Is there an app or mod to enable me to scroll to the top of the page by tapping the notification bar? Very useful imo how my iPhone worked. I installed smart status bar to view my notification bar in full screen apps.

I have that enabled. But for example I'm using this app and I can't scroll to the top. I notice that only works in the email app. Not 3rd party apps

Yeah I know what you mean. I was ready for asking this question myself. If you find anything regarding this then pls let me know. I don't know why they could not have developed the tap to top to work on the phone itself regardless of what app your using.
I miss the feature too the only good thing the if you Swype your finger fast form top to bottom it goes further then the iPhone would like in the browser for example

I know thru xposed you have a few options to screen off by double tapping status bar is..knockoff,gravity,etc...I haven't been able to find a double tap 2 wake option. Which in the past have been they kernel options with TM settings. Does anyone know of a double tap 2 wake feature or a kernel with the feature available for KK ROMs

Commotio with Xbox beta kernel has double tap to wake. I tried it for a bit, seemed somewhat slow to respond, but it does work.
