that we already exhausted all our basic troubleshooting on your phone, and I do apologize for the inconvenience. Please do contact out Technical Care at 1-800-937-8997 or 611 on your phone."
I'm wondering if any of you have a suggestion other than new sim card or factory reset. I'm going to definitely stop by a TMO store to ask them about the issue, but I figured I'd try here before going out there.

Solution
What seems to be happening is the WiFi calling bake in is struggling to activate properly against the chipset structure of Samsung. I watched error codes pop up when the phone first wakes up. Calling is not available right away. When Wifi calling is turned off completely this issue goes away. Not sure what needs to be done to fix the problem so you can leave this on.

So sometimes when I'm connected trough wifi my whatsapp won't send or receive messages. I then have to turn off my wifi , receive/send all messages and turn on wifi before it will work again. Does anyone have an idea?..

I have the exact same thing, no matter what Rom, firmware, kernel, version of Whatsapp, router, modem, whatsoever. It sometimes just happens, no idea why.
When this happens I have a good signal. I'm on 2.3.6, and have the latest whatsapp version.

What did the Whatsapp developers say when you contacted them?
yeah these issues still exist... got it now on my device.
got I9100 on latest cm10 nightly (8th Sept.) with latest whatsapp version. and if you read all comments on the market you'll see that many ppl got these problems. sad

I've had this same problem for at least 6 months... doesn't work on WiFi but is fine on data...
What seems to happen is when you turn on WiFi it works fine for a while... but then stops getting or sending messages completely... just sometimes randomly it may start working again... say if you have lots of messages backed up to receive... at times it may start working again... but that means asking you people to bombard you with messages and still its not a sure shot solution...
Quite annoying I must say... especially considering reception is really bad in lots of areas and WiFi is the only way...

Sort of same problem here, when i am on wifi and whatsapp and my phone is on there is no problem receive and send.
But when the phone is on standby after 10 to 15 min no more messages receiving, wifi is on.
when i turn the phone on and open whatsapp the messages pop in....

Same problem buy not consistent. I have found a kind of fix, if your rom supports it, I use the long press back to force close function, then restart usually solves it. Alternately, pressing home, then swiping it off the task switcher sometimes helps too. Sometimes all you have to do is wait it out.
Was this problem solved in any of the updates. It appears as though I'm having this problem on one of my phones. It's the stock ROM with great wifi signal.
EDIT: I realize this is the S2 forum and my problem is an the optimus, but I am inclined to believe this is a whatsapp problem

The same problem started happening in the past couple of days. I a using CM 9.1. I enabled the Kill Application on long press of back button and you're right--After I did that and launched WhatsApp, the waiting messages (with the clock icon) went through and I got a check mark, then two.
Weird. All the other apps are working fine with Wi-Fi.

I travel a lot and i was in India Last week and this week i am back in germany and it suddenly stopped working on saturday.

There is a Problem which started on 10th November. BSNL has blocked whatsapp.. BSNL users can not use whatsapp through wifi or dongle.
But there is a solution for this.. :
Install " vpn one click" or "Easy Surf VPN" app
Connect to India server
Or any country
Once ur done with this, u can use whatsapp and all the other sites blocked by BSNL

My phone service just went out for no reason. I can't call out or any calls can come in. I toggled the plane mode but that didn't help. Once I rebooted it then it come back ok. This has happened 3 times since I'm on V13r1. Anyone else run into this issue? Anything that I can do to solve this, pls advise.
I'm planning to flash V11b5 to see if it help with the speaker issue that I'm also having. Not sure if this will take care this problem too.

It sounds like your nvdata.bin got corrupted. Try and replace your nvdata.bin in your /efs folder with a known good backup.

Thanks for the advise but I went with MIUI for the time being. I still don't understand why it works most of the time if my nvdata.bin got corrupted. This problem happens only 3 times since I'm on Passion V3RC1 but not on V12.
I heard about similar issues on Passion FB page and I think it was a sim card problem. Try to get a replacement

A quick way to check to see if the problem is the phone's nvdata.bin, is to check the phones IMEI in System Settings > About Phone > Status. If the phone shows anything other than your IMEI, i.e. "unknown", then you most likely have a slightly corrupted nvdata.bin. The same thing happened to me a few times on 2.2 and when I first moved over to ICS. I replaced the SIM and was still getting the same errors while testing. Once I replaced the nvdata.bin in the /efs directory with a copy I made when I bought the phone, all the randomly losing network connectivity stopped. The biggest PITA about diagnosing the problem was it truly was happening randomly, with no discernible pattern at all.

