Go to your app settings page (Settings > Apps > Manage Applications) and open Media Storage. select "clear data".
Then boot into CWM and under Advanced, choose fix permissions.
Reboot
In Settings > Apps > Manage Applications, open Google Services Framework. Clear data.

It was a pleasure to help you.
I came to this solution trying all what I found on dozens of forums. Most of them don't work. Sadly I don't remember where I found this one, to give the proper credits.
Anyway, you can press my thank button to increase my thank meter, LOL

My answer was based on my experience on a Samsung Galaxy S i9000 , with CWM 6.0.2.x (IIRC)
There was a "fix permissions" option in the advanced menu, I think you should search on Google "cwm +recovery +YourModel"
I'm sorry I can't be of more help.

com.android.phone has stopped - My Solution
I've had this while showing my friend my new ROM & Recovery install.
Philz Touch had just turned itself into standard 6.0.4.5 so I re-zipped it ... WRONG!!!
First I got "Unfortunately .... com.android.phone" message, so I cleared the caches, factory reset (forgot to format system cache - but hey!) THEN reflashed the ROM (Paranoid Android 4.4.3 RC1) and the GApps (PA-Mini)
THEN I started getting "Unfortunately the process com.android.phone has stopped".
Hmmm ... So I started thinking "Media huh?"
Went into recovery and mounted the SDCard0 and SDCard1.
Aaannd ... she's working again.
Of course, now I'm waiting while all my Apps reload (Good old Google Sync :good: ), then Contacts etc.
But at least I got the damn thing back to working. :fingers-crossed:
Moral of the story "Don't mess with it if it ain't broke!"
p.s.
Someone who knows what they're doing will probably post a simpler method ...

Hey, I just rooted my NC with AutoNooter 3.0. It works great except one part. When I start a download from the Android Market it tells me it will download, shows a bar that says, "Starting Download" and doesn't go any further. Other than re-booting, I haven't tried anything else except opening Google Talk, which won't authenticate. Any ideas for fix? Please be detailed (I'm a noobie and old...sorry!) Steve
I have the same problem with market download. Freeze at Starting download and google talk failed at authentication. I even installed different system but can't get it back to work. Please help!

What ROM are you guys running?
Using Honeycomb, having the same issues. Apps that are known to work on HC fail to download in the market
Try:
open Settings --> Applications --> Manage Applications --> All --> Market
Clear cache, and then Force Close
open Settings --> Applications --> Manage Applications --> All --> Google Services Framework
Clear data, and then Force Close
Reboot
You can also try using the Honeycomb gapps installer v2 in the development forum. This fixed all my market and google talk issues.
Thanks ecomemail. Th nook color has settings but doesn't allow for that option. It makes sense to clear this out, but...
Same problem here with auto-nootered 1.1. Freezes at "Starting download..."
Installed new market, didn't help...
I have this problem when I'm on my work's wireless. It's an authenticated network via browser login (it's our guest network). Even after logging into the network, my marketplace downloads hang on "Starting download." Once I connect to any other wifi network, my downloads complete.

Tried this fix, no luck.
Edit: I found a solution to my problem: http://forum.xda-developers.com/showpost.php?p=11545846&postcount=400
"To fix market download problems I force stopped Market, cleared its cache and data. Did the same for Google Framework Services. Then in ROM Manager I fixed permissions, rebooted to recovery. In recovery I formatted cache. I got the four unable to mount cache messages that others reported, but the Market works."
Try getting MarketEnabler from the Market.
On the Actual tab click save current settings.
Then click on the Settings List
Hold down on [us] T-Mobile and make a selection.
May have to reboot and then try the market again.
Hope this works.
Im having this problem on the latest CM7 rom. None of the solutions posted have helped. Any suggestions?

Go to your aps setting and fing google framwork service and Clear data and cache, force stop and restart your phone, that could sort out the problem, i had a simler problem and this fix worked for me.
Everything I read points to it being probably some kind of wifi issue. Does it always happen or only when you're connected to a particular wifi network?

try this, but bear in mind that i'm using a custom ROM so it might be a little different with you. Go to Settings > Wireless and network > Mobile networks > Access Point Names (or APN). Now select the APN that u are using. (I chose MTN Data since i'm MTN. Now go to "Proxy". There should be a number in there, delete everything that's in there and leave that field blank. Go to "Port" and clear everything as well. It worked for me.hope it works for u too.

