I'm pretty sure that you can't just download and use that particular widget. because it is hardcoded into the touch wiz launcher. Probably best to ask on the omega thread you got the rom from.
But I could be totally wrong.

Are you sure you did not de-select the Samsung apps when you installed the ROM?

S Planer widget can be only placed on Touchwiz desktop.
I use apex and it's not available.
When I switch back to Touchwiz it can be selected again.
i have deleted the s planer

Hmm you can INSTALL it but whether they would work is another matter. They need the TW framework afaik and cm doesn't provide this.
I suggest ultimarom if you're looking for a aosp feel and don't mind being stuck on 4.1.2

However, I don't think anyone has made a port of this to ICS yet.

This work on ics https://play.google.com/store/apps/details?id=com.mobint.locker.plus&hl=sr but only with 4 apps and user have limited apps for choose. I hoped locker from slim bean rom by besst cant be installed on ics rom.
I edited a port of the ICS AOSP lockscreen that works on ICS, but it is not like this one.

Here is the fullscreen dialer for Galaxy A7 (SM-A700H)

Install it from recovery for lollipop. This mod is for odexed and deodexed roms 5.0.2
I have SM-A700H, not tested on other versions. But I think it will be ok. So you have to test it, if you want.
