Pay to unlock, but for what you paid for it, the unlocking fee should be worth it. Just do a google search for unlock galaxy note
I think you probably got the GT-N7000 Galaxy Note, which is the international version. It's got a large physical button in the center below the screen, the SGH-i717 (The US version) has four softkeys below the screen.

Hey Indianx I too was looking into locks on the bell phone but couldnt even see what locks were on. Are you able to see them when using dialcode *#7465625# does it not work for you too?

I contacted bell, It's 75 dollars to unlock and yes I know about websites where you can unlock for 30 dollars but I just spent a ton of money on a new phone, case and sd card so I'm not really keen on spending another thirty dollars
finally submitted to using an unlocking website and used unlockclient. com it's the cheapest I found for only 25 USD and really works. You can use paypal to make the transaction.

There is no free way with this phone.
If you are going to unlock it you need to have a stock rom or you won't be able to enter the code.
There is a $7.00 online unlock service. You can find him through ebay.

Is unlocking guaranteed? And for which model? Obviously I won't be using ATT's SIM, so am I still required to pay for the mobile plan? Will my phone get blocked or just the SIM?

You can get your AT&T phone unlocked by AT&T for paying some price and then you wont have to unlock it to run other SIMs other than AT&T. These companies are sometimes hesitant to provide the unlock but you can always buy a international GT-i9300 Galaxy S 3 that comes factory unlocked with no pay plan.

Note that this method may not work for all Galaxy S III or Note II variants. Also keep in mind that this could void your warranty, so proceed at your own risk. Here are the steps you need to take:
1) Insert the desired SIM card you want to use unlocked into your device, and restart the phone.
2) Enter the code *#197328640# into the keypad and press send.
3) Go to Main Menu -> [1] UMTS -> [1] Debug Screen -> [8] Phone Control -> [6] Network Lock -> Options [3] Perso SHA256 OFF (after choosing this option, wait for at least 30 seconds)
4) Go back one step by pressing the Menu button, select back, which should bring you to [6] Network Lock, then choose [4] NW Lock NV Data INITIALLIZ.
If you followed the above steps correctly, your device should now work with the new SIM card!

Eh, but the extra cash I pay is the actual unlocked phone price right? Can't really afford it right now and might just get a cheaper unlocked phone..

You mean just paying the first month+activation+phone price, and delay my monthly payments (my stay can extend up to a year)? Am I not getting an IMEI ban or something for that? And how will an IMEI ban affect my phone usage abroad?

IMHO, they can't or usually don't impose a IMEI ban. Just try any of methods. You can also change IMEI

there are two ways.....if u have a contract with att and u have been a good customer, they will unlock it for you by calling customer service.... i have five lines and i signed the contract with att on Apr 28 2013 and i called on May 22 13 asked them about unlock codes. the customer service guy just gave me the five lines codes "i don't know if i was lucky or that was normal"....... otherwise you can buy the unlock code from ebay for $6 or so...... or buy the phone directly unlocked from HTC
First of all, by definition, you can't 'factory unlock' something that comes out of the factory as 'locked'. So the answer to your title is 'No'.
Now, I understand what you actually wanted to do (sim unlock a factory locked phone), so:
If you look one sub-forum up at AT&T HTC One General, there is a thread discussing the different ways to get the unlock code for an AT&T locked HTC One. This includes buying it on eBay, other places where you can pay for an unlock code, and also calling AT&T directly.
Having said that, why do you want the AT&T version of the One? Why don't you just go to HTC website and buy the phone directly? It's unlocked and unbranded and you don't have to bother dealing with AT&T. Furthermore, if you are in India and not an AT&T customer, do you realize how difficult it is to buy a phone without actually having an AT&T postpaid account? It's not impossible, but it's not easy. I know this because I experienced this myself.

As long as it's unlocked you can. I'm bringing my att s8's over to T-Mobile.
When you buy it from TMobile it is locked to them. You would have to go through the unlock process which I believe requires you to use it with TMobile for 45days and to fully pay off the device.
It will be locked to T-Mobile (you will have the Device Unlock App installed in the T-Mobile folder - which you will need to use it to unlock your phone).
However, I am not sure about the waiting period before unlocking. But once you are allowed to unlock it, you don't need to pay the full price. You will have to use an unlocking service to register your IMEI as unlocked.
Once you get your phone, ask them when can you unlock it and if you need to wait.

It will work if it is unlocked. But please if you are buying from a stranger and they are the original owner, go to the T-Mobile store with them to verify it's actually paid off. They should have a receipt of purchase since it was just released. Since it released on the 17th, it shouldn't even be unlocked as it usually takes 40 days of activation on the network to have it unlocked if it's through t-mobile. And it doesn't have to be paid off to have it unlocked so they can sell it to you even if they still owe than report it lost or stolen. Just be cautious, good luck.
