I an quite knowledgeable about phone, particularly S2, but this is 1st time I experienced this problem.
My friend bought an 2nd-hand S2 via ebay for 125 pounds, it's quite cheap, right? :cyclops: But the funny is that, when he puts a sim on, that phone does not show the name of carrier but "Emergency call only" instead, although it receive full signal with letter H data. The phone still able to use data to check FB, web-browsing... but it does not allow to make call, and keeps saying "Phone not registered"
I did try to make some search and find that the phone might be reported as lost or stolen and it is barred by imei block.
Though I did advice my friend return this phone to the ebay seller, but he still ask me to find any available solution becoz he does not want to lose this deal.
Can anybody here experience same problem or find any solution ??
Thank you in advance
Try flashing another modems, ROMs, kernels etc., but if it doesn't work, he will need to return this phone.

It sounds like the phone has an IMEI block. If that's true, none of this will work.

Try flashing a stock firmware from www.sammobile.com through odin and after that do a factory reset /data wipe.

First time poster and new to this incredible forum
I had the same problem when i bought HTC one x 1 month ago
Phone was branded with vodafone i called voda they said it was IMEI blocked
I was lucky the seller lived in my area so i returned the phone and got my money back. These days if you bought aphone from ebay or gumtree and owner forget to pay his bill or forged ID or claimed insurance on the phone they will block the imei

Hi All,
Recently purchased a Samsung Galaxy S2 from Gumtree online. It was only working on o2 network so got at unblocked from a guy at a market stall so that it works on all network sims. It was working fine for about a week but then randomly came up with a message saying "emergency calls only" and I coulnt make or recieve calls or texts even if i changed the sim to o2. The internet was still functioning correctly however.
Called network provider and have been told that there is a bar on it by an insurance company. Tried to get back to the seller but have not been able to contact him. Have reported him but I would just like to know is there any way to unblock this phone at all? Dont want to lose out on all the money spent on it. would it be worth downloading any unblocking applications if the phone has a bar on it?
Please any ideas, comments and suggestions would be greatly appreciated.
Apologies for the long message
Thanks

This forum is for the SGH-I777 (AT&T version, four capacitive buttons at the bottom.)
You're in the UK and bought from the UK equivalent of Craigslist, so you likely have an I9100. This isn't the forum for you.
Either way, nothing anyone here can do to help you - we are all AT&T customers.
Not to mention, sounds like you bought a hot (stolen) phone. Only the carrier it was first connected to can unblock the IMEI and unless you can prove you bought it legitimately they are unlikely to do so. If the insurer already paid out on a claim then they will never do so. Buying from unknown sources is a bad idea.
So in short, sounds like the guy got scammed.

Hello guys,
new to this forum and feel awkward asking for help straightaway. Recently my friend bought a SGS3 from someone, the phone was security locked (using pin security) so searched the net and found that hard resetting the phone would do the job and unlock the phone. Now the problem comes with simlock but i cant figure out how to disable it, its not like i didn't try but this problem is unusual.
I read the guides on this forum for removing simlocks and tried the *#7465625# which returns with "Not registered on network" i tried insertig a sim and it wouldn't accept the sim but it wouldn't ask for any sim code either. I found this thread http://forum.xda-developers.com/showthread.php?t=2023709 and after i reach the [6] Network Lock option it says menu doesnt exist. Also read this thread http://forum.xda-developers.com/showthread.php?t=1683348 but to no avail. I used esexplorer the first time to go through the files after rooting and dont know if it wasnt rooted correctly or what but it showed efs folder empty. So i reset the phone again and this time used another app and now i can see the files in efs folder.

Was the phone bought subsidized by a carrier? If so, they would need to release it, or unlock it.

The phone was bought used. I am not sure if it was subsidized or not as i cannot see any marking on the body of the phone nor their is any operator logo at the startup but i think that would be because i performed the hard reset.
Im not that familiar with simlocks, but perhaps a bump would help to find others that might be. I would think that it would have some kind of carrier info at boot, but then again i guess im only used to US devices... In about phone, the imei is listed, which matches the sticker inside the battery cover? And it is not a generic imei?

the IMEi obtained from *#06# is same as the sticker behind the battery apart from one last (or two) digits which i think are the IMEI SV. I am assuming its not a generic IMEI. Also the sticker is unbranded, i dont know if service provider mark the stickers or not.
Stepping back and looking at the first couple posts of each thread, as well as yours, "tried the *#7465625# which returns with 'Not registered on network'" looks like the phone is NOT simlocked... What do you mean by "the phone wouldn't accept a sim"? It would not read it? Have you tried to send sms or a call? Or is it just data that does not work?
Hi dude I had the same problem and I downloaded the play store app Galaxysim unlock. It's from chain fire I think, and it's free. But in order to unlock all the features and what not, then one has to pay. Hope this helps.

