What do you want the file to do? Are you making an application? Are you modifying an existing appliction? Are you theming?
An .apk file is just a file that has an .apk extension. How to make it all depends on what you want it to do.

use eclipse. it is an IDE that can compile apk for you.
google for it.

But it always says application not installed
##Edit## SOLVED, so thread closed

framework-res.apk is a system file. It's not an application or something. I put it on:
system/framework
...replacing the one that was already there and changing permissions. I only do it when I want to install a new UI Mod like the ones they post here.

No, you need root to write to it, but not to read from it.
You do need root to replace the effect tick

Are we talking about a third party installed app or are you talking about the inbuilt lock screen settings? If third party app it will be in data/app if built in to rom this is part of the system ui and I don't think this can be deleted but why would you when you can just disable it..
Finally i uninstalled it. Thanks for your help.
