For stock Note, go to: settings/display/screen display/lock screen wallpaper/wallpaper gallery

Iam coming from atrix and on that the alrm.time used to be displayed on the lock screen.

Don't think there is with the TW lock screen but you can always get GoLocker or WidgetLocker and customize them to your liking.

try "Wallpaper Changer" on Google play, it's free
It doesn't change a lockscreen wallpaper. Any idea guys?

If you are talking about that you change the wallpaper in the lockscreen and now even when you change the wallpaper in the homescreen doesn't change the lockscreen wallpaper, then just change the theme to other color the lockscreen will "return to normal" to change with the homescreen wallpaper
