Probably corrupted efs files or whole partition. Flash stock firmware first. If this doesnt help than restore your efs backup.

The problem:
1. Your problem has nothing to do with /efs
2. Your problem is with the missing baseband/radio/modem or whatever you call it.
The cause of the problem:
1. You were flashing a new ROM via cwm recovery while your phone is connected to the charger. It's a known bug!
Solution:
- download a cwm zip modem here:forum.xda-developers.com/showthread.php?t=1277593
- disconnect your phone from charger
- reboot to cwm recovery
- flash modem like normal ROM, you don't need to wipe anything
- reboot phone.
Problem solved
Swyped from my Galaxy SII
No, I don't think it will be 'solved' if he has problems with serial number and IMEI which are stored in efs folder. Modem have nothing to do with it, only with baseband.
Do not be so sure of your advice if you wish to help someone. There are few things that may be responsible for that behavior, but most probably is efs corruption. Sure he can also flash modem, but I'm pretty sure that this will not help at all.

Because his baseband is missing which is why I was sure.
No baseband = no imei, no telephone function.
Baseband present, but no telephone function, generic imei = /efs corruption

No my friend. If modem is invalid IMEI and serial number are still present. I have checked that many times when Mobile Odin inproperly flashed modem.
But true is that better to flash modem via cwm.

Ok so I just got a brand new Galaxy s2 FREE from Vodafone AU... well not exactly, after crap reception and a $500 bill direct debited from my account for excess data I never used, they gave it to me outright. Bribe 3 months before my contract expires I guess.
Firstly I'm NOT a NOOB been flashing for 18months on my old SGS1 and do know a bit.
-So I started with a stock GTi9100T phone...
NOTE: After much google action I discovered that the GTi9100T is IDENTICAL to the standard SGS2 as far as I can tell except that is has a lower SAR output. Unlike the i9100G there are NO T-specific hardware or firmware differences (except possibly the modem or trivial rom settings) and no separate sources either.
-Then I flashed a CF-rooted stock kernel (KF2 i think) matching the stock firmware via Odin.
-Next I downloaded Foxhound Batista 0.2 ICS XXLPH based rom and flashed via CWM recovery. I came in two parts and I must have missed the correct seequence because the rom bootlooped.
I decided to format every partition except sdcard and flash CF-root kernel via Odin again.
-This time Foxhound flashed sucessfully.
-Now I did forget to backup my IMEI (facepalm) easy to do when you have a FREE SGS2 in your hands. IMEI survived fine but the Serial number in setting> phone is "Unkown"
-Now my questions are:
-Does the serial number listed as unknown cause any phone-identity problems like a missing/corrupt IMEI?
-Can I fix this with .md5 backups in my EFS folder or any other way easily?
-Is it caused by still having GB bootloaders running ICS?
-will a sammy stock firmware flash (3-file low-level + pit/repartion) fix it like IMEI issues?
-Is is something to do with having GTi9100 rom running on a GTi9100T device?
Thanks in advance peoples, happy to join your area of XDA
Edit: So I finally found a discussion touching on this in the CM9 thread but it reveals very little:

Serial problem ???
jje
You need new ics boot loader, ics stock ROM to fix that serial....
Sent from my GT-I9100 using Tapatalk 2
I've never used a custom rom that does show the serial number in settings, and I only used stock for a week when I first got my phone & don't remember if it showed up using stock.
Either way, it's irrelevant. What possible issue could arise whether settings/about phone showed your serial number or not ? As long as your IMEI is good/not showing the generic '0044' one, it's all good.
People getting in a tizz about nothing on here as per usual.
Custom kernels than might lose it again
Sent from my GT-I9100 using Tapatalk 2
It's the new ICS feature, it shows serial in about phone, and yes it does nothing, but it sure bug when you see unknown.... So update to latest stock and it will be fixed. Easy. As I said, custom kernels again can make it unknown.

thats not an issue as long as ur IMEI no is intact, even i have the same ' Serial no unknown' and i am running custom AOKP rom (ressurection remix v2.5.2) without any issue
Well the IMEI seems intact, but I use a app that is relying on the serial number

HELP
Even I had the same issue as the OP and tried flashing the ICS bootloader using ODIN. But for some reason ODIN is not responding and my phone is still in download mode. The USB cable is still connected.
Is it safe to disconnect the USB cable or will it brick my phone?

I just flashed the bootloader and I still have all zeros in the serial number field. Isn't there any way to manually edit the serial number back into /efs or something?

