I am looking for an Arabic ROM for GS2 , otherwise a method to install the Arabic language on the current rom
and I would like to know how to enter bootloader mode on GS2 and GS1 (I never do that with samsung, only with HTC)

We don't do bootloader stuffs here, thanks to Samsung openness.
Please provide details of your present ROM/firmware?
Do you have ROOT access?

After upgrade I'm in Android 4.0.3, kernel 3.0.15; the phone read arabic, but there's no arabic menu even with morelocale2 app (with the same app we have arabic in htc !)
what do you advise me to do?

I don't think it does, I'm not seeing it listed in the language option on my device.
If its the stock android 2.3, it should support it. I had it on 2.1 and because in Canada where I live, 2.3 is still not out so I'm using WB custom ROM and even though the latest ones (4.0.4 and v5) don't come with Arabic text supported as is, there are downloads for that package which makes it work
I just upgraded to v5 as well and reflashed the font&language zip file and my Arabic is back.

I'm not sure what you're asking since all ICS ROMs that I've tried has arabic working perfectly fine for me.The good thing about Ice Cream Sandwich is that it has RTL native support unlike gingerbread, and so you should be able to use any of them without much trouble.
If your problem is finding the keyboard in arabic, then a very few of them might not have it. If that's the case, you can easily fix it by downloading any other keyboard from the play store.
If you are asking for Arabic menu and such then you have to wait for official release.
installed one of 4.0.3 custom rom, turn out it can read arabic language perfectly. but somehow i can not write it properly, even copied some word from arabic web, and it will look disjointed in my phone

Ics supports rtl reading by default.
To write install the latest beta of Swype and download the language you want, that is Urdu or Arabic in your case.

Regular stock rom with gingerbread.

In case this gets to be of anyone's interest, I found out that by updating the system (using regular KIES software) it will download the latest version of the stock ROM.
This will cause the device to download all languages (and if you live in a Spanish speaking country, it will bring the language in that update).
I hope it helps anyone in the future.

Try "MoreLocale 2" or "Set Locale and Language" from Google Play.

thanks guys/gals for the reply , morelocale2 kind of worked however the translation seems not complete, anyway, I guess this is the only way to add menu language without flashing another ROM .
BTW, is it possible to flash another official ROM for different area to this phone ? I have i9100m from bell Canada, if I'd like flash Samsung SII RoM for hongkong will that cause any issue ?
Idk about i9100m, but if you were on international version, you can flash right away
