You can use dsixda kitchen for it. You need some basic skills though.

Modified cwm or aroma installer hmm or samsung bootloader

Last time I find an interesting - kexec - it allows to boot another kernel form current running kernel https://en.wikipedia.org/wiki/Kexec . And have a small idea - what about making a small kernel that we will put into boot.img with kexec and small menu like recovery menu that allows as to select the kernel. After we have multiple kernel on Ace, making a full dual boot is only a next step. I know it hard to make, but now I think it's possible.

i have some doubts and some things which i wanna know before i start so i wanted someone to help me
Just specifically ask then. Your question in the first post is too general, we wont know what u need by "help me creating a rom"
Start by modding an existing rom to your liking, it's a long way and you'll learn enough to start scratching at creating your own.
There's tons of tutorials and guides here. First things first, get root, get a custom recovery (cwm recovery by far the most used) and get familiar with android SDK, apk tool and the adb command line.
Good luck.

These should give u a good starting point.
Also XDA University just opened up. Maybe u can learn from there?
I am afraid u will have to read up a lot before u can start developing ur own ROM...
All the info is there for u, but u need to put in the time to read and learn it all...

But we can surely take some efforts and direct them here so that other threads are not spammed an also so that other members don't get annoyed with such questions in Dev forums...

Well,you've a valid point but let it pass some time
I'd think of applying for a sticky
It's not a major concern
My major concern is people creating threads for any questions instead it's be better off if asked here

Which recovery are you using?
Apparently the twrp backups don't get flashed well with normal recovery and viceversa...
