Guys what is the difference between a normal xperia mini and a xperia mini that has developer options?
i have a phone that offers me a dev id no. is my phone allowed to download roms before it is released to public?

Use AndFTP if you have to do it on phone. It's just an ftp server...

When you connect you'll be in the root directory, go to flip font folder and navigate from there.

LOL WTF!! .. Reflash your firmware and be sure you are using proper kernel and working ROM! dont use too much MOD coz sometimes it makes ur phone act weirder than usual

I see this when I flash a fw for another region.
even when I plug it to my laptop ... pcc says i'm in .599 fw .. :d
Probably you are using old kernel. Try updating your kernel to .54 kernel.
Update center read the build number in kernel, not in phone.