Thanks for the info. I just checked and the IMEI has a valid number. I'm not sure if it is my number but it's a number, not unknown. So, it did again 1 time yesterday under MIUI rom.
Just to let you know, when this problem occurs and I tried to call out and it said that I'm on the airplane mode that I need to turn it off. But I check and I'm not on airplane mode. If I try to toggle the airplane mode, it toggled but sometime take a while to see the icon change from airplane mode to a normal service mode but still no service until reboot take place. On other hand, if someone call in, they don't get to the voicemail. The phone will hang up on 1st ring. As I notice, the problem seems to happen during sleep (screen is off)...
Do you think flash to different modem help in this case? I'm using Lithium MUIU rom and it has KB5 modem.
Hey guys, i have straight talk with all apn settings on and 4g working however, this has to be the most difficult time I have EVER had with a phone. The service constantly goes in and out even with all bars present at times. These are the problems i have:
1. When wcdma and 4g is enabled, calls to others take long to start and state "conditional call forwarding active". Sometimes I cannot answer calls because it scrambles and makes crazy sounds.
2. When gsm is enabled with edge, everything seems to work fine with no issues. "Conditional call forwarding active" never appears
I have tried the following modems and none seem to fix the issues in terms of full 4g service and a working phone
Kid test modem - Blaze modem (tmobile)
UCLF6 alone and embedded in the UCLF6BS rom
Ucle2 modem
Uclf5 modem
Goldie b5 rom
None of these radios/modems seem to fix the issues, if they do, sometimes its temporary. There are no outages in my area, is Straight talk service really bad, or is it the phone??? hey man I'm also in NY on straight talk...I'm on long island and I have never experienced what you are going through .I have tried all diff roms and modems.. only difficult problem I had was no mms .that is until I just edited the apn

Hey guys, still no luck.
I have little to no problems when using 2g and on gsm mode, but when on full 4g, I have issues, internet cuts out and calls act up when traveling. Calls take long to start, etc.
Could it be a bad flash when the phone was first rooted? I just dont understand why I seem to be the only person with this problem. =(

When you say wipe everything, does this mean data, cache, dalvik, factory reset, system and even the internal sd card (emmc) where my music and files is stored?
Also, does it matter where I flash my rom from, I have been flashing it from the emmc rather than my sd card, is that a bad thing??
Just to set a bench, move everything from internal to external sd, then wipe internal, then wipe everything aside from external..then install rom from sd

Interesting problem that I suddenly have after installing rom. First I have been installing just about every rom has come for the last 6 months. Today I installed latest Carbon ROM from here http://forum.xda-developers.com/showthread.php?t=2310695 today and it installed ok, but upon booting for the first time, it got stuck the setup right at the beginning where I press the language (English). It just sat there and didn't do anything. I tried reinstalled the rom, and it did the same thing.
So I assumed a had a bad download, so I went to restore my daily driver backup rom (Zone sense 4 rom from here http://forum.xda-developers.com/showthread.php?t=2116509). But now I have no mobile data or mobile connection at all. I get a triangle next to the bars and whenever I restart phone I get this message "Global data roman access is allowed. Significantly higher charges may apply". I have never seen that before.
I have tried removing sim, toggling all mobile network options (CDMA, global, roaming, etc.) and I still get no connection at all. Any ideas here? I am on Verizon.

Its apparently random. I've had it happen twice, once back non CM10 when it just got RIL going, and a build ago on Carbon.
I'm going through this right now. I rru'd and can connect to 3g and use the data but no texts and when I try to make a call I end up with a Verizon message saying my number is inactive. Everything works fine on my backup phone. So its not a problem with Verizon
Edit... I'm going to ruu again and factory reset before booting because I think I remember seeing that posted at some point

