Are you on stock rooted? Is USB debugging checked?
When you started the process you should have had it set to charge only, make sure you have taken all the updates in SDK manager..

You need to be on a stock rooted Rom before you start control bear:/ run this ruu http://www.androidpolice.com/2012/0...ull-ruu-build-4-03-605-2-for-the-htc-rezound/ name to PH98IMG put on sd boot to bootloader let it update.

Then unlock your bootloader again, flash recovery, and then flash this in recovery to gain root on stock. https://docs.google.com/file/d/0B0ZJtM40GdJ0MEpGeG1ZWi0yNDA/edit click, file>download.. then boot go to the supersu app the zip installed in recovery and except the updates, verify you have root (root checker or something)... Check USB debugging.. then start the control bear process.. use .5 ICS version of control bear with this particular ruu

Just to start with the obvious, have you done everything in the following instructions?
Shabby's AIO Root
Install the Motorola drivers.
Turn on debugging mode: Menu/Settings/Applications/Development/USB Debugging.
Connect phone to computer in "Charge Only" mode.
Double click the root.bat file and follow the on-screen prompts from the window that will pop up.

I've rooted 4 photons and had similar issues where it says its rooted (after running the program), but in actuality isnt rooted (no superuser app, etc).
My solution was running the program again. Also if you are running in a windows 7 environment I would recommend "right clicking" the batch file and running it as "administrator"
also make sure your computer firewall isnt blocking any functions.
The one click method never worked for me until i SBF'd to 198_7 but i would recommend using the torpedo method and following the instructions here: http://codehenge.net/blog/2011/08/rooting-a-motorola-photon-without-a-dock/
Goodluck!

If that does not work try the instructions @ http://forum.xda-developers.com/showthread.php?t=1243792
Id suggest downloading dropbox and photon-torpedo.tar and then exporting the file to sd\download to skip installing the dolphin browser. I know this method works bc I just re rooted my device
I had the same problem, make sure usb debugging is on and change from charge mode to portal mode, i believe that's what its called. Don't know why this does it but it does

I've noticed in my experience that ADB doesn't seem to like USB 3.0 connections. After switching to a USB 2.0 port, ADB should be able to detect the phone, and the one-click root program should work just fine. If it doesn't, try booting the rooting program as administrator.
Right click "Run As Administrator"....Gotta love windows
I used a different USB cable n it worked thanks for all the advice

I have an ATT Note 1717, It got bricked during a bad root. Referring to this article http://forum.xda-developers.com/showthread.php?t=1634087, I'm trying to complete the last step with the Image file and the ADB command. Just taught myself how to do this reading on the net. When I try the ADB command for the image file ADB tells me the file does not exist. I copied and pasted as suggested and placed the recovery image file from the original stock tar on the SD card and the internal USB storage file, but to no avial. I noticed when I view my device on windows explorer it shows the SD card as simply Card. Is this maybe the problem? Should the sdcard command be edited to read just Card in the ADB command. I'm affraid to try this on my own fearing it will brick the phone again. Any suggestions as to what I'm missing here
Use odin itll be far simpler and painlessd

I used the instructions in the thread linked to below to return my phone to stock many times, including one time before I returned my Note to Asurion /AT&T as part of an insurance claim after I dropped it and broke the display (Yes, you've read that correctly, there was no display on the screen, I know that it worked then, because I could hear the AT&T boot animation audio)

i am going to assume that everyone has odin if not u can easily search the forum for the download...
next open up odin and select pda and choose the download stock tar
switch your phone into download mode and conncet to the computer
make sure that you dont have repartion selected and press start
this will bring you all the way back to stock
now you will be able to try to root your device using the correct process
if you plan on flashing a custum rom simply place custom rom on sd card
download recovery from here http://forum.xda-developers.com/showthread.php?t=1584576
place that in the pda slot make sure phone is in download mode make sure re-partition is not selected and and press start once complete restart phone into recovery do a full wipe and flash rom

In the excitement of wanting to try out Sense 5.0, I did what was suggested and flashed the "Beastmode" Kernel.
After flashing, my current rom (Viper DNA) stopped booting. It's in a constant bootloop now.
I wasn't prepared and didn't place the new Rom that I wanted to flash on my SD Card (because it was still downloading.)
Now, the only backup and the Rom I have on my SD Card is ViperDNA, which won't boot.
How do I mount my USB and push the file onto my phone from my computer, when it doesn't boot?
Use adb push romfile.zip

That's exactly what I was thinking but at what point do I plug the phone in?
I've tried:
-the phone completely off - and the "adb devices" isn't detecting my phone.
-in recovery - not detecting my phone.
So when do I plug it in, as in as what screen?
In fastboot, "fastboot devices" seems to be working fine.

update to the newer CWM recovery 6.0.2.8
Okay, I finally got it mounted and now ADB is recognizing the device.
Now, how exactly do I push it to my SDCard location?
As far as I understand, I tried:
adb push C:\AndroidSDK\android-sdk-windows\platform-tools\Sense_5.0_Beta_.signed.zip
but it's not appearing on my SD Card.
Am I supposed to tell it WHERE to be pushed to?
If so, what is that?
Edit:
I did
adb push C:\AndroidSDK\android-sdk-windows\platform-tools\Sense_5.0_Beta_.signed.zip /sdcard/Sense_5.0_Beta_.signed.zip
And I THINK it's pushed. (took forever)
However, I don't see it on my phone SD card through recovery.
Where did it get pushed to??
Isn't that what sideloading in CWM does, or is it different?

Sorry about that, I ran CASUAL, but i guess i had a problem with that, I thought I was unlocked and rooted after completing it, but it turns out I was only rooted and I tried to flash a ROM without and unlocked bootloader.
Your bootloader is locked.
You must Odin back to start and redo the whole process.
I root then unlock then flash twrp then ROMs
I never had a problem.
Or you could start at the very first post here. That days questions about soft bricks

@leodani No offence, but your info about fastboot and download modes is wrong.
Fastboot and Odin download mode do not require USB debugging on. But as demkantor says due to locked bootloader, OP cannot use some fast boot commands.
