You can use a proxy server like www.hidemyass.com to do it on the computer. That's how I registered for Google Music from India.
Try these methods. I can't guarantee if they'll work, but the DroidVPN method has worked for my friend quite recently.

I just downloaded a movie from the play store. Now I know when I have a movie already on my SD card, I can play from my videos app on my phone and stream to my xbox. Is there a way to do this from a video rented from the play store? Or a way to just play it from the cideos app provided from samsung/play default with the video app?

Edit- or if I download the movie for offline use, where is caches temporarily? Maybe I can just view it via samsungs video app that way