The "phone not registered on network" also gave me the impression that it was not simlocked nor does it have any operator branding. But when i inserted the sim it would not connect to the operator and dialing *#7465625# would return the same message, i have tried both 3 and orange sims. This is what is confusing me. I also saw a thread on XDA checking your phones IMEI against blocked or stolen IMEIs and no red flags their either so i am assuming its not stolen phone which my friend bought.
If not simlock what could it be.
Have you checked apn settings, to see if they show up when you insert the sim? Honestly, I dont know how much help I could really offer, since this is uncharted territory for me, but again, maybe a bump and somebody will see this.. Have you tried to PM Odia? He was in the first thread you linked, offering help for people with sim lock problems, even though this doesn't seem to be that. He seems to know alot more than me, that's for sure!
Bought phone that was pin locked .
Surely the seller would have the Pin or unlock it before sale .
Sim / network locked problems .
This has all the appearance of a stolen phone ..
Hard reset will not remove operator logo it is more like the a previous user has flashed a stock rom on it .
jje
So you bought a phone used that had a passcode protecting it that you removed by wiping the phone and can't get it to register on the network. Why would anyone buy a phone that is pass code protected and the seller didn't know the pass code? It would seem you have a stolen or lost phone that has been imei barred by the networks to prevent criminals profiting on crime. Take it to your local police station, they can tell you if it is stolen property

Guess i was overlooking the main evidence: buying a phone that is still code locked. But it brings up another point: Can a phone actually be 'turned off' or barred from the networks?

In the UK it can yes, once the imei is blacklisted it can never connect to any UK network. Unfortunately though it can still be used outside the UK but I think there is some progress being made on countries sharing blacklist databases

I started to look this up for US circumstances. It seems that our carriers cannot lock it down, nor can they track it. I actually read that they expect the consumer to be in charge of evidence gathering, such as setting up a tracking app, acquiring carrier records for usage after the device is missing, and taking this info to your local police, who probably know much less and can do much less. Guess they figure its finders keepers, idk.

Like i mentioned in my first post, its not my phone, though i am not expert in android but this doesnt mean i would be stupid enough to buy a phone that is locked and shows signs of a stolen phone.
Secondly, i had the same suspicion that this phone was either lost or stolen, the guy who bought it told me that the seller told him this phone was a taken from original owner instead of money owed so the original owner must have got this one blocked.
I checked on multiple websites and none of them flagged the IMEI as reported stolen or blocked. Are these websites unreliable or update after a long time.
Due to the new revelations of how this phone was acquired, i will no longer offer any assistance. In my mind, this phone qualifies as stolen.

The only sure way is to contact the network that blocked the phone .
Simlocked the network that the phone is locked to will unlock .Test is by putting the original network sim in the phone .
I would pass this information on to the owner and then stay clear of this phone .

So I bought a L9 T-Mobile last Saturday to use it with simple mobile but always get no service, I go several places that repair phones and all say was a bad sim so I bought a new one and same thing happend. I go to another place and say that my IMEI can be blacklisted and when he check says is blocked and reason is STL. I check here at home and says unlock... Im asking is there anything I can do to use this phone? I read that changing roms cmay also change the imei but I'm on 10g so means I can't root it yet.

Changing the IMEI on U.S. soil will land you in Federal Prison for a long, long, long time.
On a good note, I don't believe that T-Mobile has implemented IMEI blocking yet. Are you sure the device is for T-Mobile? Does it say T-Mobile on the top right corner of the glass? If so, try your sim in another device. If it works you may have a bad device.
What is the Firmware version and Baseband version?
You can try doing a factory reset.
Here are instructions on doing this: http://www.resettoo.com/hard-reset-lg-optimus-l9-p769-to-restore-factory-settings. Good luck.
Yes have the T-Mobile logo. I bought it from the girl next door on my vacation on Florida. She say she bought a Galaxy 3 so didnt need this phone anymore and give it to me for $150 and since I have a mytouch 3g slide I obviously accept but use mini sim and wait till I got back and bought a mini sim just to find that dont work.

I don't have my L9 handy. Maybe someone with 10g can confirm the same baseband. If it is different, that may be the issue.
Would you be able to have someone with a T-Mobile sim try it in your phone?
Not yet, thinking on going to T-Mobile and check, if works then transfer my number to them. Would suck change $40 to $50...
Symptoms of an IMEI Blocked Device
CANNOT:
Dial 611 to reach T-Mobile customer care
Make/Receive Calls
Text Messaging
Data/Internet
Use any tools or menus such as calendars, contacts, etc.
This is taken direct from T-Mobile.
I can verify for you whether or not its blocked if you like.
I PM you the IMEI, hope is not blacklisted... Is a good phone and I dont wanna use like an MP3/Video.
Also I check and I can open the tools like contacts, calendar, etc.
Wow! I was not aware that T-Mobile is already blocking IMEI. Thank You for the info.
Worst case scenario is you may be able to use one of those sim unlock services on Ebay to unlock it for AT&T.
The phone supports the 1900Mhz 3G band for that network.
There are plenty of pre-paid carriers that use the AT&T network. Net10 is one of them, and they have unlimited everything for a good price. Good luck.
Oh I didnt knew I can have 3G outside T-Mobile network. I might have to try that. Will keep update on what happend.

To summarize: proceed with caution as you already guessed what might have happened with your new phone.