EDIT 2.... re rru'd still having problems it will not make calls and will get 3g data when set to roaming which it seems to be on with the triangle above the signal.
anyone know the Verizon apn's i only have verizon internet in my apn list.
Edit 3 All fixed. i was factory resetting in stock recovery to no avail but a factory reset in sense itself worked
So, I suddenly started having an issue with SMS a day and a half ago with my Galaxy S4 on CM 11.0. Receiving texts works with no issues, but sending texts is hit or miss.
- Off a fresh reboot, the first text I send to someone always works.
- If I immediately text them again, it fails to send 100% of the time.
- Retrying doesn't work.
- If I reboot and try to resend that failed message, it works. If I send another message immediately after that, it fails.
- Sometimes, if I don't reboot but try to resend the failed message hours later, it suddenly works.
I tried a clean flash (with data/cache/dalvik wipe) of the latest nightly, but it didn't fix the problem.
I also tried reseating my SIM card.
I thought maybe this was a tower issue, but I travel a lot for my work and this is everywhere, strong or weak signals.
Research has told me that my APN settings may be screwed up, but when I go to check them the option is grayed out under Settings -> Mobile Networks. I tried using APNManager to check, but it force closes (Unfortunately, APNManager has stopped).
Just in case it helps, I'm attaching a ZIP containing syslog files. These were pulled after a fresh reboot and two texts sent (one succeeded, one failed).
Small update: I've determined that forcing airplane mode on/off will also let me send another text message.
At this point I'm going to try flashing a different modem and hope that fixes the issue. Will report back.
Unfortunately a new modem did not help. I'm still having the same texting issues. Any suggestions at this point are appreciated, I am once again out of ideas.
Do you have Google voice installed? If so make sure that the sms feature is disabled. Or just remove google voice. For more help visit the source.

I don't, but I think I may have found out what the problem is anyway.
If I go in and check my SMSC, it comes up as +19037029920. The wiki tells me it should be +316540951000. I tried changing it, but the changes don't stick, something keeps changing it back to +19037029920.

I'm having the exact same problem. It started at the same time and has the same symptoms. I can receive texts, but not send texts. If I toggle airplane mode, I can send a single text. I've also tried a factory reset. I attempted to change the SMSC, but it reverted on me also. I was running KitKang (Fitsnugly's) nightly from Jan 24, 2014 when the issue happened. I upgraded to the Feb 19, 2014 nightly, which didn't help.
I've been working with VZW support and they want to replace the device and SIM (though I'm obviously going to try just the SIM before handing back an MDK device). I was hoping someone here would find a fix before the replacement arrives on Monday.
That was going to be my next suggestion is to get a new SIM card

The SIM card replacement made sense when I thought I was alone in the issue. Now, when there are at least two of us who had the problem starting around the same time......
For what it's worth, Googling that SMSC gives me Github results for a piece of code that seems to change the SMSC of a device to that code as a test of some sort. Perhaps something like this unintentionally snuck into codebases?
Except it wouldn't explain why on Feb 19th, my Jan 24th build randomly did this. It had been working fine since then. I'm holding out hope that it's just a fried SIM card, but our timing is rather suspicious.

Similarly I find this strange. I hadn't changed or flashed a build in awhile and then poof, I suddenly started having this issue.
Now that I have ten posts, I posted in the CM KitKat nightly thread with a link here, hopefully a dev will figure this out.
I convinced my wife to let me try her SIM card in my phone, so hopefully it doesn't blow hers up and makes mine work. I'll come back when I'm done testing with the results.
Edit: Texting did not work using her SIM card. I guess it's time to try backing up and reverting to stock.
Edit2: Reverting to bone stock MDK worked. My texts flow freely now. I guess I'll try reloading CM.
Edit3: Flashed back to KitKang 2/19 nightly and the issue came back.
Edit4: Flashed back to KitKang 1/24 (which was working for me until 2/19) and the issue still exists. I'm at a loss.

I just don't understand why my 1/24 nightly worked for 3 and a half weeks and suddenly stopped working.
I tried today's nightly of the official CM branch. It still had problems.
I've noticed some issues popping up since the builds have been unified.

I'm going to try clean flashing my old 1/24 build. When I tried it earlier, I flashed the 1/24 build over the 2/19 build, so maybe something was left behind? I'm grasping at straws, but I really want to be back on CM. I almost forgot how much I hate stock TouchWiz.
Edit: As expected, no dice.
And after all of 12 hours using stock MDK, I'm going back to the SMS-broken CM11 builds. Routing SMS via Voice+ and Hangouts is less of a pain than using a stock TouchWiz ROM.
