Are you S-OFF already? I don't think you can flash a new bootloader if you're not.
If you are, it may be that you have the wrong bootloader for your device and the CID doesn't match.

The easiest way is with the JuopunutBear (wire trick) method, and you can start here.

thx I tried this method, everything works fine but when I do the WIRE TRICK ,stops at the screen..if reboot is always the same screen(green arrow-juopunutbear)
fortunately, this program creates the file(boot_backup)......

Did you unlock it fine? Get that unlock bootloader splash screen?
Admittedly I am still a noob and learning a lot via these forums, If you are trying to unlock your bootloader via HTCDev visit android forums and search in the HTC EVO 3d section "Complete Newbie's Guide to rooting and flashing ROMs/Kernels using fastboot" by JeroFld this newbie guide will help, It helped me alot.

when you wrote unlock code.bin , it should ask you to confirm, on your phone's screen , after that your bootloader will be unlocked and you can flash recovery later.
If you aren't getting the confirmation screen , running RUU might help

Running the latest 2.17 RUU will help if your CDMA.. Sounds like your phone was never unlocked..
Hi there again Reaper24 & everyone.
If the op is still trying to unlock on hboot 1.50 they may find the guide in my signature helpful. Like Reaper24 said, if u r stuck at step 13 of the unlock process, u need to rerun the full Ruu all the way thru and try again.

[ROM] Stock RUU rom.zip flashable in fastboot for Mac and Linux users

This RUU rom was extraced directly from RUU_M7_UL_JB_50_Cingular.exe and I've verified it successfully restored my previous One on my Mac before exchanging it at AT&T.

I’m following the steps listed in this wiki for the HTC One T-mobile. I’m on the 2nd step “Flash a custom recovery.” I downloaded koush’s recovery (link provided on Install_CM_for_m7tmo of cyanogenmod wiki), and when I run fastboot on it, I get these results.
$ ./fastboot-mac flash recovery ./recovery-clockwork-touch-6.0.3.1-m7.img
sending 'recovery' (7270 KB)... OKAY
writing 'recovery'... INFOsignature checking...
FAILED (remote: signature verify fail)
So I tried another image I found, but same results.
$ ./fastboot-mac flash recovery ./recovery-clockwork-6.0.4.3-m7tmo.img

You need to unlock the bootloader first. That's what the 'relocked' you see in Fastboot refers to - your boatloader is re-locked.
