Do you have your phone turned on? If I remember correctly you need the phone booted into the rom to push the update.
Well, did you verify that the cable was plugged into your phone? And that the other end was plugged into your computer? Lol, jk.
I haven't followed that guide, but did you try putting your phone in fastboot mode to run the ruu? If not, try that. Just boot to bootloader, then select fastboot. Plug your phone in, and verify that it says fastboot usb on your screen. Then try the ruu again, it should work. Good luck

Yes i have the phone turned on, then i run the ruu1.3.....exe in my pc and it goes to the process, my phone actually restar in a black screen with white letters in the middle "HTC" and then nothing happend

It will run from fastboot mode. I've done it more than once. Not in the bootloader, but from fastboot.

is the ruu a exe file or a zip file and also thats automated program and you had to miss a step in order for it to fail at the end if i were you i would go over the steps again because somthing is missing big time

What you do is start by downloading RSD If you have that, good, if not, I have attached it to this post.
Secondly, go to http://forum.xda-developers.com/showthread.php?t=1202666 and follow the instructions for flashing this SBF file.
Third, whatever you did, don't do it again.
Fourth (Optionally) Flash a ROM of your choice after unlocking the bootloader if you want a full ROM, again, follow the instructions of your chosen ROM.
Those steps should get you back up and running.

It comes up as failed? Did you flash it via RSD? And make sure you were in RSD mode on your phone? Not in fastboot.

I think your battery is too low according to your photo. Try connect charger, take out battery and put it back. It will show battery percentage.

Fix
Sorry that I didn't reply any sooner. This is what I did, since when the phone is with that problem won't charge the battery nor with charger nor with USB, so, I ran out of juice... I had to get an universal charger to charge the battery and then I flash it with RSD. I've flashed this file 154_5 sbf, once I got in, I flashed the updated one. It worked pretty good.

Thanks for helping but unfortunately the phone turned out to be dead. After charging the phone, it didn't turn on and I had no choice but to get another one. I must have fried the phone or something.

i have fail to boot 2 too.
i can fix it.
1.put micro usb to phone and charger.
lcd will show "failed to boot 2 " "starting RSD mode"
2.and up sbf from RSD. you can recover phone.

what you need to do is to open ur cmd and log in ur adb as if you were going to flash CWM.Instead,do this ,moto-fastboot reboot and your phone will show RSD mode and bam your good to go.Thanks ceuticco good work

What are you trying to flash?Or you trying to unlock it? If your using pudding sbf file then its normal for it to say fail just pull the battery and reboot the phone and it should say unlock in the top left corner.

Try rebooting your computer
you can try "fastboot devices" to show which devices the computer can detect. If your phone is plugged in and at the hboot screen, you should see it registered.

Reboot phone reboot computer and turn off any antiviruses. This always works for me. If not, might need to reinstall drivers.

Make sure you have usb debugging enabled. I didn't and I got the same error I believe you are. It should be under settings. On the new RUU its under develop options but not sure about older firmware

USB debugging isn't going to matter in HBOOT which is the only place that fastboot is useful.

How to flash via phone (Recommended)
Download the ClockworkMod recovery.img below and place on the root of the internal sdcard. Make sure to rename to recovery.img if necessary!
Download Terminal Emulator from the Market
Go into Terminal emulator and type "su" (lowercase, no quotes) and accept the Superuser prompt
Then type this exactly (no quotes) "dd if=/sdcard/recovery.img of=/dev/block/mmcblk0p22"
If should tell you records in and out and then recovery is flashed!
To get into recovery, you can type (no quotes) "reboot recovery". You can also access it by pressing Volume Down + Power while booting up, and then choose "Recovery". NOTE: You may need to disable Settings > Power > Fast Boot for this method to work.
How to flash via fastboot
I will update instructions later, but if you choose this way, you likely know what you're doing. Make sure to rename to recovery.img if necessary! Place the ClockworkMod recovery.img in the platform-tools (or even tools folder, depending on your SDK version), reboot into fastboot, and type:

There is a way to get rid of the tampered. Just flash the RUU and its just like it came out the box. No reason not to do it.

Just do the unlock, It's fine. That's what I did. You can always relock with the ruu.

It will still happen if you run the ruu once you root. Seems like it does some check on /system and tells you tampered if its been modified (as in rooting). Don't worry about it.

First I would suggest that you get S-Off. You should be able to complete that using revolutionary.
Once that is done let me know. Go to revolutionary.io and follow the instructions there to obtain s-off.

There is an extra guide for this.
(did the same with EU RUU + HEX editing of img i made with dd command etc.)
Dunno if there is a difference of rooting cdma version u have.
Maybe u`r hboot is corrupted, but don`t panic yet... with upgrade - downgrade, u should fix it. (in theory)

Here's the situation, I tried to flash a cm9 rom (i like ics ) and i downloaded and copied it over, flashed it and my evo wouldn't even charge or turn on. I didn't realize that the "rom" was 8mb? I didn't even check and now I have a hard brick. It wont even go into bootloader (back screen), BUT somehow when I plug it in to my computer fastboot drivers installed?? Can I still save my poor evo? I feel like an idiot to the max lol. PLEASE HELP!
Can you provide a link to the file you downloaded? Try leaving your phone on the charger for an extended period of time. Does the charging light come on at all?

I was S-OFF DirtyRacun. I can't get into recovery because the phone won't do anything except when I hold power + volume up which gets me to fastboot WITH SCREEN OFF. My device comes up as t<3 fastboot. I have ubuntu installed and i know the basics of the terminal. I have no idea what my hboot is again screen off. I think it was 1.19 not sure. I'll try to use the linux toolkit in my previous post unless you recommend another way.
You can try running VipeRUU from the bootloader, but if your screen isn't displaying, I'd be hesitant. Take a look at the link below.
