I'm not sure if this is a relatively new problem with Google Play, but I was compelled to share this with you - as I've spent hours trying to get a solution that worked on a Samsung Galaxy Tab 10.1 (GT-P7510) - and here's my forwarded offering:
Problem
When Android Market updates to Google Play, it fails with error code 941 and all my apps crash within a minute of starting them. The apps start working again if I remove the Google Play update. As soon as I open the Android Marketplace again it tries to update to Google Play again and the problem comes straight back!
Cause
I personally am unsure - but there is definately a compatibility issue with Google Play and the Android Marketplace, of which Google are still working on - hence the reply below...
Solution

Also once you have done all this, use a root explorer and go to system apps and either rename market updater.apk to apk.bak or just delete it. This will keep the market (play store, hate the name) from trying to update and thus not having to redo all this every time you download something.

Hi KnighRider,
i bought a new Galaxy Tab S 10.5 yesterday. when i try to download a new app from google play store, it gives me error ""app name" cannot be downloaded due to an error. (941). if i disregard it by giving ok and if i tap on the install tab again, it will download and install. This happens with every new app download attempt. i tried all the steps mentioned by you with download manager, google play app and disabliling the updates with the app. nothing worked out. could you please help with any work around

Same ptoblem .started when I got the new layout/version of google play a few days ago.
All worked fine until this new layout of google play. Now get error 941 and also the images stop showing up.
Tryed the options mentionned here but after the first install get error 941 etc...

i also found this error after getting the new google play layout.. after i press ok tho and try to re install the application it starts to download..

I had this problem in my mobile few months back! Thanks to this article on appslova, I was able to fix error 941 instantly.

Hey Guys I got my G tablet a few days ago installed Vegan and everything is great market seems to work.
But the problem is I cant see a bunch of apps for example Facebook and Evernote.
When I go online and try to install from market. android. com it says my device is incompatible.
Did I do something wrong?

Fixed it! I'm sorry I can't point you to the source of this fix, I lost the forum, but here it is from memory:
goto settings -> manage applications
-> Marketplace -> Clear Cache -> Force close (DO NOT CLEAR DATA)
->Google services framework -> Clear data
Launch marketplace and you will get an error
REBOOT and wait for wifi to reconnect
If you get an error, keep try it a few times
Now I can install facebook, dolphin browser, etc...

When i got my SG2, I want to the market from my PC and click on the apps to install. It was working fine, Since i have installed a stock rom and rooted the device that function doesn't seems to work, It picks up my phone and i click on install but the phone doesn't get any update
Could you please kindly help me out as it makes life easier when doing it from the PC

Troubleshooting Download Issues
Download stuck at “Starting download...”
If your application has stalled at "Starting download", please use the following troubleshooting steps to help complete your download:
Confirm that your device is on the list of supported devices, which means it's supported for use with Android Market. If your device is not on this list, please contact your manufacturer with questions.
For paid applications, confirm your credit card information is up to date by signing in to your Google Wallet account.
Cancel and restart the download.
Restart your phone, then try downloading the app again.
Confirm there is connectivity to either wireless or cellular networks on your device, and contact your mobile service provider if you aren't connected.
Try your download(s) using both wireless and cellular network connections, and ensure firewalls aren’t blocking access to ports required for Android Market (TCP and UDP 5228).
Make sure you've cleared the cache and data of both the Market app and the Download manager. Here's how:
Visit Menu > Settings > Applications > Manage applications
Tab over to "All"

I have just installed Android Revolution HD 14.0 but I cannot download any apps from Google Play.
The status bar just stays at "downloading". I have cleared data and cache. My google play is version 3.9.16. Has anyone else experienced this problem? Any suggestions of a fix would be very much appreciated.

# Got an email from Google Play Support with the following instructions:
1. Tap Menu > Settings > Applications > Manage Applications
2. Go to "All"
3. Scroll down to "Google Play Store" and tap to select it.
4. Click on 'Force Close'
5. Click on 'Clear Data'
6. Click on 'Uninstall Updates'
7. now it is safe to click on 'continue' when u open the market..so go ahead.
8 Enjoy Installing/Updating your desired apps.

Thanks but I have already followed those instructions from Google. I have absolutely no idea why it stopped working. I can actually update using mobile data but not wifi ?! I have reset my router and that hasn't worked.

I've had this problem before after flashing
I tried everything I could find but nothing worked. Nothing would download for about a week after I flashed and then it just started working again...

I'm running stock on i9305 and I'm having the same problem so it may not be related to your rom
Best thing is clear data from task manager or from wipe cache in cwm den go to advance and fix permissions. Did helps in 2 situations
1. Which u facing
2. Error 927 unable to download.