These days mobile service providers have joined together and sharing centralized IMEI data for any possible criminal activities happening over the phone. Just dont buy any phone from anyone you dont know well. Even if you have bought it from relative may put you in legal issues. Always ask for bill (invoice), warranty card and box, even if warranty is over.
Just imagine that "girl next door" also does not know that the phone is used for illegal activities (drugs/terrorism) and may be thats the reason the phone IMEI might have been blocked and is still traced by International Investigation Agencies, then what? You might have saved some dollars at the cost of your fortune. So beware. Dont do this again. These days we are all wired and easily traceable.

@Jrkoffjonson, Which site you checked for blocked IMEI?
I was looking into straight talk but dont know if is also a t-mobile network. I unlock the phone for $8 so Im happy.
Sorry if this is in the wrong place, first time poster here.
In December I purchased a nexus5 off of some guy that was selling one in my local area. He seemed like a good guy, the phone was in the original box and I was pumped at getting one for a bit cheaper than they are on the play store. Although this last week it randomly could not connect to the network, so I called Telus (my Canadian provider) and after a half hour of troubleshooting they told me that the IMEI is blacklisted as a lost or stolen device? I feel pretty ripped off and disappointed. I found the guys email that I brought it from and tried to contact him but he wont answer his phone, texts, or email. So I don't know what to do? Am I just screwed and forced to buy a new phone? is there anyway I can change the IMIE address? Or anything that anyone can recommend I should attempt to do? Thanks in advance for any help that can be supplied!
Always check before buying. If it is stolen (instead of lost) then you should turn it in to the police. But there is no way to tell and the provider will never tell you which.
It also isn't unheard of for a telco to incorrectly block a phone. I'd try arguing your case since you used it for a month before they shut you down.

Thanks for the input. Who would I contact about arguing it? I talked to someone at Telus for a good half an hour, and they just told me that they have no control blacklisting the IMEI. They would if say i was under contract and I didnt pay my bill. But I am off contract and just put their SIM in my unlocked device. The person told me that say for example if the phone was stolen from BestBuy in novemeber, it could have worked this entire time because it took bestbuy this long for them to put the numbers in there system, and it finally just caught up with me. And also, my SIM works in my friends nexus4, so it doesnt have anything to do with Telus, its an issue with the phone not getting access to the towers. And if it is blacklisted on the national list for being lost or stolen it wont work on any of the carriers in the country... So i dont know what to do
What's up fellers! Been gone a long time and know I am back. I got a deal on a I527 and found out the guy used a Metro-PCS sim. I didn't realize this until after I put my SIM in and saw ATT. I didn't see that when he had his SIM in there.
I read the 5 or 6 posts on not being able to make or take a call from a TMOBILE setup but since this may be a little different I thought I would post and give it a shot.
My symptoms are no calls (does nothing then emits a single beep then hangs up). Does the same when dialing out. 4G and everything else works 100% Phone is fast boots quick charges fast no complaints anywhere except the stinking call issue.
I used KIES to reload the stock ROM. Took about 20 minutes and completed. Still no calls. Here are the details
Phone has the ATT logo on back, says SGH-i527, has I527UCUAMK2 all 3 places. I talked to ATT customer service and they said the IMEI points to a SGHNM819N. But nothing on the phone indicate metro PCS.
I use to hack back in the ATT Tilt days. Not anymore. I had a small stroke and can't do all this complex stuff anymore. If someone points me in the right direction I can follow instructions but it seems to have gotten a lot more cumbersome to do these days.
All I am looking for is bone stock reset where everything works. I can wait for KitKat to come out so I would like a clean fix.
My sim is a ATT. The service agent online assured me the SIM was fine. My old phone was a Skyrocket that got wet. So the MEGA needed a smaller SIM. I picked it up today and swapped phones.
Thanks for any help and I am willing to pay for someone's quick help. I use the phone for work and right now I am pinched.
SD
I had a similar experience when I bought a used mega, picked up full signal, eveything worked except that I couldn't make or receive calls, I just got a single beep. I even went to an at&t store and got a new sim card, still didn't work.
The guy who helped me at the store said the sim tray was bad, made it sound like it was a common. Issue. gave me the number to the warranty dept, said they might cover it. I called them told them what happened and what the rep told me at the store.
They sent me a replacement at no charge.
my phone done that when my imei was replaced with a galaxy s4's imei. I finially found a guy that put the imei from another i527 into my phone, he also replaced that sticker behind the battery from the mega he used to fix mine so everything matches

I took a look and sure enough the IMEI on the phone is different than the sticker in the back. I googled about 6 different IMEI sites US and EU based and checked out both numbers. Every single site says both comeback good. Nothing stolen or odd. A couple of site said not locked. I would like to have matching IMEI numbers. I would like the one used on the label. How hard is it to get rid of the one on the phone and make it match the label.
I don't think ATT will let me swap this out for a new one. I am not the original owner and there is no insurance on it.
Thanks

I wasn't the original owner and didn't have insurance, just had service with at&t. The phone hasn't been out for a year, so it's under warranty unless something shady was done to it. In my case the numbers all matched.
