Edit: Got out of trouble, just asking some general questions now.
Quick Notes
S-ON
GB Firmware (never flashed ICS RUU)
Have flashed ICS ROMs (used GB firmware patch)
I was attempting to return to stock just to get the OTA and avoid the long download times to get the RUU. I went into fastboot and entered the "fastboot oem lock" command, and it did so as it now says "RELOCKED", but now the device will not leave boot loader/recovery/fastboot menu. I can restart the device, but it just turns back to these menus. Any help as to how to fix this would be appreciated.

If you're not on a stockish rom it will do that to you. You have no choice but to flash the RUU now

Agreed. Luckily it's an easy fix, but unfortunately you will have to ruu back to GB.

I actually just flashed CleanROM GBE 1.6.5 to do this. Also, I just re-unlocked my bootloader which got me out of that hell and back into home screen. Do I need to flash a flash a different ROM for this? Also, do I need to flash the RUU before or after re-locking the bootloader?

Try flashing a completely stock rom. You must re-lock the booloader before flashing the ruu. I'll find the one that you need really quickly.

Here ya go. Remember when flashing an ruu it'll scan the ph98img.zip, install it, and then you need to reboot back into the bootloader and it'll install the rest of the ruu. Afterwards, you should be good to go.

Okay, so I'm stuck in the bootloader screen. Was I supposed to put the RUU on my device? Was I supposed to rename the executable to "PH98IMG.zip"? Because right now, with the bootloader re-locked, it won't allow me to do any adb commands as the device cannot be found at the moment. I feel like there is just something simple that I am not getting.

I figured it out. I got it unlocked. But.....why can i not go back to stock? I think it is because i still have Hboot .0004. Does anybody have the PH85IMG.zip file that i can go back to stock with for my recovery? It is very important because i am getting a replacement device
Well you need to reflash the stock ruu then relock the bootloader.
Edit:
If you look in development Xboarder has posted all the ruu files. The search bar would have found that for you. Xboarder also has a thread how to go back to stock.

I'm going to go on a limb here and not read the entire thread and just by the title, I can tell you that your bootloader is locked...unlock your bootloader and you won't have this problem!!! you are probably trying to flash an older .img file or something...unlock bootloader, once you're updated there's not way of going back to an older RUU, since baseband and kernel have been altered, I suggest you do an over the air update of the phone, and install the latest RUU that xboarder has provided. the only reason you would hang in fastboot is trying to flash a mismatched RUU.

oh ok..yea...then he's probably trying to install an outdated RUU or and incompatible RUU, same thing happened to me...so just like i stated...check your firmware version update to the latest 1.43 over the air...the flash RUU from xboarders page in develpment, I beleive he has removed the older RUU's so thats why you might have to do an over the air update, since older RUU's are not avilable..if you've already updated the firmware to the latest 1.43, then I believe you should not have a problem with the RUU. If you have not updated to the latest firmware...flash the stock recovery (you need this to get an over the air update), do an over the air update, then you can use the latest RUU. hope this helps...get back to me.

What firmware are you running currently?
If you have 1.43 then you need to relock your bootloader and flash a valid 1.43 PH85IMG.zip ruu.
You may also consider going back to stock rom, unrooting by rm /system/app/SuperUser.apk then flashing the stock recovery back. Afterwards relock your bootloader.

Hey LakerStar25,
No i did not re-unlock my bootloader. My understanding since i am s-off i do not have to? Also i think i can flash a different bootloader to get rid of the tampered message?
I just wanted to make sure i was all up to date. I was getting confused with all the talk about flashing the leaked kernel, RUU, and firmware. Wasn't sure which to flash do i picked the RUU. Guess that was the correct one!

once you are s-off it doesnt matter the state of hboot being locked vs unlocked. BUT if you want to do fastboot commands with ADB you will need to have an unlocked hboot OR and engineering hboot.

I am on the same version. I just unlocked the bootloader via HTCDEV and installed TWRP through fastboot. Then I installed ROM that was already rooted. Worked great, just sucks with our new HBOOT not being able to achieve S-OFF. Not a huge deal but I love flashing between ROMS that require me to flash kernels through fastboot and not fond of the extra step (Between Sense and AOSP roms that is)

Not to speak for him, but all he is saying that since you are S-ON u need to flash kernel (boot.img) separately when u flash roms for it to install correctly without bootloops.
There are a number of ways to do it. The new mean rom has an auto kernel installer so u don't have to do it separately. U can also use flashGUI apk available on the market to do it, but make sure u learn how to use fastboot command prompt before doing so.
Lurk some, you will find it if you search forums. I am S-off, so I am not familiar with any off top of my head. Sure any rom u want to install will have at least 30 posts about people whining the rom didn't take bc they're S-ON and have to be redirected to another link.

It is not possible right now to have s-off w/ hboot 1.19. It is a possibility in the future that it could happen, but you really don't need it if you learn how to manage with S-ON. S-off really only eliminates a couple minutes at most to flash kernel is all. Plus to flash New radios you need to relock and run RUU for latest firmware which will also update your hboot on S-ON.
A few headaches, but nothing you can't live with. Good luck.