I believe this happens if you are on 4.0.4 as it seems to be a reading error.
My problem is, I get very weird values on my serial number.
Hi
So I was running the latest JB leak. However after few hours I was unable to send any msg or call to anyone.
So I thought it might be a ROM issue so I thought of going back to ICS stock again.
So I did this:

, but my phone got stuck in NAND write. After a long time I disconnected it and now I can't go to Recovery MOde either.
I can only go to download more.
Can My phone be saved?
It doesn't usually say 'get pit for mapping' so maybe you need the .pit file
Sent from my GT-I9300 using xda premium
Actually, it does normally say "get pit for mapping," (even without a pit file) but it goes by quickly on a normal, successful flash.
1. Try a different usb port.
2. Different usb cable.
3. Different computer.
4. With pitfile. I dont know which is correct.

Hi
I tried to re install it, but this time I launched with Administrative rights.
It worked
Atleast my phone is now starting.
However I can't make any calls, but I can get calls and smses.
Moreover I can also use mobile data.
I don't know if it was because I flashed the latest leak or it's just a network issue.
Can my efs folder be corrupt?
You have soft bricked it

I installed the Latest JB leak. It was all fine , but after few hours I was unable to make any calls or do any msgs.
I was initially, but then I tried to install the Note 2 Gallery and wiped cache and dalvik partition.
After that I couldn't even check balance.
However I could get incoming calls and messages.Even after that.
Could the flash have ruined something?
I have now reverted back to stock ICS and wiped the user data.
BUt I'm still unable to call .
What could be the reason?
Help!
Just a network issue or has the flashed ruined something inside my efs folder/

Check in settings->info->status and look for imei.. If It is still there all should be ok and It could be a modem related problem and for solving that you should try to factory reset the Phone and then flash the cwm zip of the modem You need..

hi, recently i rooted my sgs3 , made a full backup using cwm but didnt backup my efs folder and flashed 4.2.2 PA rom which causes the phone to lose its imei and signal . instead of doing recovery procedures i tried to fix the problem by flashing other roms ( 4.2.2 leaked XXUFME7 , CM 10.2 , restored the backup and even tried the stock firmware ) and then tried many repair procedures and none of them worked!
1 - is there any way i can get my imei back ( like re-partition )
2 - any way i can extract my old efs folder from the backup
i am in pakistan so i cant send it to a trusted repair center because there arent any
If you did flash MG4 previously
if you fash MG4 before the problem, try to flash again MG4. But if you did not flash the MG4 ever on your phone, try not to because it changes the structure efs. if you flash MG4, will no longer be possible to flash in a previous firmware. But if flash MG4 in a unit that had been flash with this firmware, it will again play the efs and will get right back imei
The backup does not contain efs.

You can of course read the thousands of identical posts for further information .

Are you doing full flash via odin? Id do that. If still not - repair. Local phone repair shop should be able to fix

i did same thing ...only option you have is to send to samsung repair centre.....if its under warranty still???..Unless you know some one who can reflash the chip which contains all the firmware and efs files cause flashing through odin wont work as that only over writes the files....the phone simply needs to be reprogrammed from scratch...

how can i sort this problem. CSC:LL2 (XXX)
i've checked the csc on the phone and its O2U
I restored the phone via kies using firmware upgrade and initialization
that didn't help so i installed recovery-cwmtouch-6.0.3.2-GTI9300 via odin, factory reset phone, cleared cache, wiped delvik file then to make extra sure i went in and wiped everything one at a time, sd card ext sd card, preload ect... then used kies again to restore phone and still the same problem.
please don't just reply saying read all the other threads on the same subject.... i have.
many thanks
lee
Kies has decided your phone csc doesn't match the update.
I've never used kies so can't help solve problems with it, apart from recommend you uninstall it.
If your csc has really changed, I've read that the 4.3 update can cause this, then you can download the full rom for your country from sammobile. Check the md5 then flash using odin (remove kies first), factory reset from recovery and the csc will then be set.
CSC is pretty useless for most people, it just seems to complicate Samsung issues.
I've done everything you have recomended apart from removing kies first. I have downloaded every O2U rom from kies from 4.0.4 upto the latest 4.1.2 and I've backed up the efs file for every rom as I've updated via odin. I don't usually update via kies but I just wanted to try and get everything back to stock
Sent from my GT-I9300 using xda app-developers app
Doing what I've suggested will put the phone to completely stock, apart from your flash counter which you've increased by flashing a custom recovery.
If you want to reset this as well then follow the guide in general forum, sticky threads.
The only definite way is for you to flash back your original saved rom .
Alternative would be under search Kies Emergency Recovery .

i've gone back to an O2U rom and i have managed to update to the latest version using ota update but kies is still showing the (xxx) problem
i've wiped the counter with triangle away and unrooted the phone so it is now totally stock.
Totally stock and correct registry entries ???.
Suggest you find the Kies forum some place on the web or try a Samsung forum .

one bit of info i forgot to add.
if i flash a new rom the imei and sn numbers stay correct but if i try and put the efs file back it doesn't work, but if i reset the imei number and sn number with my nspro box i can then install the efs file and it works.
