I think they fixed this in CM9 but I could be wrong. When I was using last cMIUI ICS version, which is based off of MIUI and CM9, the camera didn't do that extra flash you're talking about. Try RootBox ICS or Ressurection Remix ICS. Those were the custom roms I was using before making the switch to cMIUI and I'm pretty sure they didn't have that bug.
I'm using the jellybean version now and the extra flash is back

Personally I'm not running CM9 based Rom so I can't know if it has been fixed in any CM9 /CM9 based ROMs.
The only useful info was the one i earlier posted.
The camera flash issue has been fixed in the ROM I'm running, ParanoidAndroid (based on CM10). So the issue would definitely have been fixed in the latest CM10.

Please before insulting me, first check my track record.
I've been running ParanoidAndroid since onset and if i tell u something was fixed, then I'm talking from my own experience.
I told you the problem was gone in 2.12. I didn't say 2.13.
Maybe it's my camera app configuration that fixed it, who knows.
This my camera (gallery.apk) configuration.
Under Paranoid settings,
Change gallery.apk Layout/UI to 640px, and change DPI to 120, apply and test.
This is my config in 2.12, and i can confirm i don't have the problem

i just discovered that when i change the settings of gallery back to default, the camera flash problem re-occurs but when i change back to tablet settings and reboot, the problem disappears.
Maybe it's not working in 2.13, but i can't definitely say that until i upgrade to 2.13 myself (about 12 hrs time).
I'll keep you updated once i update.

I have tried the Sept 15 version and my phone would always force reboot so I change it to Sept 19...
I'm just asking for input on what people are using and are comfortable on that version! May it be cm9 or cm10, so that I don't have to re-flash all the time and I can wait for the stable release of CM10...If I could post on the development section I would have posted it there, but as you can see I'm new which is why I posted it here...
The most stable is CM7 or CM9. Your choice, GB or ICS.
Read, and try them out yourself.
I have been using rootbox 4.1.1 since 2.5 but still can't seem to disable the key backlight.
What I tried:
Settings -> Device Tweaks; Galaxy Settings -> Screen -> Touchkeys; unchecked "Enable keys backlight"
The soft keys still light up every time for 3 seconds before fading out.
I was able to disable this back in ICS (Spike Pure ICS). Anyone knows how to disable it?

Are u using Siyah kernel? If so, then disable backlights in Extweaks. Uncheck both ''led-on-touch'' and ''led-fadeout'', then uncheck again ''led-timeout'' (Use rom defaults).
