Yes. The box at the far right of the bar can get it off the bar, then go into settings and specify the percentage.

Is everything alright whit my cam?where is low light i sometimes see this blue/white spots but when i use flash everything is normal.

did u try other market camera apps to be sure if its wrong with the phone camera.

try using an app like light flow it lets you set custom colours etc for specific apps
