cynogenmod doesn't support dual sim phone officially but you can install custom rom from here

no, you can't
the possible way is porting
but note this, to port a rom to your device, the booth device much have same resolution of screen
for the guide to porting rom, search it on this forum or internet
Is there any Omega 4.4 KitKat rom for i9300
If not, are they in development. I really like Omega roms for Samsung phones.
(Btw, any Samsung based 4.4 KitKat rom would be fine)

There are currently no 4.4 Samsung-based ROMS available.
There are CM11 variants such as Temaseks unofficial CM11 (4.4 - KitKat) that are comparable to stock/vanilla Android.
KitKat for SIII is only to be expected in March/April. Although delays should be expected (usually the case).

No, with cyanogenmod there is no way to output to a TV.

Latest android version (from Samsung) for your phone is 4.2.2.
But you can search for a custom rom.

4.4 available for s duos(no network) but i don't know it will work on s duos 2

on XDA best rom threads are not allowed.if you want best rom open s2 forum in 2013 beta theme and click on roms.I cant say its the best,it is only used by most people
