just a quick question which roms can i use on my us cellular galaxy s2? like which forum for android development should i go in
None in this forum. This is a forum for the i9100, which is a GSM phone. US Cellular is a CDMA network.
Unfortunately, there isn't a dedicated forum for the USCellular variant. The closest one is the Sprint variant, which is the Epic 4g Touch. That forum is http://forum.xda-developers.com/forumdisplay.php?f=1281

Galaxy SII LTE version support T-Mobile 3G by any chance... if not than I'll wait for the T-Mobile varient or Nexus Prime
I haven't heard anything either way, but since T-mobile doesn't have LTE, it would be surprising for the GSII to pack a penta-band GSM radio to support it...
Please use the Q&A Forum for questions Thanks

Can we get a sub-forum for general S4 development (i.e. Roms that work across all S4 variants)?
I will have a DoCoMo S4 variant tomorrow and I feel that all foreign carriers with the S4 variant shouldn't be looking in the US carrier forums for ROMs and such.
Thank you for the consideration.
Hope I am in the correct forum, but have a question regarding the Sprint "Samsung Galaxy S™ ll, Epic™ 4G Touch".
I do not use Sprint, but am under the impression they do not use SIM cards. My question is simple, can this phone from Sprint (Galaxy S II) be used with any other carrier like AT&T? Long story short I have the opportunity to get one of these phones, but my contract is with AT&T.

Probably not. EDIT TO ADD: Sprint is a CDMA voice network. AT&T is a GSM voice network. You'll never be able to get voice on one network with a phone from the other carrier because of this.
And the Epic 4G Touch has its own forum. This is the forum for the GT-i9100. Different phone from the Epic 4G Touch.
FYI though, the GT-i9100 DOES work on AT&T - I have one, and am on AT&T.
I travel all over the world but my Samsung galaxy SII (Sprint) doesn't work outside the U.S.
Is there a software/MOD I can install it to make it work outside the U.S.
Thank you!

You're asking in the wrong forum. This is the forum for the international Galaxy SII, the GT-I9100. It is a GSM phone. It does not even work on Sprint's network.
Sprint Galaxy SII is the Epic 4G Touch. It is a CMDA phone. It has a separate forum at http://forum.xda-developers.com/forumdisplay.php?f=1281
cdma phoes will not work moutside of your provider because they are locked to sprint only.
You need a GSM varient to have a world phone.
Anyone else know kinda a noob here. just wondering if the Sprint version of the Galaxy Note 3 is compatible with AT&T. if it is what do i need to do. whether it needs to be unlock or not. ???help???
Questions and help issues go in Q&A and Help section

The answer to the OP question is NO. ATT is GSM carrier, Sprint is CDMA. There is no current "unlock" to allow the international GSM portion to work on USA networks.
Sorry.