There are some further steps that should resolve the issue you are seeing, as market is also tied into some of the other Google applications:
After step 6 above do the following:
1. Also find applications 'Google Services Framework' and 'Google Play Services'.
2. Force close and clear data for both of these applications.
3. Go into your Google account and disable all the sync options so nothing is ticked.
4. Reboot your device now, do not run any of the applications.
5. Re-enable all your sync options under your google account
6. Re-Boot again, now you can go and try the Play store.
This should resolve both issues mentioned in this thread. It has happened to me on numerous occasion and this has resolved.
Worth a not if you have any of the other play store, Books, Movies, Magazines then it's worth deleting or completing above steps for these too.

This still works.
After removing play store from system apps... then install a latest version .....now it's stuck in downloading ... I can browse smoothly but can't update and download... all the above troubleshooting step don't work... Help!

I cleaned the cache and data of play store but still, it is not downloading the app but every time shows that it is downloading the app, but in reality, it does not. Can you please suggest some more ways to fix this problem.

3 things to try.
1, reinstall play store app and services via apk from Apkmirror.com.
2, delete and reinstall your Google profile.
3, wait until later as it is most likely an issue with Google servers.
I have another problem with Google Apps.
After flashing any nougat based custom ROM, and then after installing OpenGapps arm 7.1 my phone stuck with a problem that Google services was stopped.
Try a different version of gapps.

Method 1:
Open system settings

I had this same issue right after installing Alliance rom V7 and it was still there after returning to a previous back up. I was however able to fix the issue by reinstalling my apps from a titanium backup that I made previously. After this my apps are once again visible in the market and I am able to download.

If you guys try restoring apps from a tb backup and it fixes the problem, will some post this fix in the Alliance ROM forum.......seems like a lot people are having this issue and I am unable to post it myself because of the 10 post rule.

I got the same error. Method 1 made it worse because after applying method 1, when I started Google Play I got "no connection - retry" error. Only after i restored Google Play and google service framework that the 'no connection error' went away, but the original RFC error is still there.
I tried everything I could find on google and nothing worked.
Google itself didn't even know how to fix it. It's listed on their 'problem list' page and it looked nobody is working on it anyway:
"We’ve received reports that some users are getting "RPC:S-5:AEC-0" while trying to download apps.
If you're receiving this error, removing and re-adding your Google Account on your device may help resolve this issue. We’re currently investigating a permanent solution.
We’ll continue to update this page with developments, so check back soon.

Hello guys,i know i think it's a kind of repost but i got few diffrent case,so i few months ago i can't download any app on playstore no matter how big is my storage space,no matter how small the app size is,it kept showing "insufficient space on the device" message,then recently i installed Clash of Clans,i already had an account which had been registered (google account),so i wanted to sign in,tried to sign in with my g account but i can't,it shows google games login like "connecting" and it's dissapear afterwards,nothing happend,still not signed in because my account won't load (still on the tutorial),i tried to troubleshoot,i restarted the phone,updated the google play service manually (ofc because the playstore won't download) then tried to update the google play games,and nothing works,then i checked settings,and tried to add exiting google account and it shows "UNFORTUNATELY,GOOGLE ACCOUNT MANAGER HAS STOPPED",so i tried to uninstall the update of google play service,but it shows another process that stopped when i tried to add new account,i tried to google,MANY TIMES,i tried their advices,solutions,but nothing work,before doing the last way (factory reset) anyone got idea how to fix this? please anyway i also tried to clear cache,clear dalvik cache,clear playstore data,clear playstore cache,clear play service cache,and play service data,i also tried to clear Google Account Manager cache and data,tried to clear Clash of Clans cache and data,but nothing work! anyone have better idea? my playstore version is 5.6.6
my google play games version is 3.0.11
i downloaded Clash of Clans by mobogenie and it's the recent version

little (q) did you freeze any system app >?
you can try these
1. go to Settings -> Application manager -> ALL, find 'Google Play Store' and select it - Clear cache, if that doesn't work Clear data, if that doesn't work Force stop; if that doesn't work Uninstall updates (restart the phone between each intermediate step)
2. go to Settings -> Application manager -> ALL, find 'Google Services Framework' and select it - Clear data, if that doesn't work Force stop
3. go to Settings -> Application manager -> press the Menu button -> select 'Reset app preferences'
4. go to Settings -> Application manager -> ALL; scroll to the very bottom of the list and see if 'Downloads' is disabled - if it is, Enable it; also see if 'Google Account Manager' is disabled and if it is Enable it
5. go to Settings, find the Accounts group, select Google, select your Gmail address then select the 'Remove account' button. Restart the phone then add your Google account back.
