If you are thinking of connecting the modem via USB cable into your phone.. that's not possible.
Only possible (expensive) way of doing it is to get yourself those wireless router+modem (Netgear, Linksys, etc)

Is it possible to connect such an adapter to the phone/tablet by an OTG USB cable? Are there any drivers or apps that enable WiFi adapter to be used on phone/tablet?

I have a cable OTG bought on amazon that the original samsung usb connection kit with PPP widget, but every time I plug the dongle I get an error where it says it has received a high-power device and you can not use it ..
Is there a way to fix this problem?

You could try plugging a powered hub into the OTG cable and plugging the dongle into that hub. Then you'll have to hope that the kernel was built with drivers for the dongle.
Short and to the point:
Does the HDMI port on the top of the tablet have support for Ethernet? If I connect it to an HDMI device that's bridged to the rest of the network, will the tablet use that instead of Wi-Fi?

As far as I have seen in the forum people tried it with hubs but weren't successful. Same story as the hdmi output :/
Yes you can, I've tried usb Ethernet adapter connected with type-c OTG and the tablet happily connected to the wired network (WiFi off).
