"Making" a rom isnt a single well defined thing, what do you want todo, deodex a stock rom, build a AOSP based rom, apply mods to a rom, what?
Your best bet is to work out what you want todo (read around rom threads to see *what* can be done) then search for howto's, basically everything is documented if you search.

First thing you'll need is the ability to search the dev forum and find the guide with tools that describes how to do this.
I was at dev forum, but it's hard to find something, because there are so many threads

I'm going to build a cm7.2 rom for my huawei c8860e.
From what i've read, i download the source code on my ubuntu 12.04. However, I have not find the cm7 code for my phone.
If i want to build cm rom what i should do next???

I was going to make a kernel based on cm7 kernel, so how to start.
And how to add frequencies.
Adding over clicked frequencies is the main purpose, please help me somebody.
I want to make it for HTC explorer but there are nearly no devs who can help me that's why I am asking here

Explorer and similar devices.. a forum or atleast a sub-forum.. and happy to see they accepted our request..
Being a Lagacy Device.. they gave Explorer and others a complete forum!!

if u have some prior coding experience then adding frequencies, adding governors should be a piece of cake...
if no,
then you better check the gb cm7 rom for optimus one..try to find out the commit where actual work was started by the cm team on the kernel..you will find out how they added frequencies, governors and everything...:good:

I would suggest you to try compiling the cm kernel for your phone whitout changes. (cm wiki)
After you succeed compiling the kernel, test if it is working.
Now you have a base you could start working on.
Next step could be to change something. (frequencies for the p500 have to be changed here: arch/arm/mach-msm/acpuclock.c)
Ive had hell of a time getting it to work with fedora linux i was wondering what version of ubuntu would be the most compatible with building a ICS rom.

Can someone provide me the perfect tutorial to build a rom ? From the start using a base rom plz tell the environment required and how can compile ?? im asking this coz i tried using cygwin to create a touchwizz themed cm9 rom ended with no result either the phone wont boot or i get status 6 error !!! Plz anyone help

You know codes.
Using a base is "porting" a ROM not building one.
There are a bunch here on porting, but in the end its a lot of trial and error. Reading logcats, an working from there.
Since the ported ROM wasn't built for your device, there's no specific directions on how to do it and have it work for every device out there.