Hi, I have the same problem on an ASUS tablet - TF700, only it does not have this option, its wifi only. What can I do?
Android Fix: error 495 in Google Play Store
These are the two methods for solving Android Fix: error 495 in Google Play Store
Method 1:
Go to Settings>> Application Manager or Apps>> Open “All” apps
From the list of apps find Google Play store >>Clear Data and Clear Cache
From the list of apps find Google Service Framework >> Clear Data and Clear Cache
Now install or update app from Google Play Store
If it still didn’t work try uninstalling Google Play Store updates first
Method 2:
Go to system settings>> Accounts>>Google>>remove your Gmail account
Now from settings>>Apps>>All> Force stop, Clear data and cache for Google Play Store, Google Service Framework and Download Manager (like in method 1)
Now again go to settings>> Accounts>>Google>>Add your gmail account
Restart your android and then accept all the Google terms and setup Google settings
Rerun Google Play Store and update or install your app.
Keeps saying something like wrong device. Im rooted. Quick fix?

Did you try clearing the cache and data of both the Google Play Store app and the Download manager
1.Visit Menu > Settings > Applications > Manage applications
2.Tab over to "All"
3.Select the Google Play Store app, and then tap "Clear data" and "Clear cache;" then, select Download manager and tap "Clear data" and "Clear cache"
Package Installer
Are you selecting Package Installer??
Ed
May I also suggest locating the installers like Package Installer and the like and clearing defaults, I had mine stuck doing that same thing until I did the cache and data clear, then had to cclear defaults.

Seems that Google is aware of the problem. Their solution, however, did not work, while yours (and old_fart's) did. Thanks to both!

I have just installed Android Revolution HD 14.0 but I cannot download any apps from Google Play.
The status bar just stays at "downloading". I have cleared data and cache. My google play is version 3.9.16. Has anyone else experienced this problem? Any suggestions of a fix would be very much appreciated.

There are some further steps that should resolve the issue you are seeing, as market is also tied into some of the other Google applications:
After step 6 above do the following:
1. Also find applications 'Google Services Framework' and 'Google Play Services'.
2. Force close and clear data for both of these applications.
3. Go into your Google account and disable all the sync options so nothing is ticked.
4. Reboot your device now, do not run any of the applications.
5. Re-enable all your sync options under your google account
6. Re-Boot again, now you can go and try the Play store.
This should resolve both issues mentioned in this thread. It has happened to me on numerous occasion and this has resolved.
Worth a not if you have any of the other play store, Books, Movies, Magazines then it's worth deleting or completing above steps for these too.
Hope this helps.

3 things to try.
1, reinstall play store app and services via apk from Apkmirror.com.
2, delete and reinstall your Google profile.
3, wait until later as it is most likely an issue with Google servers.
I have another problem with Google Apps.
After flashing any nougat based custom ROM, and then after installing OpenGapps arm 7.1 my phone stuck with a problem that Google services was stopped.
Try a different version of gapps.

Strange. You or something has changed settings. Doesn't happen on its own.
Check your default apps and that it is set correctly:
Settings>>>App Management>>>>Default App
Check Phone is set to "system default". If not go into the list and select.
Hope that works.
If not...looks like a factory reset or update via recovery
Had the same issue.
I fixed it by going into "Settings>>>App Management>>>>Default App" and then change the System Launcher back to the default one that comes with the phone. I was using Microsoft Launcher before. Then, find the Phone Manager app and run it.
This is absolutely stupid. No idea why you can't run the same app in a different launcher. Oh well.
hii
a common issue
Sometimes the phone manager App doesn't come pre-installed, install it from play store.
For me, I clicked phone manager and then a message came out: Error 101. What is that?

A quick search helps:
Solve Error Code 101 in Google Play Store
The error 101 occurs due to the memory issue, which can be ROM / SD-card storage / Cache memory. But this error mostly gets solved by deleting some unused apps or by freeing the SD card memory.
Solution 1: Free memory card space by deleting unused Apps or content. Also, free up the Phone internal storage. It should solve the problem.
Solution 2: Remove the Google Account and open the Play store again and log in.
Solution 3: Uninstall Play store Updates Go To Settings Select Manage Applications or APPS Manager Tap on ALL Scroll and Look for “Google Play Store” Clear Cache and Data Click on Force Stop Select Uninstall Updates Reboot you phone and try again
Solution 4: Clearing cache and Data for Google Apps Go to Settings Select to Application Manager or Apps Under All , look for Google Services Framework Clear Data Cache and Click Force Stop NOW do the Same With Google PLAY STORE, Google Play Services, Download Manager Reboot your Phone, it should be working fine now.
