there is no pic there???

Why did you RUU to update?
You're S-OFF, just flash it. Thats the proper way to do it

As long as you're still s off, you're fine.

I had to RUU again because I did the ota update. It wasn't letting me since I have twrp recovery.
I reattached the picture.

1) Never take an OTA.
2) You're still S-OFF, so you're fine.
3) You are S-OFF, so you flash updates. You never need to RUU or take the OTA to update.

Are you still on 1.83 firmware? If so, you might want to just flash the 4.5.91 sbf that includes unlocked bootloader & root. Or if you just want stock & are still in the older firmware, just re-flash a older sbf file.

I don't want a new rom. I was told to flash a kernel and a firmware, each thru bootloader, but the base doesn't upgrade. I see everything except the base upgraded. Is there a third file to load?

That's not the correct way of doing things. Your Rom is on the old base so your info will remain 1.13

So you have a gsm phone , ship Rom? What Rom is that? Are you trying install the ota official HTC rom?
signature( don't ask me for help, as could care less if you phone explodes)
If you want to use the OTA PG86IMG.zip you need to relock your bootloader.

Sprint EVO 3D Unlocked S-on 1.58 EXT4 recovery flashed to MeanRom and only boots to lock screen.
Tried starting recovery from fastboot, and disabling smartflash, and flashing the rom like that, but no dice.
Any help?

There is no RUU for the latest software update, which you have. You can use the VipeRUU tool found in the development section but you must be S-off in order to use it. It will put your phone back completely stock-unrooted with the bootloader locked. You can use Moonshine to get S-off and then use the Viper tool. You will need to go through the steps to unlock your bootloader again if you decide to try Moonshine.
