Has anyone tried it out? I plan on reflashing my ROM since my MIUI Rom refuse to update again, for the second time. What are the advantages of having a MIUI rom compared to just the launcher?

by installing MIUI launcher. u get themes,icons.
but when u install MIUI rom. u get supercool camera app, an extraordinary file manager, an awesome music player amd other cool features

Well, the Launcher is just a Launcher, it doesn't change your whole UI and sytem, just the normal aspects along with a few tweaks they've made. Cool option though if you're on CM or stock or whatever and want themes that haven't been made available otherwise. Great that MiLocker is included.

What is your phone?
If you're phone has a stable ver of MIUI,Install MIUI.
If it's not? Use MIHOME.
But remember that.
MIHOME is only for ICS.

the rom has soo many advantages man.. the launcher cannot provide as many advantages as the ROM.

It's not built into the Launcher, no, but you can install it seperately: http://forum.xda-developers.com/showthread.php?t=1523691
The Launcher is just the launcher (well, and lock screen). Stuff like the file manager etc. are not part of the launcher, they're part of the ROM. If you want everything, install the ROM. Otherwise, you can install a few different bits like the launcher, lock screen and file explorer seperately.
I think there is also a MIUI music player APK for non-MIUI ROMs about somewhere.
